The history of small, secondary payload accommodations on early ATLAS boosters is reviewed. Design and flight operations concepts for small payloads on current ATLAS launch vehicles are presented and discussed. In preparing for the future, the European Space Agency (ESA) has identified a growing shortage of flight opportunities for secondary payloads. This was most directly felt in the execution of the In-Orbit Technology Demonstration Programme (TOP), which is aimed at the demonstration of new technologies in orbit, before their application in projects, thereby reducing the overall risk. The TOP took a lead in investigating the possibility of using the European heavy lift launcher Ariane-IV as a low cost secondary payload carrier, not only for technological, but also for scientific and educational experiments. The Pegasus Air-Launched Space Booster development program, begun in early 1987, has the objective of combining an innovative approach to satellite launch operations with the latest in proven launch vehicle technology. Air launch of small satellite payloads on Pegasus provides a substantial performance improvement over ground-launched systems and also offers new launch operations flexibility including the ability to launch directly into virtually any orbital inclination. This paper describes the overall Pegasus vehicle design and reviews those design aspects that influence the design and integration of satellite payloads.

SCOUT, a four-stage, solid-rocket launch vehicle originally developed by LTV Missiles and Electronics Group, is completing its third decade of service. NASA-Langley started the program in 1958 with the intent of providing a simple, low-cost, reliable launch vehicle for orbital, probe and re-entry missions. On July 1, 1960, the first SCOUT vehicle was launched. Since SCOUT became operational in 1963, there have been 88 launches of which 84 were successful, representing a reliability record of 95.5 percent successful flights. Our goal is to design a 15,000 pound Small Launch Vehicle (SLV) which can carry a 250 kg payload into Low Earth Orbit (LEO). The objective is to develop a system to provide the SLV capability at a low cost. A preliminary analysis established for further refinement of the design. The SLV is a two state liquid oxygen/liquid hydrogen booster. Alternative fuels and engines are being investigated.

Small satellites and sensor payloads aboard larger spacecraft can benefit from ground support equipment (GSE) which reduces the time and cost of developing and flight qualifying space instruments. User friendly microcomputers and a comprehensive system design make such GSE possible and, due to the availability of high speed processors with real-time operating systems, even sophisticated instruments can be accommodated. Highly integrated, reliable microwave components are needed for small satellite applications. The GaAs integrated circuit industry has been developed largely due to military electronic requirements. In particular, the library cell approach by Pacific Monolithics holds promise for making simple and complex microwave systems available at a cost not prohibitive for small satellite 'applications. This paper outlines the cell library approach, cells now in the library and some microwave systems built by integrating components from the cell library.

The Space-Based Tethered Array Radar (STAR) concept evolved from the DoD need for an affordable, launchable, survivable, and expandable Space-Based Radar for wide-area surveillance of airborne targets and for ballistic missile defense applications. Because low-observable threats can undermine conventional large monolithic Space-Based Radar satellite designs by forcing power-aperture products (inversely proportional to target radar cross-section) so high that the resulting heavy and expensive satellite could not be built or launched, innovative solutions are needed. Although the Molniya orbit has been widely used by the Soviet Union for many years in support of a variety of communications, science and navigation missions, its advantages have never really been exploited in the west. High-accuracy pointing capabilities are desired for many three-axis stabilized small satellites. Momentum-based attitude control system actuators, initially developed for larger satellites, are being utilized by small satellites to meet these pointing requirements. This paper provides an overview of momentum devices available for small satellite applications and three-axis attitude control system (ACS) configurations using these devices. Factors affecting the selection and sizing of ACS components are also addressed. Included are suggestions for potential ACS improvements and cost-saving measures that will make momentum devices more accessible to the small satellite community.

This paper is intended to identify to those considering the use of small satellites and expendable launch vehicles the issues which may affect their ability to obtain insurance for their activities. It first discusses the types of insurance which are presently associated with space activities, including physical damage and liability coverages. It then addresses those aspects of small satellites and ELVs which appear to be different than present insurable space activities, and concludes by discussing how those differences might affect insurance requirements.
