On 13 November 1989, the European Council passed a directive on the regulation of insider trading. This legislation is designed to coordinate the various laws of the European Economic Community states and to encourage investor confidence in their securities markets. In analyzing the directive, the author proposes the United States experience in the regulation of insider trading as a model for the efforts of the EEC. Considering both the strengths and weaknesses of the United States experience, the author describes the United States shift in emphasis from the regulation of individuals to the regulation of institutions. This Note addresses the ongoing use of extra legal apprehension, as applied under "Ker v. Illinois" and "Frisbie v. Collins," as a viable alternative to extradition in obtaining custody over those accused of exporting drugs to the United States. The author outlines the cultural and political reasons for the production of illicit drugs, examines the purposes and structures of formal extradition treaties and their effectiveness in bringing drug traffickers to trial, and considers the alternatives to formal extradition. This Note focuses on current environmental bankruptcy law in the United States. It analyzes the claims of a state against a corporate polluter when the corporation discharges a toxic substance in violation of the state's environmental laws, refuses to clean up the waste, and then files bankruptcy in lieu of paying for the cleanup.

The frequent connection between banking secrecy and various corrupt political and business practices has drawn considerable attention from non-secrecy states. In Europe, the issue presently is ripe because of the European Community's plans for a unified economy in 1992. This Note begins with a moral and historical examination of banking secrecy. Then, the author reveals the banking practices and legal structures through which banking secrecy is exploited. The author next sets forth the substantive banking secrecy laws of four European states and attempts to surmise the direction of their policies regarding banking secrecy. This Essay addresses the application of international human rights law to women. Most of the cases addressed in this Essay involve alleged discrimination based on sex or marital status. Professor Cook notes that international, regional, and national courts have applied human rights principles to ensure that women's human rights are upheld, although not always to the full extent originally envisioned under the Universal Declaration of Human Rights. The diamond ring rapidly changed from a relatively obscure token of affection to what amounted to an American tradition. It is customary to explain such a shift in demand in terms of an increase in income, a change in relative prices, or a change in tastes. We all have heard that Mrs. O'Leary's cow kicked over a lamp to start the Chicago fire, and even sober history texts tell us that one Gavrilo Princip started World War I. Princip was a politically overactive Serbian nationalist destined to die of tuberculosis in an Austrian prison, but not before immortalizing himself on June 28, 1914. Multiprocessors can be used to speed up the process of object recognition. Building a parallel vision system is a two step process: (a) design and implement parallel algorithms for individual operations, and (b) integrate them into a coherent system. So far the emphasis has been on the first step. The second step has not received enough attention. A framework for building a parallel vision system is presented here. The necessary and desirable features of such a system have been identified. An initial design which incorporates these features is also given.

When test vectors are applied to a circuit, the fault coverage increases. The rate of increase, however, could be circuit dependent. A relation between the average fault coverage and circuit testability is developed in this paper. The statistical formulation allows computation of coverage for deterministic and random vectors. We discuss the following applications of this analysis: determination of circuit testability from fault simulation, coverage prediction from testability analysis, prediction of test length, and test generation by fault sampling.

The development of a high-level language compiler for a micro-programmable processing element (PE) in the MARS multicomputer is described. MARS, an MIMD message passing machine, was designed to speed up VLSI CAD and similar other non-numerical applications. The need for sup port of a high-level language at the PE level of a multicomputer is considered, and the choice of C as an appropriate programming language is justified. Special features found in VLSI processors are examined along with compiler support for them.

Assuring product quality is becoming increasingly more important for the semiconductor chip manufacturers. The reject ratio (defect level) provides a simple and accurate measure of a product's quality. However, measuring the reject ratio of tested chips is often not feasible or accurate. Statistical techniques for reject ratio prediction provide a possible way out of this dilemma. In this paper, we report on an experiment to verify the accuracy of reject ratio predictions by the available approaches. Since the introduction of air-powder polishing systems in 1977, air-powder polishing has been shown to be an efficient and effective method for removal of stain and plaque. Air-powder polishing systems use air, water, and sodium bicarbonate to deliver a controlled stream that propels specially processed sodium bicarbonate particles to the tooth surface. It has been demonstrated that this increasingly popular technique requires less time and less physical exertion by the operator than polishing with a rubber cup and prophylaxis paste. In addition, no heat is generated with this type of system.

Both the sediments and the geomorphic setting of the diamictons along Rio Blanco on the piedmont east of the Cordon del Plata indicate that they could not have been deposited there by a glacier tongue, as I and several earlier observers have suggesred Rather, they must have been deposits of long-runout debris flows, as argued by Polanski. Below 2600m, which is the altitude of the most extensive moraines of the last major glaciation, a late Pleistocene debris-flow fan fills the valley. From 2,200 m to the mountain front the narrow, V-shaped valley could not have been scoured by glacial ice. …
