The purpose of this research is to identify potential barriers to equitable employment for Deaf and Hard-of-Hearing (DHH) individuals and to propose effective methods for evaluating and assessing AI and machine learning applications utilized in recruitment and selection processes. The integration of Artificial Intelligence (AI) presents profound challenges andpossibilities for educational assessment, particularly in English Language Arts (ELA), where AI- powered tools can generate the very linguistic products traditionally used as evidence of student learning. While scholarship has primarily explored theoretical frameworks and broad perceptions, a critical gap remains in understanding how secondary ELA teachers navigate and report AI integration within formative assessment workflows. This understanding is essential: formative assessment has been recommended as a strategy to mitigate AI-related challenges by prioritizing learning processes over products. This dissertation adopts a “for Black women, by Black women” approach to examine how Black women’s lived experiences and performances of racialized gender become communicative acts of agency as they navigate the intersecting challenges of race and gender within pedagogical contexts.

This dissertation examined middle school counselors' perceptions of their effectiveness in delivering career counseling to students. Middle school is a pivotal time for career exploration and planning, yet disparities in guidance persist, particularly for students not on a traditional college pathway. Guided by the American School Counselor Association (ASCA) National Model, this study employed a survey method. Teachers are inundated with education legislation and the policy texts and discourses that surround them. Over nine months beginning in March 2024, I collaborated with three Florida P-12 teachers to explore their literacy practices and stories as they engaged with policy in a state that has recently passed an astounding amount of education legislation. More than 2.8 million infections due to antibiotic-resistant bacteria occur annually in the United States, and more than 35,000 people die as a result. Domestic wastewater (sewage), which contains antibiotic-resistant bacteria and antibiotic resistance genes, is collected at treatment plants for removal of contaminants, e.g. pathogenic microorganisms and nutrients. While wastewater treatment is designed to remove antibiotic-resistant bacteria and other microorganisms through treatment and disinfection, some bacteria may escape treatment. Treated wastewater effluent is generally discharged into surface waters; however, some fraction of the effluent may be used as recycled water. Influenza remains a leading cause of morbidity and mortality in the United States, with Black individuals disproportionately affected. Pregnant women are particularly vulnerable due to their modulated immune state, placing them at increased risk of complications, hospitalization, and intensive care admission. Despite strong evidence supporting the safety and efficacy of maternal seasonal influenza vaccination (SIV), uptake remains suboptimal. This study employed a multi-method design to identify barriers and facilitators of maternal SIV uptake, with a particular focus on racial disparities.

Urban stormwater runoff can transport high nutrient loads to receiving waters, leading toeutrophication, harmful algal blooms, and the formation of hypoxic zones. Bioretention systems are a form of green infrastructure designed to mitigate these impacts, but their application in dense, ultra-urban environments is often limited by large land area requirements. This has led to the adoption of high permeability media (HPM) to accommodate higher hydraulic loading rates (HLRs) and reduce the system footprint. This dissertation examines the complex narratives surrounding Irish neutrality during World War II within the Irish American community. It focuses on two key organizations, the American Friends of Irish Neutrality (AFIN) and the American Irish Defense Association (AIDA), arguing that the conflict over neutrality was a pivotal moment in the assimilation of Irish American identity. The study explores how Irish Americans balanced their connection to their ancestral homeland with their desire for full acceptance in the United States.

In this dissertation I use autoethnography and performance methods to create a performance art installation that examines and re-imagines the role of media representations in shaping how I as a Latina actively negotiates belonging and identifies this concept as always in a processes requiring negotiation. I argue belonging is influenced by how I see myself or don’t see myself in media representation and offer the counter-narrative as a way of asserting agency and disrupting marginalization. It is crucial to integrate technologies into childhood education and teaching digital citizenship, but there are certain barriers to this integration in Saudi Arabia. Elicitation interviews were conducted in the context of this study with six participants, including kindergarten teachers and school leaders. They showed different levels of understanding the concept of digital literacy and citizenship and various levels of valuing technologies as tools for education. This study examines how risks and stock returns of U.S. stocks in response to globalgeopolitical risk (GPR). Caldara and Iacoviello (2022) find heterogeneous stock returns responses to GPR across sectors, but they didn’t explore how GPR affects risks and whether it would be different for multinational corporations (MNCs) domestic corporations (DCs). Harmful Algal Blooms (HAB) negatively affect economies, ecosystems, and public health through mass proliferation and toxin production. The HAB species, Pyrodinium bahamense var. bahamense, is a saxitoxin-producing dinoflagellate found in tropical and subtropical estuarine waters globally. In two Florida estuaries, Old Tampa Bay and the Indian River Lagoon, P. bahamense is a recurrent HAB species, and the exact timing and intensity of bloom peaks in these estuaries vary interannually. Factors that are suspected to contribute to blooms include temperature, residence times, nutrients, and salinity. Military veterans often face profound challenges transitioning to civilian life, yet prevailing narratives focus narrowly on PTSD and combat trauma. This dissertation uses autoethnography to broaden that view, blending personal narrative with theory to explore seven interrelated transition stressors: grief and bereavement, loss of military identity, autobiographical memory, service-connected nostalgia, moral injury, stereotype threat, and socialized masculinity and stoicism. These layered stories illuminate the cultural, emotional, and relational dimensions of transition, showing how isolation, disconnection, and loss of belonging shape veteran experiences as deeply as trauma. This mixed-methods study examined how insurance agents' role identity impacts cyber insurance transactions, addressing gaps in professional practice and academic literature. Small businesses increasingly rely on cyber insurance for protection as cyber risk continues to evolve. The study employed sequential explanatory methodology with 25 interviews across three groups: insurance agents (n=15), corporate cyber insurance professionals (n=5), and small business owners (n=5). Thematic analysis using Katz and Khan's Role Episode Model informed development of the Cyber Insurance Role Identity Scale (CIRIS), tested with 100 agents. Six themes emerged. This mixed-methods digital ethnography investigates how video-based discussions (VBD) influence community building in asynchronous graduate education. Using the Community of Inquiry (COI) framework, this study looks at student experiences in a History of Higher Education class where traditional text-based discussions were replaced with video presentations and peer responses. The research explores how video discussions affect students' sense of presence, how video presence impacts engagement patterns, and which multimedia elements contribute to community development.

Traumatic brain injury (TBI) is a leading cause of long-term neurological impairment, with aging significantly increasing vulnerability and worsening outcomes. Older individuals experience greater cognitive and motor deficits after TBI and often show diminished responses to therapeutic interventions. Both aging and TBI independently promote heightened neuroinflammation and cognitive dysfunction, increasing susceptibility to poor recovery. The purpose of this study was to investigate high school principals’ Sensemaking of a school reopening policy during the COVID-19 pandemic. I inquired about four high school Principals, in the State of Florida, made sense of an Executive Order to reopen schools during a pandemic. As method, I applied Weick (1995) interpretivist framework of Sensemaking as reconceptualized by Coetzee & Wilkinson (2020), as both a theoretical and an analytic framework for a priori analysis. Corrosion remains a significant threat to civil infrastructure, resulting in costly repairsand potential structural failures. This dissertation addresses three critical aspects of corrosion: mitigation and monitoring of post-tensioned bridge tendons, and failure forecasting of wastewater force mains due to internal corrosion.

First, the research investigates the effectiveness of corrosion inhibitors (CIs) applied via pressure injection (impregnation) in post-tensioned tendons. The protective mechanisms and long-term performance of various inhibitors were evaluated to identify the most effective formulations. This dissertation aims to examine the impact increased consumption of digital technologies, like social media and the internet, has on the stability and autonomy of low-capacity authoritarian countries. By using Ethiopia (2015-2021) as a case study, the dissertation argues that the sudden adoption and proliferation of digital platforms serves as an exogenous shock that pushes the state into a critical juncture that unravels institutional equilibria and transforms domestic incentive structures and institutions. This dissertation addresses the communication challenges faced by minimally verbal children who use Augmentative and Alternative Communication (AAC), often limited to one-word expressions. The approach used involves gamifying matrix training, an empirically supported method for teaching word combinations and promoting the generalization of language skills. Across three studies, the development of an instructional game is described and evaluated with two populations, typically developing children and children who are minimally verbal. The rapid development of artificial intelligence (AI), the internet of things (IoT), and digitization have pushed digital sovereignty to the top of the governance agenda in the 21st century. This notion is expanded upon in this work through seven chapters encompassing theoretical underpinnings, methodological frameworks, and real-world case studies. Children from culturally and ethnically diverse backgrounds are often expected to learn within different cultural contexts than those they have experienced in their families, homes, and communities. Some children are rarely exposed to the dominant culture and practices that are highly valued in schools before entering early education settings.
