This research asks why peace has not come to Colombia despite the end of the Revolutionary Armed Forces of Colombia. Total Peace is an ambitious project of Gustavo Petro’s government to build the elusive peace in Colombia. However, the country's current security and violence situation shows a crisis in realizing the peace project. New criminal actors are proliferating, massacres are increasing, the confinement of marginal populations is on the rise, and ambushes against members of the security forces continue. Laborers And Laundrymen: Sinophobia And The Formation Of American Masculinities, Adam Comstock
Proceedings of GREAT Day
This paper analyzes pre-existing scholarship and primary sources to connect 19th–20th century anti-Chinese sentiment to the notions of masculinity in the Americas. It takes a trans-national approach, examining Chinese labor migrations to both Anglo- and Latin-America and the effect they had on notions of gender. The paper argues that frontiersmen in the Americas, many of whom engaged in non-normative gender and sexuality practices, used anti-Chinese xenophobia to reinforce traditional masculinity. Connecting phenomena of race, gender, and sexuality, it takes an intersectional approach to history.

Bukele’S Formula For Terrorism, Yovani E. Chavez Rodriguez

The Mara Salvatrucha (MS-13) and the Mara Barrio 18 (18thStreet Gang) are two of the most notorious Maras. Their army-sized membership and extraordinary levels of brutality once led them to commit more murders than the Islamic State of Iraq and the Levant (ISIL), Boko Haram, and Al Qaeda. Currently, their activities have expanded to the United States, Latin America, Europe, and Africa. While they are undoubtedly terrorist organizations, Bukele’s formula has proven effective in combating them. Nonetheless, Bukele’s government needs to implement measures to effectively counteract terrorism without affecting the rule of law, transparency, and the respect of human rights.

This study aims to explore image building activities carried out by France on European security through educational programs for military officers. In this education, military officers were envoys of various friendly countries of France. This military officers education is a forum where France can disseminate its national security vision and mission. France intension is to demonstrate its strong military traditions, as well as its solid doctrine and battle strategy in anticipation of regional and global threats. This composition compares and contrasts the legislation used in addressing and preventing transnational bribery and corruption at the domestic, regional, and international level. Using the history and current application of the United States Foreign Corrupt Practices Act as a foundation, this composition analyzes the legislation of fifteen nations, two international organizations, and three regional bodies, and their approaches in combating the growing issue of transnational bribery and corruption. This article analyzes the mutual relationship of dependency between civil society and narco cartels in Tierra Caliente, focusing on civilian experiences in Michoacan, Guerrero and el Estado de México. This paper will examine the functions of La Familia Michoacana, Los Caballeros Templarios and Los Zetas through community service provisions and cartels’ governance. Additionally, socioeconomic factors of Tierra Caliente will be examined to determine which types of communities lend themselves to cartels to provide community provisions as I argue that socioeconomic factors drive cartels’ operations and behaviors.

Extreme weather events and slow onset disasters, exacerbated by climate change, are increasingly driving global displacement. As displaced people seek cross-border protection in unprecedented numbers, the United States has responded by tightening border controls and restricting asylum access. These policies have exposed migrants and asylum seekers in transit to greater risks of injury and death due to the impacts of climate change and climate-related disasters. Drawing on legal analysis, historical context, and firsthand interviews with people seeking U.S. asylum, this Article examines the implications of U.S. policies that limit freedom of movement and asylum access. Traditional fiat currencies managed by governments and central banks have had negative impacts on environmental, social, and governance (ESG) goals. Central banks in mature democracies pursue policies that prioritize economic growth and high employment. However, these policies often lead to inflation, eroding the savings and pension funds of average citizens and encouraging risky behavior by banks and entrepreneurs. The pursuit of endless growth is socially and environmentally unsustainable. Leaders in developing countries and dictatorships use expansive monetary policy to maintain their positions, further exacerbating the situation. Wildlife trafficking is a serious yet often overlooked issue across the Americas. This Note examines wildlife trafficking across the Americas, analyzing the legal frameworks and challenges facing countries like the United States, Guatemala, Argentina, Peru, Mexico, and Brazil. Three key obstacles emerge: the lack of recognition of trafficking as organized crime, limited resources for enforcement, and deficient penalties. Though the United States has laws like the Lacey Act to address importation of illegally traded wildlife, weak foreign laws constrain efficacy. In recent years, the Securities and Exchange Commission (“SEC”) has aggressively enforced the Foreign Corrupt Practices Act (“FCPA”), which prohibits bribing foreign officials for business purposes. In doing so, it has relied heavily on tips from its increasingly popular whistleblower program, including ones received from scores of foreign countries. However, foreign whistleblowers enjoy unequal protections vis-à-vis their U.S. counterparts. For instance, foreign whistleblowers are not protected against retaliation for lawfully reporting information to the SEC. Worse still, some foreign whistleblowers are less protected than others due to inadequate protections in their domestic systems, and some face especially great risks for …

Compared to other countries in Latin America, Ecuador was traditionally considered a peaceful territory. However, 2022 was the most violent year in the history of Ecuador with a homicide rate of 25.6. In particular, the littoral city of Guayaquil (46.6) poses extraordinary challenges to Ecuadorian security agencies while criminal governance and firepower of criminal armed groups increased steadily in the past four years. This paper explores the relationship between ports, violence, and governance in the context of criminal wars. Through a process-tracing method, it studies the path through which Guayaquil ended up in a security crisis between 2018 and 2022. …

Contrary to the “narco-centric” explanation of homicidal violence in Mexico, this article proposes “the political trajectory of urban violence” (PTUV) as an additional analytical category to nuance the developmental process of today´s large-scale violence in Mexican urban enclaves. Building on previous research, this article argues that organized crime-related violence in Mexican cities today has unveiled –and exacerbated– intricate power tensions among private actors –both illegal and, perhaps more importantly, legal ones– which need to be explored by considering the historical evolution of these political processes within a given urban context. Modern urban siege is a metaphor for evolved urban campaigns. The template for such attacks draws from the tactics seen in the 26/11 Mumbai attack in 2008, and continued with the 2013 Westgate Mall attack in Kenya, the January 2015 Charlie Hebdo and Hyper Cacher attacks in Paris and the November 2015 attacks against the Stade de France and Bataclan. These virtual sieges employ swarming tactics, techniques, and procedures (TTPs) to provide a template for urban strife and insecurity. The Trump administration made major changes to long standing immigration and asylum protocols and practices. Among the changes was the implementation of the 2019 Migrant Protections Protocols (MPP), otherwise known as the “remain in Mexico” program. MPP required asylum seekers to reside in Mexico until their U.S. immigration court hearing. Asylum-seekers, including children, were forced to live in unstable and unsafe conditions. Families were separated and children were forced to endure unanticipated hardships and trauma. Using secondary data of child MPP enrollment from fiscal year (FY) 2019 through FY 2021 and letters from child MPP enrollees, this study explores the …

By using the hypothesis “There is an associative relationship between the alliances being formed between the rising powers in the third millennium system and that system’s transformation from unipolarity to multipolarity as a baseline, this paper aims to investigate and explore the key alliances between rising powers in the third millennium system, as well as the impact of these alliances on the shift from unipolarity to multipolarity. This investigation considers the impact of Mexico’s War on Drugs since 2006 and the influence of widespread cartel networks on the youth population. This Comment establishes why the Supreme Court should clarify the elusive definition of “[m]embership in a particular social group” to resolve confusion amongst the circuit courts. Part II provides an overview of the historical context and legal basis for former gang members seeking asylum and withholding of removal. Part III explores the circuit courts’ disagreement behind the reasonableness of the BIA’s three-prong test for establishing a PSG claim: immutability, particularity, and social distinction. The Information Age: Transnational Organized Crime, Networks, And Illicit Markets, John P. Sullivan

In his landmark trilogy, The Information Age: Economy, Society and Culture, sociologist Manuel Castells argued that networks, information technology, and global economic flows were altering the nature of politics, power, and states. This article examines the network dynamics Castells wrote about in relation to transnational crime and illicit economic markets. The article further explores Castells’s influence on the study of transnational organized crime, illicit networks, and the global illicit economy.
