During the past year and a half as Chairman of THE FLORIDA COUNCIL OF 100, we have, through our Scientific and Technical Higher Education Committee, made extensive studies on the needs of higher education as Florida walks through the door of America's Space. Our work in the fields of attracting new industry into the state end co-ordinating our effort with State and Federal agencies, Boards, Bureaus and Commissions entitles us, I believe, to speak with some authority on the importance of improving an already fine university system.

In studying the theme of your conference, I was struck by two things. One was its euphony --- "The Challenging Pace of the Race to Space". The other was the arrangement of words or, more specifically, use of the descriptive term "race" and the position of the adjective "challenging".

"Race" has connotations of active competition between spirited contestants over a measured course. Compounded breakthroughs resemble Leacock's legendary horseman who mounted his steed and rode off in all directions simultaneously. This is almost -literally what has happened. Site selection decisions certainly must be classified among the most common decisions made. Every time a family selects· a new home another site selection decision has been made.and the process used closely parallels that used in selecting an industrial site with one major difference. The wife (I'll speak for myself) dictates the criteria based on intuition and many other nonscientific factors and a home site is selected which satisfies these criteria. The development of criteria for industrial sites is normally more of a team effort and hopefully more scientific.

Three decades ago our nation was suffering from the worst depression in its history. Florida was suffering from the double effects of the nation's depression and the erosion of its economy following the collapse of the real estate boom in the. mid-twenties.

During the 1930's our state regained some of its economic composure, but the gathering war clouds which appeared on the horizon toward the end of the decade meant certain trouble. No segment of our nation was prepared to meet the terrific readjustments demanded by the all-out war which began in l941 - least of all, Florida.
