In future, the mission demands on unmanned spacecraft, (whether they be Earth orbiters or deep space probes) , will be so great and so complex as to preclude their being small enough to be launched from Earth by chemical rocket. Such spacecraft can be assembled in Earth orbit by suited astronauts, using pre-fabricated modules specifically designed for such orbital assembly. These modules could be standardized, so that any number of spacecraft and mission requirements could be accommodated without extensive need for specialized hardware.

Considerable progress has been made in designing the Space Shuttle orbiter and defining its subsystems since the development contract was awarded by NASA to Rockwell International in August, 1972. During the past two years, NASA and Rockwell International, Space Division have been engaged in an intensive effort to refine orbiter preliminary design concepts and to translate them into reality. This paper describes the orbiter 's configuration and its major subsystems. The general arrangement of the vehicle and its major assemblies are described. This paper will primarily address and define for the Shuttle Vehicle elements; the basic aspects of ground turnaround operations being developed by the Kennedy Space Center (KSC). The current baseline approach to ground operations will be outlined including a discussion of the planned turnaround evolution from the Development Phase of the Program to the Operational Phase. Typical turnaround activities for each element; e.g., Orbiter, External Tank, Solid Rocket Booster, will be described and will include the integration of the elements up to launch. A brief description of the major KSC facilities will be included for clarification of the turnaround process.

Wise management of coastal resources depends in part on the maintenance and preservation of healthy wetland ecosystems. The water storage and purification function of wetlands as well as the nutrient contribution to aquatic organisms is well documented. Scientific studies at the Harbor Branch Foundation Laboratory are for the most part concerned with an assessment of the local environmental quality of the Indian River lagoon area from Ponce de Leon Inlet, near New Smyrna Beach to Jupiter Inlet near Tequesta, Florida. The study also includes the barrier island system and the shallow nearshore areas along the same stretch of coast.

A dual flyby mission to the planets and satellite systems of Jupiter and Saturn is being planned for Fall 1977 launch. Two Mariner spacecraft, fully attitude-stabilized and carrying about 90 kg of instruments to support some eleven experiments, will make interplanetary measurements for a minimum of about four years. They will spend several weeks investigating the planets and several of their satellites at close range, using TV cameras, ultraviolet and infrared spectrometers, and a variety of other scanning instruments, field and particle sensors, and radio devices. The Skylab Apollo Telescope Mount (ATM) experiments, consisting of a white light coronagraph, four ultraviolet instruments, two X-ray telescopes and two Hydrogen-alpha telescopes, observed the Sun daily for nine solar rotations. The results have only begun to be evaluated, but it is already apparent that many theories of solar physics will undergo significant revisions as results are further developed. The ATM instruments were individually larger, more complex, and provided better spatial resolution than previous solar satellite instruments. An additional major advantage of the telescope complex was its ability to simultaneously collect multispectral data of specific solar phenomena. To maximize the …

Meteorological satellites in polar and geostationary orbit are presented in this paper along with examples and limitations. NOAA and NASA satellite programs, present and future in the meteorological field, are discussed along with spectral interval, ground resolution and operational applications. The USAF/AWS Defense Meteorological Satellite Program (DMSP) is scheduled for operation at the Air Force Eastern Test Range (AFETR) in the Spring of 1974. The DMSP acquisition system is described with respect to sensor type and satellite orbital parameters. Heretofore in meteorology, automation efforts have focused on the instrumentation used for taking observations and on the use of numerical methods for predicting weather. Little effort has "been spent on automating the functions of the field forecaster. Teweles (1970) describes the Data Acquisition Feedback Loop wherein "messages and sequences of messages are filtered, sorted, and then relayed to various destinations via any of a dozen or more radio or teletypewriter circuits." This analysis of the origin of our water supply system illustrates the seriousness and complexity of our present water problems which will require all the technology acquired by space-age scientists and engineers to solve. It is intended to show that present water depends as much on water vapor in the atmosphere as on that below the crust of the earth. Spinoffs from the space program should be put to use to overcome water pollution and develop prototypes for desalting, reclaiming and recycling water.

Many nations throughout the*world don't understand or trust the operations or objectives of the multinational corporation. .Strong nationalistic feelings often result in anxiety and suspicion in countries where multinational corporations have operations. Despite tremendous economic and technical benefits that have resulted from these operations, the political and technological influences of the multinational corporation are severely limited. This has helped to close the gap between U.S. and foreign technology, and has intensified competition throughout the world.

A prototype multiparameter data acquisition network, installed and operated by the U. S. Geological Survey is a viable approach for obtaining near real-time data needed to solve hydrologic problems confronting nearly 2. 5 million residents of south Florida. Selected water quantity and quality data obtained from ground stations are transmitted for relay via ERTS-1 to NASA receiving stations in virtual real time. This data-relay system has been very reliable and, by coupling the ground information with ERTS imagery, a modeling technique is available for water resource management in south Florida. Based on current estimates of Space Shuttle traffic in the 1980's about one third of the flights vill utilize Spacelab, a system which will greatly increase the Shuttle's capability for conducting science, applications and technology missions lasting seven to thirty days. Spacelab is the largest international cooperative space program involving the United States to date with nine European countries working through their space agency, ESRO, to design and develop the system to Joint U.S./European requirements. Europe will provide all necessary development funding. The U.S. will operate Spacelab and will procure additional Spacelabs as required.

Detailed examination of the water quality parameters of the lagoons of East Central Florida were begun in 1969. This investigation was subsequently expanded to include other aspects of these waters. General trends and a statistical model are beginning to emerge for the water quality parameters. Man-made and natural effects have resulted in substantial alteration of water parameters since the study was initiated.

A method to estimate rainfall from visible geosynchronous satellite images is outlined. The two component relationships, derived from ATS-3 and WSR-57 radar data, are discussed. Calculations are made on two days with this method and compared with ground truth rainfall. Satellite estimates on both days are within a factor of two of ground truth.
Sources of error in the component relationships are ennumerated. Several planned refinements, such as stratification of the data by synoptic condition and origin of convection, are presented.

A prime mission candidate for initiating exploration of both a comet and asteroids with unmanned spacecraft is available during the 1980 apparition of the short-period Comet Encke. Direct investigation of such bodies is expected to provide the best insight into conditions existing during the early periods of solar system evolution.
A discussion is presented on low-cost ballistic mission options to Comet Encke. The NASA's next missions to Mars are to land two unmanned spacecraft on the surface in 1976 to perform scientific experiments. This pair of missions called Viking consists of two identical spacecraft each launched from a Titan/Centaur in the summer of 1975- Each spacecraft consists of a Lander and an Orbiter combination and together carry 13 scientific investigations. The Orbiter carries its Lander to the planet and then acts as a relay to return the telemetered data to Earth. Following the launches in the summer of 1975> there is an 11-month cruise to the planet.
