This paper explores the role of research in royal commissions. It is based primarily on my experience as one of three research directors for the Royal Commission on the Economic Union and Development Prospects for Canada, popularly known as the Macdonald Commission. Since royal commissions appear in many guises, much of what I say may not apply to other commissions. In general, my remarks are more applicable to those commissions that give advice on significant public policy matters than to more narrowly investigative commissions set up in response to allegations of corruption or scandal in government or to determine the …

I think whether the commission is a policy commission or an investigative commission or both, as the case was with the Ocean Ranger Inquiry, a commission almost inevitably is drawn into an adversarial context. I think in the case of an investigative commission, the parties, who have interests at stake that are being investigated and adjudicated upon, will tend, over time, to start to question the validity of the commission. A Computer Program For Optimal Control Of Water Supply Pump Stations: Development And Testing, Donald V. Chase

This report presents an optimal control methodology designed to reduce the electrical consumption and operating costs at Army water supply pumping stations.

The methodology, contained in a computer program called Optimal Control of Pumping Stations (OCOPS), enables water utility managers and operators to reduce the electrical consumption at pumping stations while maintaining adequate storage and system pressures for fire protection. OCOPS can be applied to any water distribution system and is not limited to any number of pumps, pump stations, or storage tanks within the system.

Deferred taxes exist because Generally Accepted Accounting Principles CGAAP and tax laws differ. These differing rules require companies to prepare two sets of financial statements, one for their stockholders and other financial statement users (GAAP) and one for the Internal Revenue Service. The two sets of financial records result in a net income for GAAP purposes which differs from the income on which the tax is computed. Since 1967, the reconciliation of these two sets of books was prescribed by Accounting Principle Board Opinion #11. The philosophy of deism cannot be ignored for taking a considerable toll on preaching. Great efforts had been made to make Christianity "reasonable," and in the process, revelation was rejected as a possibility for the origin of the Christian faith. Deists discounted beliefs such as Christ's being God incarnate, claiming that such beliefs were added over the years by superstitious clergy. As John Harrison remarks, the Church of England did "virtually nothing" to stem the spread of the deistic philosophy. Rather, many churchmen became deeply influenced by it.

American constitutional law in general, and fourteenth amendment jurisprudence in particular, is in a state of profound transformation. The "liberal-legalist" and purportedly politically neutral understanding of constitutional guarantees that dominated constitutional law and theory during the fifties, sixties, and seventies, is waning, both in the courts and in the academy. What is beginning to replace liberal legalism in the academy, and what has clearly replaced it on the Supreme Court, is a very different conception - a new paradigm - of the role of constitutionalism, constitutional adjudication, and constitutional guarantees in a democratic state. The turn to hermeneutics and interpretation in contemporary legal theory has contributed at least two central ideas to modern jurisprudential thought: first, that the "meaning" of a text is invariably indeterminate -- what might be called the indeterminacy claim -- and second, that the unavoidably malleable essence of texts -- their essential inessentiality -- entails that interpreting a text is a necessary part of the process of creating the text's meaning. This Comment will examine the effect of the massacre and the Chinese government's subsequent actions upon the negotiation of certain provisions of Hong Kong's future laws. Section II will examine the massacre, China's subsequent denial of any massacre, and Hong Kong's reaction to those events. In interpreting the Convention, the central problem is to what extent Article 79 of the Convention will apply to the various cases. Does it apply only to cases of "force majeure" or "impossibility," i.e., cases in which there is a barrier that prevents performance or makes it impracticable? The present Supreme Court has been noticeably unreceptive to legal claims asserted by racial minorities. Although it is always possible to articulate nonracial motives for the Court's civil rights decisions, the popular perception is that a politically conservative majority wishing to cut back on the protection minority interests receive at majority expense now dominates the Supreme Court. This research explored religious doubts in two separate investigations, the first an interview study and the second a questionnaire-based survey. In the interview study, 80 persons of varied religious orientations (28 high, 25 middle and 27 low orthodoxy participants) as measured by Fullerton and Hunsberger’s (1982) Christian Orthodoxy Scale, were selected from a sample of approximately 700 introductory psychology students. Respondents were asked about religious doubts they had experienced, the perceived causes of these doubts as well as their resolutions. Responses were coded for complexity of thinking to assess thought patterns related to these doubts. Complexity of thinking about religious …

Evidence For Common Coding Of Temporal And Nontemporal Information In Pigeons, Stephen Bridson

Two experiments found evidence that pigeons commonly code temporal and visual samples that are associated with the same comparisons in many-to-one matching. In Experiment 1, pigeons were trained to match temporal (2-sec and 8-sec keylight durations) and color (red and green) samples to line tilt comparisons (vertical and horizontal). Similar rates of forgetting were found for all samples. Furthermore, retention of sample information appeared more similar for samples which shared common comparisons than those that did not. In Experiment 2, pigeons learned new comparison (circle and triangle) associations with either temporal or visual samples from Experiment 1. When tested on …

The gravitational lens system 2237 + 0305 consists of a low-redshift barred spiral galaxy (z = 0.0394) centered on a more distant quasar (z = 1.695). Because the lensing galaxy is nearly face on, spectroscopy of the background quasar affords a unique opportunity to study the interstellar medium in the galaxy's center and buW:. We report moderate-resolution spectroscopy of QS02237 + 0305 yielding a 3u upper limit of 72 rnA forthe rest equivalent width of Ca II K absorption d);le to gas in the intervening galaxy. Since gas in the Milky Way "thick disk" typically produces 220 mA Ca II …
