A Review Of Selected Usaf Life Cycle Costing Models, Mark G. Twomey

This study examined the history of the development of life cycle costing (LCC) in the DOD and USAF, and reviewed 11 'mainstream' LCC models currently being used by the Air Force including the LSC, LCCH, ZCORE, CASA, PRICE H, PRICE HL, PRICE M, PRICE S, MLCC, Dyna-METRIC, and LCOM models. A literature search revealed that the last comprehensive reviews of LCC modeling in the USAF were conducted in the 1970s by the Joint AFSC/AFLC Commanders' Working Group on LCC and Rand. LCC's initial development, in the 1960s, was prompted by rapid increases in operating and support (O and S) costs …

This research was performed to explore the extent that electronic delivery of data is being used within the Aeronautical Systems Division (ASD) and the Human System Division (HSD). Surveys were administered to acquisition personnel at ASD and HSD to determine the data management and computer training that they have received, the computer resources available to them and whether or not these individuals are working on programs that require the electronic delivery of data. This study examines approaches currently used to determine when Cost Performance Index (CPI) stability occurs. The CPI indicates the cost performance efficiency of the work the contractor has accomplished to date; however it has value as a predictor of future contractor cost performance given that the CPI can be declared stable. Knowing that the CPI is stable allows government personnel to project the final cost of the contract and, if a cost overrun is projected, to determine the likelihood that the contractor can recover. This study investigated the motivation for defense industrial base contractors to switch to Just-In-Time (JIT) production. Areas of interest included the original motivation for the contractor to change to JIT, how they implemented the change, which JIT methods they used, and what benefits they received from switching to JIT. A review of the current literature on the subject of JIT revealed that JIT is a philosophy of production based on inventory reduction, process improvement, and elimination of waste. This study investigated the types of processes used by certain U.S. government agencies to provide 'lessons learned' that could be used by USAF research, development and acquisition project managers. Areas of interest include the types of agencies that could provide 'lessons learned;' the sources, methods, and techniques these agencies use to process (acquire, maintain, and disseminate) management information such as lessons learned; and the measurement criteria the agencies use to evaluate the effectiveness of these processes. This research examined the importance Air Force acquisition project managers attribute to technical competence, and several individual and situational factors which might affect their perceptions of the importance of technical competence: extent of acquisition experience, degree of technical academic training, level of project technology, caliber of technical project team, and acquisition phase. A review of the literature revealed that previous studies of project and program managers suffered from several limitations with regard to a direct examination of the importance of technical competence. No single study has empirically supported a clear determination on the importance of this attribute to project managers. …

Wind turbine blade structural designers need measured blade structural load data to project blade life. These data are necessary to validate analytical predicton models and to optimize advanced blade structural designs. The objective of this work is to furnish designers current blade load data and to compare the analytical blade load predictions to the measured loads.

This analysis is based on ninety hours of wind turbine loads data collected in 1990, on the SERI 7.9 m and Aerostar 7.5 m blades. The blades were installed on identical turbines, located adjacent to each other. The data were collected covering a wide …

The Drama Of Alienation: An Interpersonal Examination Of Edward Albee's The Zoo Story And Sam Shepard's Buried Child, Lisa Arnold

This study examined alienation from an interpersonal communication perspective in order to find a connection between aspects of alienation and interpersonal communication.

Alienation occurs at two levels according to scholars in sociology and psychology. At the social level, one's culture influences behavior in interpersonal relations. At the psychological level, one's perception of self worth influences interpersonal relations. This study used Srole's five aspects of alienation (isolation, estrangement, powerlessness, unpredictability, and meaninglessness) to analyze interpersonal relationships between those alienated on both levels.

During the summers of 1989 and 1990, capture-recapture methods were used to de~ermine small mammal demographics and population dynamics in Conservation Reserve Program (CRP) plantings in north central North Dakota. Four age classes (1-4 years) of CRP plantings were sampled. Small mammal species diversity was low (H'=0.057-0.374). Eight species of small mammals were captured on CRP tracts, with deer mice (Peromyscus maniculatus) comprising 92% of all small mammals recorded. Largest deer mouse populations (64/ha .and 51/ha) occurred in late August and early September, 1990. Peak densities in 1990 were over twice as high as those of 1989. Home range sizes …

This study examined general education at a university and a community college in North Dakota in regard to purpose, structure, content, core, breadth, and coherence. The purpose of the study was to determine actual general education course-taking patterns by all graduates of the institutions and by differentiated majors. The research methodology was a case study and a profile of actual course-taking patterns as recorded on the transcripts of the 1990 baccalaureate degree graduates of the university and the 1989 and 1990 associate degree graduates at the community college.

The problem of this study was to identify, document, and prioritize technical assistance needs of North Dakota manufacturers. The primary objective was to determine the technical assistance needs of North Dakota manufacturers as they relate to: a) education; b) consulting; c) research and development. A secondary objective was to prioritize the ten most pertinent technical areas of need as determined by the North Dakota manufacturers.

The oxidized and reduced forms of ascorbic acid (AA) are reactive and unstable compounds making their measurement difficult. Detection of small amounts of AA and dehydroascorbic acid (DHAA) is essential for determining the biochemical function of the vitamin in cells and subcellular organelles. While a variety of techniques exist which detect millimolar levels of AA, accurate assessment of pmol levels of AA and DHAA in a variety of tissues has not been perfected. The purpose of this study was to examine the efficacy of an Early Childhood Special Education program in a small city in northeastern North Dakota. The study examined the classroom placements and supportive services required by two hundred seventy two (272) preschool aged handicapped children prior to, during, and subsequent to their participation in the early intervention program. Children included in the study had attended the preschool program some time between the 1984-1985 school year and the 1990-1991 school year.

In World War II, many Americans felt fortunate and proud to live in a democratic society based on the constitutionally guaranteed rights of all individuals. At the same time, the U.S. government was completely disregarding the civil rights of 110,000 American residents, including 70,000 U.S. citizens. They were forced to evacuate their homes and were placed in internment camps surrounded by armed guards and barbed wire. The only criterion for the actions against them was their Japanese ancestry and the military necessity was the reason given for the actions, but marital law was never declared.

The problem of this study was to investigate the effect of tempering temperature and tempering time on the hardness of a 4130 alloy steel. The objectives of this study were to determine: (a) the effect of tempering temperature on hardness, (b) the effect of tempering time on hardness, and (c) the interaction between tempering temperature and tempering time.
