This paper, prepared for the Eighth Space Congress, was developed to illustrate how system engineering techniques were applied in the early conceptual development of an end-to-end (total system, source to user) Space Shuttle Cargo Handling System. The techniques described were applied to a study under contract to NASA, Kennedy Space Center. The paper further shows that continuation of the system engineering practices on subsequent phases of the cargo handling system development will greatly enhance the orderly and timely progression of the system through the conceptual phase into the definition, production, and operational phases. This paper describes an analysis of the level of redundancy of line repaceable units (LRUs) required for the Space Shuttle avionics system. The required number of LRUs is neither based on an arbitrary numerical probability nor on an aribtrary number of replicative units. Instead, a total cost to the program of each added LRU is calculated and the configuration that results in lowest program cost is selected.

The analysis includes the costs of developing and procuring hardware, and the annual maintenance expense. Cost penalties for weight and electric power consumption are imposed for each added LRU. Improvement in reliability is …

Students undertake a realistic engineering project which they pursue from inception to completion. Such a program fosters logical planning, ingenuity and creativity, constructive cooperation with related disciplines, technical responsibility, and a systematic approach to problem solving. A high order computer language called ALOFT has been developed for the checkout and operation of complex space oriented equipment such as the proposed NASA Space Shuttle. Fracture mechanics methodology has developed rapidly over the past 10 years. Although not as yet sufficiently developed for the treatment of complex structures such as aircraft, it is believed that fracture mechanics can provide a sound basis for the design of simple structures such as pressure bottles or tanks. Consequently, the Viking Project has adopted its use for design of all pressure vessels on the Viking spacecraft to assure the long life under sustained pressure necessary for the trip to Mars.

An approach to orbital maintenance is examined, using a maintenance element with the capability of providing a pressurized environment for personnel to perform maintenance functions unhampered by pressure suits. Design of an ideal element is reviewed incorporating limited habitability, electronic and pneumatic bench maintenance capability, critical spares storage racks and bins, manipubtors to assist in EVA, and a maintenance/ repair area. The element may be utilized for extended periods of orbital maintenance for providing maintenance services to other orbiting vehicles.

Equipment and procedural concepts are identified and similarly categorized so as to facilitate selection for specific mission models. Housekeeping operations are related to the logistics elements of maintenance, up-cargo supply, and downcargo return to earth. The goals of the Global Atmospheric Research Program are to increase our understanding of the general circulation of the atmosphere and to develop bases for extended weather prediction. Data to fulfill these goals may come in part from a lowcost random access doppler system using orbiting satellites to recover meteorological and oceanographic data from freely drifting balloons and buoys. Such a system will be used in a scientific study in the tropics and southern hemisphere in 1974 and will involve the Nimbus satellite and some 300 constant-level balloons.

In a parallel activity to the development of a liquid fluorine upper stage vehicle, the problems associated with the launch facility must be addressed. This paper describes the factors that must be considered in the design and operation of such a facility. Among the factors discussed are general fluorine system requirements, launch facility requirements, safety considerations, and modification costs. The results of a conceptual design study of a Mars roving vehicle mission in 1979 are presented. Descriptions of the mission, science objectives, vehicle configuration and subsystems are included. Mission analysis parameters required to define a mission profile and sequence of events are presented. Science operations including the deployment of small, self-contained, long-lived meteorology and/or seismology stations are considered. The vehicle system is described by the functional requirements, vehicle configuration and weight and power allocations. Since both metric and non-metric data are transmitted through a missile's antenna system, assurance of an adequate signal level at the ground sites is essential in planning the range instrumentation support of a launch. For this reason a theoretical signal strength reduction is performed at the Air Force Eastern Test Range before every missile launch.

The missile contractor defines the radiation characteristics of each missile-antenna combination in the form of an antenna pattern.
