The entire senate eligibility list was used as the sample because it, having been screened for senate eligibility, represents our teaching faculties, as distinguished from the administrative faculty, or other nonteaching personnel, and it is the senate for whom this report was prepared.

Our nation is currently facing a multitude of social and economic problems that require immediate solutions if our standard of living is to remain at its present level. The problems faced by early planners of U.S. space boosters up to Saturn are described beginning with early space flight proposals, extending through the golden age of rocket technology during the 1950's, and following the reactions to Soviet space accomplishments. The problems a mixture of sorting out futuristic conceptions, settling differences over what was technically feasible, and gaining political and public acceptancecould have their counterparts today.
