The Norm Against Nakedly Partisan Justifications And The Callais Exception, Jason Marisam

Public law has long maintained a norm against nakedly partisan justifications: while officials may sometimes pursue partisan ends in office, they must justify their actions in court with reasons that do not roughly equal “this benefits my political party” or “this hurts the opposition.” This norm has operated across doctrinal fields, including public employment, administrative law, and election law. In the 2025-26 term, in Louisiana v. Callais, the U.S. Supreme Court abandoned the norm entirely in the redistricting context, treating a state’s pursuit of partisan advantage as a legitimate interest that can defeat a claim under the Voting Rights …

Introduction: Autoimmune hemolytic anemia (AIHA) is a rare but potentially fatal disorder mediated by autoantibodies against red blood cell antigens. Drug-induced immune hemolytic anemia is a recognized, though uncommon, etiology that is historically associated with antimicrobials and chemotherapeutics. Glucagon-like peptide-1 receptor agonists have not previously been implicated in immune hemolysis.
Clinical Findings: A 53-year-old woman with obesity presented with syncope, dyspnea, abdominal pain, and jaundice 17 days after initiating semaglutide. Her hematocrit was 11%; hemoglobin, lactate dehydrogenase, bilirubin, and transaminases were unmeasurable due to severe hemolysis. This article examines the relationship between the Fifth and Seventh Schedules of the Arbitration and Conciliation Act, 1996 and the IBA Guidelines on Conflicts of Interest in International Arbitration. It argues that while India’s incorporation of the IBA Application Lists into its arbitration statute enhanced certainty regarding arbitrator independence and impartiality, it has also created a problem of legislative lag as the Guidelines have evolved through subsequent revisions. Objectives: This study aimed to determine the incidence of radial artery anomalies in a large cohort of patients undergoing TRA and to evaluate their specific impact as predictors of procedural failure and access site complications.
Methods: This prospective, observational, single-center study enrolled 1000 consecutive patients undergoing coronary angiography or intervention via TRA between 2022 and 2024. In this study, the hydrochemical characteristics, drinking water suitability, and potential human health risks of groundwater in the Karapınar region (Kemaliye, Erzincan, Türkiye), which has become a critical drinking water resource due to drought associated with climate change and the depletion of surface water resources, were investigated using an integrated multiparameter approach. We consider the impact of the tsunami propagating after the earthquake in Tohoku on the ionosphere according to measurements from the Hawaiian Islands, i.e., at a fairly large distance from the epicenter of the earthquake. These measurements, taken at a tidal tsunami monitoring station, at a magnetometric station, and by GPS, were used to record the arrival of the tsunami. We experimentally establish that the arrival of atmospheric waves generated by the tsunami significantly advanced the arrival of sea waves at the observation point, and this advance from one source was recorded in both the lower and upper ionosphere. A dual-band multiple-input multiple-output (MIMO) antenna for wireless local area network (WLAN) and fifth-generation new radio (5G NR) band n104 applications is presented. Two U-shaped slots interconnected back to back are etched on an elliptical shaped patch, four identical patch elements are then arranged orthogonally to form a quad-port antenna that resonates at 5.8 GHz and 6.7 GHz. This paper presents the design of surface mounted permanent magnet synchronous motor (SMPMSM) intended for traction applications in standard gauge railway (SGR) for passengers. The proposed motor is rated 350 kW with a base speed of 3000 rpm. Moreover, speed control strategy with stability analysis is incorporated in the design to validate the performance of the SPMSM. The simulation results achieved a torque of approximately 1115 Nm at a terminal voltage of 800 V. The Gemlik Gulf, located in the eastern part of the Sea of Marmara (Türkiye), is recognized as a relatively contaminated marine environment, influenced by a variety of natural and anthropogenic inputs. A comprehensive geochemical study was performed to examine the distribution of total mercury (THg) in surface sediments and to elucidate the possible sources contributing to its accumulation. The analysis revealed that THg concentrations ranged from 485 to 6486 ng/g, with all measured values substantially exceeding the average shale background concentration of 400 ng/g, indicating significant enrichment. Paleoecological analyses based on the wall structure of the genus Loftusia were carried out in the Maastrichtian deposits of seven outcrops of the Zagros Basin. Two types of particles are present within the wall structure: (1) tiny fossil grains and (2) detrital grains. Tiny fossil grains consist of smaller foraminifera and other small microorganism tests. Foraminiferal tests are associated with miliolid, textulariid, and rotaliid forms. Detrital grains include intraclasts and extraclasts. The presence of different particles in the test wall of this genus and the abundance of this genus in nutrient-rich conditions indicate that Loftusia are probably opportunistic foraminifera. This …

This study evaluated the efficacy of cold plasma (CP) and plasma-activated water (PAW) in mitigating salinity stress on sweet pepper. Seeds were exposed to CP for durations of 0, 60, and 180 seconds, then irrigated with saline solutions at 0, 4, and 8 dS/m NaCl, and sprayed with tap water, potassium nitrate, or PAW. Results showed that increased salinity significantly hindered plant growth and fruit yield. i.e. declines were observed in leaf area, shoot dry weight, and productivity, by 18.67%, 19.11%, and 17.56%, respectively, at an 8 dS/m salinity level compared to non-salinity conditions. The Kaladgi Basin of the Dharwar Craton, southeast India, hosts Proterozoic unconformity-related uranium (U) mineralization controlled by faulted contacts between Archean basement and Proterozoic cover sediments. To understand the ore-forming processes, 25 core samples from the Cave Temple Arenite were analyzed using whole-rock geochemistry and fluid inclusion microthermometry. U concentrations reach up to 0.13% U3O8 in the basal arenite and lower conglomerate, whereas the basement schist records only 0.0017% U. Processing poultry slaughterhouse wastewater as a biogas substrate is a sustainable solution. The current study aimed to optimize methane production from poultry slaughterhouse wastewater at various hydraulic retention times, biochar addition levels, and biochar addition types. Optimization of the anaerobic digestion process was determined through response surface methodology with central composite design. The input variables were hydraulic retention times (10, 20, and 30 days), biochar levels (5, 10, and 15 g/L), and biochar types (chicken litter and rice straw). Meanwhile, the response variable was methane production. The results revealed that the resulting central composite design model was significant (p < 0.05) with an R-squared of 0.94, indicating a high model suitability. The analysis of variance showed that hydraulic retention times, biochar levels, and biochar types significantly affected methane production (p < 0.05). Based on optimization, the highest methane production was achieved at a 30-day hydraulic retention times, a biochar level of 15 g/L, and a biochar type of rice straw, which was 473.00 mL/g volatile solid. These results emphasize the importance of determining the correct hydraulic retention times and biochar addition (level and type) to optimize methane production.

Levels, Human Exposure And Health Risk Assessment Of Heavy Metals In Indoor And Outdoor Dust From Basra, Iraq, Mohammed A. Al-Hilfi, Layla Salih Al-Omran, Adil A. Al-Fregi

This study determined the levels and distribution patterns of Pb, Cd, Co, Cu, Ni, and Zn in indoor (n = 22) and outdoor (n = 22) dust from Basra, Iraq, and evaluated the associated human health risks. The total mean concentration of ∑ 6HMs was 247 mg/kg in the indoor dust and 285 mg/kg in the outdoor dust. Zn was the dominant metal in both environments, with mean concentrations of 155 and 161 mg/kg, contributing 63% and 56% of the total metal burden, respectively. Pb, Cd, Co, and Ni concentrations were significantly higher (p < 0.05) in outdoor dust, indicating the influence of outdoor emission sources. Human exposure assessment showed that the average daily doses (ADD) for children through ingestion, inhalation, and dermal contact were approximately 9.3-fold higher than those for adults across all metals. This article investigates the impact of angular rotation on surface-wave propagation at the interface between an inviscid liquid layer and a rotating micropolar elastic solid with stretch. The surface-wave secular equation is obtained analytically using the plane-harmonic solution method after the mathematical model has been developed. It is noticed that for symmetric modes of surface waves, the liquid effects and the micro-stretch do not manifest simultaneously. This study investigated the role of exogenously applied hydrogen sulfide (HS; 50 μM) and gibberellic acid (GA; 200 mg L1) in alleviating salt stress (100 mM NaCl) in wheat. The applied HS and GA significantly improved plant height, biomass, chlorophyll and carotenoids, with the highest enhancement under their combined application. Salt stress markedly increased hydrogen peroxide, methylglyoxal, lipid peroxidation, lipoxygenase and NADPH oxidase, whereas HS and GA treatment reduced these effects. Papillary thyroid carcinoma is the most common type of thyroid cancer, and its development has been increasingly associated with the tumor immune microenvironment. The objective of this study was to evaluate the expression of FOXP3+ regulatory T cells, CD8+ cytotoxic T lymphocytes, and CD138+ plasma cells in papillary thyroid carcinoma, and their correlation with clinicopathological parameters and their relation to Hashimoto's thyroiditis. 44 of papillary thyroid carcinoma cases were retrieved from archives; 25 patients had multinodular goitre, and 19 patients had Hashimoto's thyroiditis. Mild steel protection against acid-related degradation requires corrosion inhibition methods as its primary safeguarding approach. The study evaluated phenylpropanoid compounds of Alpinia galanga as corrosion inhibitors through density functional theory (DFT) calculations to determine their inhibitory effectiveness. This paper conducted studies to determine which parts of the corrosion inhibitors served as active sites while analyzing their inhibiting effects. DFT calculations helped identify the locations where inhibitors acted as active sites. The experimental results demonstrated important distinctions in the total corrosion inhibition ability between the various phenylpropanoids present in Alpinia Galanga compounds.
