Given how frequently they are commissioned, it is surprising how little has been written about inquiries and, more particularly, about the role of science and advocacy within them.' The lack of serious attention paid to inquiries may be a product of their diversity. For example, inquiries include royal commissions and consultative committees and risk assessments. Some of these inquiries have wide-ranging mandates, commission extensive research and actively solicit public commentary, while others are more closely akin to legal proceedings. Commissions of inquiry appointed to analyze major matters of public policy constitute an important organizational instrument in governance for essentially three reasons. First, their establishment enables decision-makers in government to delay or postpone decisions without being criticized for doing nothing at all. Policy analysis in this circumstance may be an excuse for a "non-decision", but at the least it ensures that the issue at hand stays on the policy agenda in a certain fashion. Rheology Of Aqueous Suspensions Of Polystyrene Latex Stabilized By Grafted Poly(Ethylene Oxide), Harry J. Ploehn, J. W. Goodwin

A water-soluble carbodiimide has been used to end-graft aminated poly (ethylene oxide)(PEO) chemically onto colloidal polystyrene particles. Two particle sizes (115 and 347 nm diameter) and two PEO molecular weights (112 000 and 615 000 g mol–1) were combined to give suspensions with four different ratios of polymer layer thickness to particle radius. Electrophoresis demonstrated that the PEO was grafted, not just adsorbed. Dynamic light scattering showed that the adsorbed and grafted layers had similar structures and that non-ionic surfactant perturbed the PEO configurations. Steady shear and oscillatory rheometry indicated that long-ranged polymeric forces between particles governed the …

A Simple Model For A Zinc/Bromine Flow Cell And Associated Storage Tanks, G. D. Simpson, Ralph E. White

A simple model for a parallel plate, zinc/bromine flow cell and associated storage tanks is presented and used to make time-dependent predictions for various quantities in the system. The model is based on a previously published algebraic model of the cell at steady-state and time-dependent, first-order differential equations for the storage tanks. The Butler-Volmer equation is used for the electrochemical reactions, and the homogeneous reaction between bromine and bromide is included. The model predictions indicate that the charging operation of a zinc/bromine battery can be significantly improved by using a storage tank with a larger residence time for the bromine …

A mathematical model is presented for a high temperature H2S electrolyzer. It is shown that the maximum current in this type of a cell is determined entirely by the transport rate of sulfide ions through the separator. It is suggested that this model could be used to determine the feasibility of various designs for this electrolyzer.

The electrochemical behavior of graphite and Ni-Cr electrodes in sodium tetrasulfide melt has been investigated using voltammetric, chronoamperometric, and chronopotentiometric techniques in the presence and absence of hydrogen sulfide. Two continuous phases, namely, Na2S2 and Na2S, are apparently formed at different potentials during the cathodic polarization. The blocking effect by these layers was much less significant on the Ni-Cr electrode than on graphite. A computer simulation of the oxygen reduction reaction in various carbonate melts has been carried out under steady-state conditions on the basis of a proposed kinetic model which takes into consideration the autocatalytic reaction involving oxygen and other reducible oxygen species in the melt, and the neutralization of oxide ions by dissolved carbon dioxide. A simulation of the presence of (physically) dissolved oxygen, in the diffusion layer region of the melt, corresponding to the possible situation in porous electrodes, causes a significant enhancement in the polarization curves, particularly in the mass-transfer control region. Estimation Of The Diffusion Coefficient And Solubility For A Gas Diffusing Through A Membrane, Michael C. Kimble, Ralph E. White, Yu-Min Tsou, R. Neal Beaver

Analysis of the data obtained by the electrochemical monitoring technique for diffusion of a gas through a membrane is considered. It is shown that combining a numerical method with a nonlinear parameter estimation technique provides a means to determine values for the diffusion coefficient and the solubility of the diffusing gas. It is shown that better accuracy can be obtained for the diffusion coefficient and solubility of this gas by using the method presented and all experimental data rather than only part of the data, as has often been done in the past.

The purpose of the study was to investigate teachers' level of overall job dissatisfaction/career alienation, and to determine which work related elements were most related to overall job dissatisfaction/career alienation. The subjects consisted of 14 out of a possible 41 regular education teachers at a selected parochial high school in the Midwest. The May, Porter & White (1990) Job Satisfaction Survey and a supplemental survey concerning ecological/environmental psychology concerns was administered. Nine hypotheses were tested, and several items concerning work related elements were examined for their relationship to overall job dissatisfaction/career alienation. A description is given of the Regional Partnership Program; a field-responsive; center-specific model established at the University of Northern Iowa; designed to oversee clinical field experiences for student teachers. The model involves six regional districts specifically located across the state which serve as the administrative units for the field program. All of the centers have a common structure to allow for program continuity. This paper explores the role of research in royal commissions. It is based primarily on my experience as one of three research directors for the Royal Commission on the Economic Union and Development Prospects for Canada, popularly known as the Macdonald Commission. Since royal commissions appear in many guises, much of what I say may not apply to other commissions. In general, my remarks are more applicable to those commissions that give advice on significant public policy matters than to more narrowly investigative commissions set up in response to allegations of corruption or scandal in government or to determine the …

This report presents an optimal control methodology designed to reduce the electrical consumption and operating costs at Army water supply pumping stations.

The methodology, contained in a computer program called Optimal Control of Pumping Stations (OCOPS), enables water utility managers and operators to reduce the electrical consumption at pumping stations while maintaining adequate storage and system pressures for fire protection. OCOPS can be applied to any water distribution system and is not limited to any number of pumps, pump stations, or storage tanks within the system.

Deferred taxes exist because Generally Accepted Accounting Principles CGAAP and tax laws differ. These differing rules require companies to prepare two sets of financial statements, one for their stockholders and other financial statement users (GAAP) and one for the Internal Revenue Service. The two sets of financial records result in a net income for GAAP purposes which differs from the income on which the tax is computed. Since 1967, the reconciliation of these two sets of books was prescribed by Accounting Principle Board Opinion #11. The reconciIiation is necessary because expenses are usually recognized faster and revenue recognized later under …
