Polar fisheries are a strategic issue that requires forward-looking planning for China’s efforts to build a strong maritime country and participate in global ocean governance. This study examines the roles of polar fisheries in relation to climate change, the greater food approach, safeguarding maritime rights and interests, and the transformation of marine fisheries, and explains the rationale for China’s polar fisheries development. It argues that China still faces weaknesses in key areas, including scientific evidence generation, equipment and technological support, whole-industry-chain coordination, and the design of institutional solutions. Eighty-one years later, the White House report Science: A New Golden Age, together with recent reforms of the United Kingdom’s science governance system, reflects a broader transformation in how leading technological nations understand scientific capability. The long-term nature of scientific and technological innovation is closely related to the structural interaction between science and technology modernization and national modernization. This study proposes an analytical framework based on two dimensions—modes of interaction and functional evolution—to explain the long-term relationship between these two processes. It is shown that in different stages of development, the interaction between the national development system and the science and technology system takes different structural forms, while the role of science and technology evolves from primarily supporting national development to gradually leading and shaping development directions in key areas. Promoting the sustainable development of communities in national parks is essential to the high-quality construction of the world’s largest national park system in China. Drawing on systematic social surveys of communities within national parks and candidate areas, this study outlines the key characteristics of these communities and analyzes their current development status, challenges, and constraints. As enterprises strengthen their role of innovation drivers, their participation in cultivating young innovative talent has become a key means to enhance youth innovation, reinforce corporate innovation capacity, and align talent development with industry needs. This study examines the policy instruments and implementation pathways through which enterprises participate in the training of young innovative talent, and conducts a comparative analysis of relevant experiences in the United States, Germany, and Japan. Embodied AI is emerging as a key paradigm empowering general-purpose autonomy, but it requires on-device computing systems that simultaneously support high-throughput “cognition–planning” tasks and millisecond-level real-time “perception–control” loops. Converging solutions now coalesce around three pillars: (1) dataflow- and chiplet-based architectures, (2) memory-centric heterogeneous dies, and (3) RISC-V customizable cores with open tool-chains. This study distills the latest technical progress, pinpoints the remaining core technical bottlenecks, and charts an actionable course for academia, industry, and policymakers. The study calls for unified benchmarking and standardization, open-source software–hardware ecosystems, memory-centric dataflow architectures, and efficient on-device deployment of embodied foundation models. Brain-computer interface systems are emerging neurotechnologies that are gradually moving from laboratory research toward clinical application. However, their inherent features, including small sample sizes, heterogeneous technical pathways, and rapid product iteration, make it difficult to integrate safety and efficacy data across studies or to conduct meaningful cross-study comparisons. These challenges not only hinder the cumulative development of evidence in evidence-based medicine, but also complicate the assessment of clinical access and regulatory review. Balanced and equitable access to public services is a core element of high-quality development and is frequently emphasized in policy documents. Nevertheless, existing literature lacks attention to the conceptual elaboration and micro-level mechanisms of the accessibility of individual public services. Social economic status serves as a comprehensive and widely meaningful indicator of differences among individuals. This study argues that accessibility reflects the degree of adaptation between supply and demand in public services based on government-citizen interactions. As fundamental resources of scientific and technological innovation, large research infrastructures and instruments play vital roles in the social development. Strengthening the open sharing of such resources is of great importance to the promotion of social innovation capacities and the refinement of Chinese national innovation system. Based on the evaluation results of central research and education institutions from 2018 to 2025, this study reviewed their progress in the sharing of large research instruments from 2017 to 2024, accompanied with limited exploration of its evolution regularity. Examining Enrolment Patterns In French Electives At The University Of Botswana: Implications For Policy And Curriculum Development, Kagiso Jacob Sello
International Journal of Transformative Teaching and Learning in Higher Education
This study examines enrolment trends in French electives at University of Botswana (UB) to assess cross-disciplinary relevance, sustained student engagement, and implications for curriculum development and institutional internationalisation. Using a descriptive-analytical design, the study analysed institutional enrolment data from six consecutive semesters. Data were disaggregated by faculty and analysed using SPSS, guided by Student-Centred Curriculum theory and Interdisciplinary Learning principles. A total of 1,200 enrolments were recorded. The Faculty of Business accounted for the highest participation (48.6%), followed by Humanities (20.8%) and Social Sciences (14.9%). Other faculties, including Science, Education, and Engineering, showed lower but consistent participation, confirming broad interdisciplinary …

Networking provides opportunities to engage students with others and build social capital in diverse environments. Generative AI tools are widely used by college students. This study aimed to investigate the best ways to teach students the limits of AI, especially in hands-on engineering classes. A class project in a sophomore biomedical engineering class was used to test the effectiveness of generative AI tools in supporting engineering CAD design and 3D modeling. Students were tasked with designing a finger basketball toy, creating 2D engineering drawings, and creating a physical prototype using 3D modeling and printing. This Essay addresses the pending case before the U.S. Supreme Court, Johnson v. U.S. Congress, and argues that the Court should resolve the tension between regular federal jurisdiction and specialized administrative court jurisdiction for veterans’ benefits claims. Veterans’ benefits exceptionalism, it asserts, should not overcome the usual federal court process. Ordinary benefits-entitlement claims, and some statutory-validity claims, may properly remain in the specialized pipeline established by the Veterans’ Judicial Review Act. Public law has long maintained a norm against nakedly partisan justifications: while officials may sometimes pursue partisan ends in office, they must justify their actions in court with reasons that do not roughly equal “this benefits my political party” or “this hurts the opposition.” This norm has operated across doctrinal fields, including public employment, administrative law, and election law. In the 2025-26 term, in Louisiana v. Callais, the U.S. Supreme Court abandoned the norm entirely in the redistricting context, treating a state’s pursuit of partisan advantage as a legitimate interest that can defeat a claim under the Voting Rights …
