Court grants tenant's motion for partial summary judgment on affirmative defense, ordering that landlord is barred from collecting 15 months of rent covered by ERAP provisional approval. Landlord failed to provide OTDA the information necessary to receive ERAP payments within the required statutory timeframe, thereby waiving the covered rent under the 2021 ERAP statute. ERAP has since closed and no funds remain. Court rejects landlord's claim of ignorance of the provisional approval.

Joy For Whom? Joy To What End? The Promise And Peril Of Joy-Centred Pedagogy, Mays Imad, Karla Clark , Ed.D, Constanza Barthololmae

Center for Teaching Excellence (CTE)

In this essay, we trouble the notion of joy in teaching and learning. We trouble it because we do not want to offer another status quo, shiny intervention grounded in hegemonic hierarchy. We trouble it because we want to explore how to co-narrate joy in a way that lets us, our colleagues, and our students realize our “magical” capacity, to borrow Sylvia Wynter’s word. Writing as three educators in a single analytic voice, with first-person narratives in which our standpoints diverge, we ask: joy for whom, to what end, and at what cost? We enter through the debate over generative …

Depoarch: Physics-To-Architecture Modeling And Mitigation Of Thin-Film Deposition Non-Idealities In Advanced Multicore Processors, Gopi K. Tummala

Defensive Publications Series

As semiconductor fabrication scales toward atomic dimensions in sub-3 nm gate-all-around (GAAFET) and complementaryFET (CFET) architectures, physical non-idealities in thin-film deposition increasingly govern chip performance, energy efficiency, and long-term reliability. Traditional computer architecture research has long abstracted the underlying silicon fabric as a set of deterministic, planar geometries characterized by nominal resistance-capacitance (RC) parasitics, treating process variation strictly through empirical statistical abstractions such as Random Dopant Fluctuations (RDF) and sub-wavelength Line Edge Roughness (LER). In reality, the physical mechanisms of Chemical Vapor Deposition (CVD) and Physical Vapor Deposition (PVD) impart severe, deterministic spatial gradients and microscopic structural flaws that break …

Mitigating Multi-Scale Variability In Datacenters: In-Situ Physical Sensing, Proactive Thermal-Cooling Co-Management, And Symbiotic Virtualization, Gopi K. Tummala

Defensive Publications Series

As semiconductor manufacturing scales past the 32 nm threshold toward atomic-scale devices, physical variability has emerged as a paramount challenge threatening computing efficiency, system predictability, and hardware longevity in warehouse-scale datacenters. Nanoscale device scaling introduces severe process variations—such as Random Dopant Fluctuations (RDF) and Line Edge Roughness (LER)—which manifest at the architectural level as a 30% dispersion in core operating frequencies and up to a 10× disparity in sub-threshold leakage power. Compounding these static manufacturing anomalies, datacenters encounter profound dynamic environmental variability, driven by localized heat fluxes exceeding 100W/cm2 , ambient temperature fluctuations (35◦C to 45◦C in containerized and economizer-cooled …

Galois-Q: High-Throughput Finite-Field Microarchitectures For Non-Binary Qudit Qec, Qldpc Syndrome Decoding, And Fault-Tolerant Cryptanalysis, Gopi K. Tummala, Ashwin Alapati, Ram Awatar Sep 2026

Galois-Q: High-Throughput Finite-Field Microarchitectures For Non-Binary Qudit Qec, Qldpc Syndrome Decoding, And Fault-Tolerant Cryptanalysis, Gopi K. Tummala, Ashwin Alapati, Ram Awatar

Defensive Publications Series

Fault-tolerant quantum computing (FTQC) is undergoing a paradigm shift from conventional 2-level qubits toward higher-dimensional d-level qudits (d = q = p m) and asymptotically efficient quantum Low-Density ParityCheck (qLDPC) codes. Non-binary qudits dramatically increase physical quantum information density and reduce cross-talk, while qLDPC codes achieve macroscopic code rates and distance with orders-of-magnitude fewer physical qubits than surface codes. Concurrently, faulttolerant quantum cryptanalysis (such as Shor’s algorithm for discrete logarithms over binary elliptic curves) demands massive reversible modular arithmetic over Galois fields F2m. However, both quantum error correction (QEC) decoding and reversible arithmetic face a severe classical computational bottleneck: processing …

Q-Razor: A Variation-Tolerant, Speculative Classical Control Microarchitecture For Cryogenic Fault-Tolerant Quantum Error Correction, Gopi K. Tummala

Defensive Publications Series

Fault-tolerant quantum computing (FTQC) requires classical control processors to execute quantum error correction (QEC) syndrome decoding, Pauli frame updates, and pulse orchestration within microsecond-scale physical qubit coherence windows. To resolve the catastrophic thermal and wiring bottlenecks of routing tens of thousands of microwave coaxial lines from room temperature to a dilution refrigerator, modern architectures place classical control and decoding processors at the 4 Kelvin cryogenic stage. However, 4 K cryogenic CMOS introduces an acute architectural tension: severe carrier freeze-out, amplified random discrete dopant fluctuations (RDF), and localized dynamic thermal hot spots induce up to 3× timing delay variability, while the …

Chesscore: A Reconfigurable Domain-Specific Architecture For Accelerating Adversarial Game-Tree Search And Heuristic Learning, Gopi K. Tummala

Defensive Publications Series

Adversarial game-tree search—exemplified by classical zerosum games of perfect information such as Tic-Tac-Toe and Chess—represents a foundational benchmark for artificial intelligence and combinatorial optimization. However, executing recursive minimax algorithms with α-β pruning on generalpurpose von Neumann microprocessors suffers from crippling architectural bottlenecks: branch misprediction rates exceeding 30% during search cutoffs, serialized legal move generation, deep recursion stack thrashing, and high-latency memory stalls during transposition table lookups. This paper presents ChessCore, a reconfigurable domainspecific hardware architecture designed for high-throughput adversarial tree search and heuristic learning. Grounded in an architectural lineage originally prototyped on a resourceconstrained Xilinx Spartan-II FPGA (XC2S50 TQ144) using …

Authoring Drone Camera Moves In An Rtk-Georeferenced 3d Gaussian Splat: Clearance-Certified Waypoint Missions And Survey-Anchored Post-Production Camera Export, Matthew D. Judson

Defensive Publications Series

A method is disclosed in which a real-world site is photographically captured by an uncrewed aircraft (or ground platform) carrying survey-grade GNSS (RTK) positioning; reconstructed as a photorealistic three-dimensional scene representation (such as a 3D Gaussian splat) in a metric frame bound to an Earth-fixed geodetic datum; and then used as the authoring environment for camera moves, such that a keyframed, cinematically parameterized virtual camera path composed inside the reconstruction is (a) validated and compiled into a machine-executable flight mission that a real aircraft flies at true coordinates, (b) certified for obstacle clearance against a conservative geometric over-approximation derived from …

Hexatile: A Scalable Heterogeneous Honeycomb-Tiled Manycore Architecture With Decoupled Multi-Plane Interconnects And Adaptive Hardwalls, Gopi K. Tummala Sep 2026

Hexatile: A Scalable Heterogeneous Honeycomb-Tiled Manycore Architecture With Decoupled Multi-Plane Interconnects And Adaptive Hardwalls, Gopi K. Tummala

Defensive Publications Series

Tiled manycore architectures established a modular paradigm that conquered the global wire-delay wall by decomposing monolithic processors into replicated, network-connected compute elements. Early academic prototypes, such as the MIT Raw microprocessor, and commercial implementations, including Tilera TILE64, TILEPro64, and Tile-Gx 100, proved the viability of pipelined scalar operand networks and 2D mesh on-chip interconnects. However, scaling tiled architectures beyond 100 tiles toward the multi-thousand-tile horizon encounters four crippling bottlenecks: (1) the Cartesian Diameter and Hop-Count Wall in 2D Manhattan meshes, which incurs severe routing latency and packet contention; (2) the Technology Utilization and Dark Silicon Wall, where uniform homogeneous tiles …

Low-Energy Conservation Cores With On-Chip Dynamic Power Management For Advanced Computations, Gopi K. Tummala Sep 2026

Low-Energy Conservation Cores With On-Chip Dynamic Power Management For Advanced Computations, Gopi K. Tummala

Defensive Publications Series

Transistor density continues to scale with advances in semiconductor manufacturing, but limits on threshold voltage scaling have brought classical Dennard power scaling to a permanent halt. The resulting technology-imposed “utilization wall” severely restricts the fraction of silicon that can be continuously operated at maximum performance, giving rise to the dark silicon phenomenon. Because reductions in per-operation energy translate directly into increased parallel throughput under fixed thermal envelopes, specialized and heterogeneous architectures have emerged as an imperative. However, conventional parallel accelerators fail when applied to irregular integer codes characterized by tight critical paths, branch-heavy control flow, and poor memory locality. This …

Compiler-Orchestrated Fine-Grained Power Gating And Asymmetric Power Islands For Tiled Spatial Microprocessors, Gopi K. Tummala Sep 2026

Compiler-Orchestrated Fine-Grained Power Gating And Asymmetric Power Islands For Tiled Spatial Microprocessors, Gopi K. Tummala

Defensive Publications Series

As semiconductor technology scales deep into nanoscale dimensions (sub-65 nm), subthreshold leakage current threatens the viability of tiled spatial microprocessors. While spatial architectures—exemplified by the MIT/UCSD RAW processor—elegantly eliminate global wire delays and expose on-chip functional units, interconnects, and pins directly to software, their massive replication of execution resources results in substantial static power waste when application workloads exhibit spatial or temporal underutilization. Traditional reactive dynamic power management (DPM) schemes, such as OS-directed ACPI states or hardware activity timers, fail in spatial architectures due to unpredictable wake-up transition penalties, loss of cycle-level synchronization across scalar operand networks (SONs), and inability …

Virtual Scroll Wheel Input Device With Adaptive Touch Sensing And Modular Haptic Feedback, Madhav Kavuru Sep 2026

Virtual Scroll Wheel Input Device With Adaptive Touch Sensing And Modular Haptic Feedback, Madhav Kavuru

Defensive Publications Series

This disclosure describes a curved-surface capacitive input device that reproduces the tactile behavior of a mechanical scroll wheel within a total assembly stack height of approximately 9.5 mm, making scroll-wheel functionality practical in ultraportable laptop keyboards for the first time. A mutual-capacitance touch strip is formed along the arc of a protruding disk segment rather than on a flat surface, giving the finger the same curved reference geometry as a physical wheel. A linear resonant actuator (LRA) of the type used in smartwatches is bonded to part of the chord of that disk segment and driven with pulse-width-modulated waveform profiles …

Beyond The Watt: A Unified Stochastic Control And Cross-Layer Architecture For Massive Computing Infrastructure, Gopi K. Tummala Sep 2026

Beyond The Watt: A Unified Stochastic Control And Cross-Layer Architecture For Massive Computing Infrastructure, Gopi K. Tummala

Defensive Publications Series

The relentless expansion of internet-scale services, highdefinition streaming, and distributed data analytics has precipitated the emergence of mega-datacenters housing hundreds of thousands of servers. However, this growth has collided with an insurmountable power and thermal wall: over 50% of datacenters face imminent facility-level power delivery and cooling exhaustion. Underpinning this crisis is the profound energyproportionality gap in modern server architectures: enterprise servers rarely operate at peak utilization and seldom sit completely idle; instead, they spend over 75% of their operational lifecycle operating at 10–50% utilization, yet consume 50–60% of their peak rated power (“doing nothing very well”). Traditional dynamic power …

Pharmacy Faculty Articles and Research

Introduction: Small interfering RNA (siRNA) and Clustered Regularly Interspaced Short Palindromic Repeats (CRISPR)/CRISPR-associated Protein 9 (Cas9) complexes are effective approaches to temporarily downregulate protein expression via post-transcription RNA interference or permanently altering protein expression via editing genomic DNA, respectively. However, the efficient delivery of these mediators to targeted cells has been challenging, largely due to their anionic and hydrophilic nature, which hinders their interaction with the cell membrane and cellular internalization. Cell-penetrating peptides (CPPs) exhibit dual characteristics as a carrier for nucleic acid delivery, where positively charged components bind to the negatively charged nucleic acid, and the hydrophobic components …

Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

Skin Carotenoid Scores Reflect Immune Status Among Children Living With Hiv In Tanzania, Wilbert Mbuya, Thobias Boniphace, Michael Mwagala, Peter Agrea, Nazareth M Mbilinyi, Nancy E Moran, Andrew R Dinardo, Mkunde Chachage

Children’s Nutrition Research Center Staff Publications

Many individuals living with HIV experience persistent inflammation despite antiretroviral treatment, increasing their risk for cardiovascular diseases, cognitive decline, and other noncommunicable diseases. Carotenoids can inhibit this inflammation by reducing lipid peroxidation. Carotenoid intake and plasma concentrations can be approximated using a noninvasive cutaneous spectrophotometer. This study quantified skin carotenoid levels in Tanzanian children ages 5 to 15 years old (N = 185) both with and without HIV. Over 95% had low to moderate skin carotenoid scores (< 400 units). In children living with HIV, higher viral loads were linked to lower skin carotenoid scores (rho = -0.57, P < 0.001), whereas higher CD4 counts correlated with increased skin carotenoid scores (rho = 0.52, P < 0.001). Overall, carotenoid levels were low and associated with immune status, suggesting that elevated carotenoid scores correlate with lower inflammation in children living with HIV. Future studies investigating dietary carotenoid interventions to support immune function are warranted.

Carnival In Tijuana: A Visual Study Of The Brinco Del Chinelo, Nancy Rios-Contreras, Chenesia Brown

Sociology Faculty Articles and Research

The Mexico–United States border is politicized and perceived as an undesirable, violent place and simultaneously a desirable cultural location rich in tradition. This study aimed to develop a comprehensive understanding of the dynamic nature of the Tijuana–California border by exploring the performance of culture in a geopolitical border place. So far, most border research has concentrated on negative portrayals of cities and the border rather than on the joyful and festive lived experiences. Grounded in a visual sociology methodology, data collection included photo-ethnography and fieldwork observations conducted between 2022 and 2024 during an annual summer carnival, Carnaval Sin Fronteras [Carnival …
