Augustus Peter Wetter, Patrick Walsh
Savannah Biographies
Augustus Peter Wetter was born in Germany in 1829 and died in Pennsylvania in 1882. He came to Savannah before the civil War and was one of the wealthiest men in Savannah for a period of time. Augustus P. Wetter was many things; he was a Civil Engineer, a planter, an Alderman for Savannah's first district and Cotton press director, just to name a few. He also held many positions on committees and boards. His life contained many triumphs and tragedies that would indicate a very full and sometimes sad existence.

Kinetic Studies Of Dna Interstrand Crosslink By Nitrogen Mustard And Phenylalanine Mustard, Margaret I. Kaminsky
Kinetic Studies Of Dna Interstrand Crosslink By Nitrogen Mustard And Phenylalanine Mustard, Margaret I. Kaminsky
Theses
Phenylalanine mustard (PAM) and nitrogen mustard (HN2) are bifunctional alkylating agants which covalently crosslink DNA. Their crosslinking ability forms the basis of their usefulness as anti-cancer drugs since crosslinked DNA cannot replicate and thus the cancers cells cannot reproduce. Despite apparent similarities, the two drugs are known to have important differences. PAM is more effective against cancer and has fewer side effects. In reactions with cell cultures, PAM produces crosslinks more slowly, but the crosslinks are more persistant The experiments reported here offer kinetic explanations for the differences. In vitro time-dependent crosslinking reaction profiles for HN2 and PAM produced using …
The Modeling Of The Interactions Of Pellets With Magnetic Fusion Plasmas For Alpha Particle Diagnostics, Abdel-Ghafar Mahmood El-Cashlan
The Modeling Of The Interactions Of Pellets With Magnetic Fusion Plasmas For Alpha Particle Diagnostics, Abdel-Ghafar Mahmood El-Cashlan
Electrical & Computer Engineering Theses & Dissertations
A model for the interactions of hydrogen and carbon pellets with thermonuclear fusion plasmas has been developed and solved to determine the charge-state spatial distributions in the ablation cloud surrounding the pellet. The ionization is treated in a self-consistent manner in the energy balance and the collisional radiative (CR) model is used to calculate the ionization levels. External plasma electron effects on ionization are included. The electron heat flux is modeled as a multigroup distribution. The channelling of the flow along the field line is treated phenomenologically by restricting the cross-sectional area of the flow. The predictions of the model …
Contingency Contracting In The Low-Intensity Conflict Environment, Steve Bell
Contingency Contracting In The Low-Intensity Conflict Environment, Steve Bell
Faculty Publications
The United States military presence in Central and South America is under attack, both literally and politically, as bombings and sniper fire directed against U.S. military personnel characterize the low-intensity conflict (LIC) environment in certain parts of Latin America. The process of contracting support for U.S. forces in a LIC environment is oriented toward sustaining operations in the field, as opposed to contracting for mobilization or surge production. A significant characteristic of this field support is that a contracting officer (KO) deploys overseas with the supported military unit. Some of the unique concerns faced by a KO deploying with an …
Hydrogeology And Water Budget Analysis Of Two Interdunal Ponds Nags Head Woods Ecological Preserve, Dare County, North Carolina, Richard A. Hisert
Hydrogeology And Water Budget Analysis Of Two Interdunal Ponds Nags Head Woods Ecological Preserve, Dare County, North Carolina, Richard A. Hisert
OES Theses and Dissertations
Ground-water-fed interdunal ponds in Nags Head Woods Ecological Preserve lose as much as 7600 m3 yr-1 of water through evaporation. This withdrawal of groundwater is sufficient to significantly alter flow patterns through the surficial aquifer on Bodie Island, N.C. Statistical analyses of evaporation estimates derived by various methods indicate a weak correlation, (r2=0.4-0.5) between pan evaporation data from Aurora, N.C. and pond evaporation at Nags Head Woods calculated by water budget analyses.
Results of stratigraphic and pedologic analyses in and around the ponds indicate that the ponds formed after development of multiple generations of dunes. This …

Ties That Bind?: The Supreme Court Of Canada, American Jurisprudence, And The Revision Of Canadian Criminal Law Under The Charter, Robert Harvie, Hamar Foster
Ties That Bind?: The Supreme Court Of Canada, American Jurisprudence, And The Revision Of Canadian Criminal Law Under The Charter, Robert Harvie, Hamar Foster
Osgoode Hall Law Journal
Chief Justice Dickson has suggested that Canadian jurists should consult American authority in Charter cases, but with care. The authors look at how the Court has followed this advice in its own criminal decisions rendered prior to March 1989, in which American authority is cited in less than 50 percent of the cases. The authors conclude that, in some significant areas, the Court has interpreted the interests of the accused more broadly than the American Supreme Court does and has on occasion done so without citing divergent U.S. precedent. The effect of sections 1 and 24(2) of the Charter on …

Interpreting The Charter Of Rights: Generosity And Justification, Peter W. Hogg
Interpreting The Charter Of Rights: Generosity And Justification, Peter W. Hogg
Osgoode Hall Law Journal
The author argues that there is a close relationship between the scope of the rights guaranteed by the Charter and the standard of justification required under section 1. The broader the scope of a right, the more relaxed the standard of justification must be. A generous interpretation of a right is incompatible with the stringent Oakes standard of justification. However, a purposive interpretation of a right, confining the right to conduct that is worthy of constitutional protection, is compatible with a stringent standard of justification.

While Equity Slumbered: Creditor Advantage, A Capitalist Land Market, And Upper Canada's Missing Court, John C. Weaver
While Equity Slumbered: Creditor Advantage, A Capitalist Land Market, And Upper Canada's Missing Court, John C. Weaver
Osgoode Hall Law Journal
Until 1837, Upper Canada had no Court of Chancery. This omission forced stop-gap measures which in the area of mortgages produced a muddle. The confusion introduced into the land market led to protracted controversies among politicians and jurists during the 1820s and 1830s. The many complex principles and motives raised by the lack of an equitable jurisdiction generated much legislative controversy and experimentation. John Beverley Robinson often was central to vital discussions where he revealed both his intelligence and social biases favouring gentlemen of capital. Extremely complicated issues have deflected attention from the central issue: whether the colony needed equity, …

Social Background And Bureaucratic Behavior In Egypt, Earl L. Sullivan, El Sayed Yassin, Ali Leila, Monte Palmer
Social Background And Bureaucratic Behavior In Egypt, Earl L. Sullivan, El Sayed Yassin, Ali Leila, Monte Palmer
Faculty Books
This study of the role of gender and religion in the Egyptian bureaucracy provides general background information pertaining to the three major topics of this book: bureaucratic behaviour, the role of women in Egyptian society and relations between Egypt's religious groups, the Muslims and the Copts. The author hypothesizes that the attitudes and behaviour of Egyptian bureaucrats will differ markedly on the basis of sex, but that the attitudes and behaviour of Coptic bureaucrats will not differ significantly from those of their Muslim counterparts. The two hypotheses were tested in reference to eight sets of attitudes and behaviour, viz. media …
Development Of A Test And Establishment Of A Cut Score For The National Fire Academy Chemistry Of Hazardous Materials Course, Burton Adrian Clark
Development Of A Test And Establishment Of A Cut Score For The National Fire Academy Chemistry Of Hazardous Materials Course, Burton Adrian Clark
Abraham S. Fischler College of Education ETD Archive
The purpose of this Major Applied Research Project (MARP) was to develop a valid and reliable test instrument and to establish a reasonable cut score for the National Fire Academy's (NFA) Chemistry of Hazardous Materials course final exam. In addition, a test technical manual was written based on the American Psychological Association's Standards for Educational and Psychological Testing. 1985. There were nine research questions addressed in this MARP: (1) Were test development procedures based on correct educational methodology? (2) Does the test have content validity? (3) Does the test have domain validity? (4) Has an optimal cut score for the …
The Development Of An Individualized Instructional System For Health Care Ethics, Charles Carroll
The Development Of An Individualized Instructional System For Health Care Ethics, Charles Carroll
Abraham S. Fischler College of Education ETD Archive
Daytona Beach Community College offers training in eight allied health areas including dental assisting, surgical technology, respiratory care, medical record technology, health unit coordinator, radiology technology, human services and child development. Students enrolled in these programs currently do not receive any formal course work or training in the area of ethics. A survey of the allied health instructors indicated three reasons for the lack of instruction in the area of ethics: (1) lack of formal training in the area by the instructors, (2) lack of time to thoroughly research the topic, (3) a lack of time in the program's curriculum …
