An SF6 gas leakage detection method for GIS equipment based on an improved YOLO 11 model is proposed to address the problem of internal SF6 gas leakage in outdoor substation gas insulated switchgear (GIS) equipment caused by environmental factors and equipment aging.The Real-ESRGAN super-resolution generative adversarial network is adopted for denoising and enhancement,and then the YOLO 11 model is improved to solve the problems of missed detection of small gas plumes,false detection due to cloud interference,and inability to perform multi-task detection in the original YOLO 11 model.The improved model increases the number of detection heads to four and incorporates a …

An energy storage siting and sizing planning method based on load trend extraction and forecasting is proposed to address the challenges of photovoltaic (PV) curtailment and bidirectional power flow overloads posed by distribution networks with high PV penetration.Firstly,the Prophet algorithm is adopted to decompose the net load of each node into trends and seasonal components,and the residual load is obtained.Secondly,a generative adversarial network (GAN ) is employed to model the relatively random residual component and generate load forecast data for the following year.The generated residual data are then combined with the trend and seasonal components to obtain a new annual …

To address the seasonal overvoltage and undervoltage issues in China ’s rural photovoltaic (PV) distribution station areas,this study proposes a relocation and charging/discharging power optimization method for modular energy storage adapted to the mitigation of voltage limit violations in the rural PV distribution station areas.Voltage limit violations are mitigated by relocating modular energy storage units to PV distribution station areas and regulating the active charging/discharging power of the energy storage units and the reactive power of the inverters.Specifically,the source-load characteristics of China's rural PV distribution station areas are analyzed.The feeder voltage equation is applied to reveal that the voltage limit …

Accurately obtaining data at the point of maximum vibration in a transformer core is one of the challenges in power equipment health management.To address this problem,a new method based on multiphysics modeling and inversion techniques was proposed for detecting the point of maximum vibration acceleration in a transformer.First,a multiphysics load-transfer coupling model incorporating electromagnetic,structural,and fluid fields was used to analyze the vibration mechanism under an alternating and nonuniformly distributed magnetic field.The point of maximum i nternal vibration was then determined through harmonic response analysis.Second,considering data correlations,vibration measurement points on the outer wall of the oil tank that were strongly correlated …

This Article is the first comprehensive account of the constitutional foundations of U.S. extradition practice and its relationship to international law. Through detailed analysis of early American extradition controversies—including the Longchamps Affair and the Robbins case—the Article shows how political actors and courts constructed the modern constitutional law of extradition, resolving key issues concerning presidential power, the role of the states, and the scope of congressional authority. This regime, the Article argues, emerged not from appeals to the constitutional text or original understandings, but rather from structural intuitions, consequentialist considerations, and, as time went on, historical traditions. In 2020, the COVID-19 pandemic forced most schools across the U.S. to close and transition to remote learning. Families were forced to transform their homes into classrooms while facing challenges to their health, finances, and social connections. To better understand how young people experienced these changes, a Youth Participatory Action Research (YPAR) project was employed to engage young people in naming, exploring, and sharing their experiences during this time. Despite the recognized importance of 21st-century skills and the substantial body of research on these skills, little is known about how to identify growth in these skills. The lack of reliable methods to measure 21st-century skill growth presents a challenge for the design of relevant learning environments and for evaluating if such learning environments are effective. Youth leadership experiences have the power to shape individuals’ values, identities, and leadership behaviors well into adulthood, yet limited empirical research has examined how these formative experiences contribute to leadership development over time. This study examines the long-term impact of youth leadership experiences using the six-stage Leadership Identity Development (LID) model as a guiding and interpretive framework by exploring the journeys of alumni from the Shelton Challenge, a six-day immersive high school leadership program at NC State University rooted in values-based and positive youth development (PYD) principles. This study’s focus is to examine 4-H youth development county program staff’s perceptions of the inclusion of youth with disabilities in the Illinois 4-H program. The majority of program staff identified positive perceptions about including youth with disabilities in 4-H. However, they also noted that there was a need for more staff training to adequately include youth with disabilities in 4-H programming. As more youth are being diagnosed with disabilities, 4-H must continue to improve its knowledge and skills to make 4-H inclusive to all youth.

Hip hop is social commentary and critique that highlights the complexity of issues within society, including systemic inequity in the food system, which disproportionately affects urban and African American populations. After-school and non-formal programs are innovative educational opportunities to engage youth in learning about and addressing local problems through culturally-relevant program design and enactment of critical pedagogy. FDA oversight of medical devices has too often been reactive, following preventable disasters rather than based on a proactive commitment to patient safety. The history of the device framework, the expansion of expedited pathways, weak postmarket surveillance, broad preemption, and conflicted patient advocacy together create a perfect storm of a regulatory environment that tolerates uncertainty and externalizes costs onto patients. Reforms such as time‑limited breakthrough status, mandatory and enforceable postmarket studies, requirements for more robust safety and efficacy data, and strengthened reporting duty for clinicians would move device regulation closer to FDA’s statutory mandate to protect public health. Artificial Intelligence (AI) is transforming healthcare. While the U.S. Food and Drug Administration (FDA) has authorized the marketing of more than 1,400 AI-based products classified as devices under Section 201(h)(1) of the Federal Food, Drug, and Cosmetic Act, many other AIbased products, including certain clinical decision support (CDS) software tools that provide recommendations to health care professionals about diagnosis, treatment, or prevention of a disease or condition, have been placed on the U.S. market without FDA premarket review. Sitting across from 4-year-old Jessica’s parents, I whispered the truth: the most promising drug to fight their daughter’s disease was a therapy approved for adults, not for children her age. We could estimate the dose, monitor her organs, and hope the toxicity would not outpace the benefits, but there was no high-quality clinical trial data proving it was safe for kids like her yet, despite congressional mandates. Unexpected safety issues are often identified after drugs are approved and used outside of a closely controlled clinical trial, especially in understudied populations like children, the elderly, and pregnant women.
