This research focuses on the development of a decision support model to identify the preferred methods of site characterization and treatment technology identification using the principles of decision analysis theory. The model provides an effective decision making tool to evaluate and compare the feasibility of using alternative methods of completing the RIFS process. Given a specific site remediation project, the users of this model can enter site- specific cost, duration and likelihood values to determine the expected value for various alternative processes. Deciding on locations for municipal solid waste facilities is a difficult problem where qualitative criteria compete with quantitative economic and engineering criteria, in an environment that is highly political and emotional. State guidelines often describe different methodologies but fall short in offering a solution or a methodology in arriving at a solution. This study develops a decision modeling procedure, based on the Analytical Hierarchy Process (AHP), that can be used by public sector decision makers to locate and site municipal solid waste facilities. This research investigated the influence of soil characteristics on the desorption of trichloroethylene (TCE). TCE is one of the most common contaminants at Superfund sites. Unfortunately, extraction of TCE from contaminated soils has been hindered by its slow and poorly understood desorption from soil particles. The rate and progress of desorption of TCE from seven types of soil with varying particle diameters and elemental compositions was measured using optical absorption techniques. Fitting the data to the Langmuir Isotherm functional form predicted in the literature yielded parameters for the desorption rate and total amount desorption each soil type. These parameters were …

The deletion of federally mandated fecal coliform limits has led many states to review and modify their wastewater disinfection requirements. One issue in analyzing wastewater disinfection is the discharge of potentially carcinogenic halogenated organics formed during the chlorination process. This research investigates the formation of one class of the halogenated organics, the trihalomethanes. The applicability of using drinking water trihalomethane formation models for use with wastewater effluent is examined. Three models are compared for predictive capability by using measured trihalomethane values from previous research data. Continued use of chlorofluorocarbon CFC refrigerants may have a severe financial as well as operational impact on the users of air-conditioning and other refrigeration equipment as price increases continue and production is phased out. With production of CFCs coming to a halt on 31 December 1995, the two major refrigerants that have been used in commercial and industrial cooling applications will no longer be available. The 1990 Clean Air Act amendments drastically changed the legislation of hazardous air pollutants HAPs or air toxics. Title 3 of the act which specifically addresses HAPs now lists 189 substances which may require regulation as air toxics. Consequently, the reporting of HAP emissions from all Air Force operations will be required in the future. However, the Department of Defense DoD does not have methods available to report this information. The remediation of groundwater contamination continues to persist as a social and economic problem due to increased governmental regulations and public health concerns. Additionally, the geochemistry of the aquifer and the contaminant transport within the aquifer complicates the remediation process to restore contaminated aquifers to conditions compatible with health-based standards. Monte Carlo simulation and source-receptor modeling are used to estimate the TCE exposures encountered by select workers at aircraft maintenance facilities at Hill Air Force Base between 1955 and 1979. An epidemiological study of this group, a retrospective cohort study of 14,457 workers who were employed at the base for a minimum of one year between 1952 and 1956, was headed by Dr. R. Spirtas of the National Cancer Institute to evaluate mortality associated with occupational exposure. One of the major conclusions of the study was that TCE 'probably does not pose a strong carcinogenic risk for man.' In the …

The magnitude of money involved in the acquisition of defense systems and the public scrutiny resulting from cost overruns and program failures make cost management competence critical to program success. This research examined the cost management competencies required of defense program managers. A cost management competency model was developed from a foundation of past research. The model was evaluated through a mail survey of 682 intermediate and senior level military program managers in Air Force Materiel Command. The results provided by the 330 respondents indicate that 29 of the 47 competencies in the model were valuable to the program managers. …

This study evaluates current and alternative physical inventory methodologies for the Wright-Patterson Medical Center Supply Activity. Four potential physical inventory alternatives were examined 1 100 percent annual physical inventory 2 statistical sampling, 3 continuous cyclic and 4 stratified cyclic. For each alternative the researchers used historical data and a site survey to estimate the effect on physical inventory costs and impact on customer service. The researchers found that statistical sampling was the most economically feasible alternative for the Wright-Patterson Medical Center. In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. This thesis investigates a technique for improving the perception and visualization of three dimensional information. This improvement will eventually give physicians the ability to both visualize and understand biomedical image data. Raw data is used to generate a stereo image pair. The raw data must be put in run length encoding RLE format and then converted to a stereo pair. This research evaluated the process of intrinsic bioremediation, also called natural attenuation, and the parameters that affected it. The goal of this study was to use these intrinsic bioremediation parameters to develop a valid prediction of the cleanup duration using this restoration technology. This analysis was limited to a JP-4 release and focused on the remediation of the BTEX constituents to a cleanup level of 10 ppm total BTEX. The review of intrinsic bioremediation found that the BTEX hydrocarbons can aerobically and anaerobically biodegrade. This study investigated the alternative methods of wastewater disinfection. Areas of interest included methods of operation, ease of maintenance, and effectiveness for various types of wastewater. A literature search revealed three major disinfection options, which include chlorination dechlorination, ultraviolet light, and ozone. A questionnaire was sent to the active duty Air Force installations that operate wastewater treatment plants, requesting permit limitations and monthly averages for a variety of wastewater parameters. This research focuses on the development of a simulation model to determine the effects of hydrological influences on a wetland ecosystem. The model allows perturbations to the inputs of various wetland data which in turn, influences the successional development of the ecosystem. This research consisted of converting a grassland ecosystem model to one which simulates wetland conditions. This study investigated the differing regulatory guidelines from the Occupational Safety and Health Administration and the Environmental Protection Agency concerning the abatement of Asbestos Containing Joint Compound (ACJC). The specific interest was whether or not adequate protection was being afforded demolition workers when exposed to working with ACJC materials that contain less than 1.0 percent asbestos. A spreadsheet was written to estimate the exposure scenario which might be experienced within a given room size on a demolition or renovation jobsite. This research was undertaken to determine how effectively the Air Force had eliminated its dependence on Ozone Depleting Chemicals. The research was limited to analyzing the impact of ODCs on major acquisition programs. Results indicated existing variables which may be impeding full implementation. Also identified were lessons learned which could be applied to future environmental legislation with potential impact on acquisition programs. In- depth telephonic interviews were conducted with Program Directors responsible for the development and fielding of major Air Force acquisition programs. This research developed a methodology for assessment of the exposure of a mature corn crop to trichloroethylene from a contaminated aquifer. The methodology was then applied to the case of Hill AFB to determine the ability of the methodology to provide information about a specific exposure. Current procedures sample for food contamination but do not attempt to predict exposure problems. A review of the potential exposure pathways from the aquifer to the crop was conducted. The purpose of this study is two-fold. First, it shows that physiological differences between men and women result in gender-specific exposures with respect to benzene. Second, it assesses the potential for a lactating woman's occupational and personal benzene exposure to impact a nursing infant's exposure, highlighting the possibility of subjecting an infant to the effects of industrial chemicals via breast feeding. The Air Force is committed to being a national leader in achieving environmental compliance. This commitment is exemplified by the Air Force Chief of Staffs goal of no 'notices of violation.' This goal, however, has proven to be elusive. In the early 1990s, the number of Air Force notices of violation (NOVs) increased by 73%, from 103 to 178. One of the reasons may be findings from the Environmental Compliance Assessment and Management Program (ECAMP) are not being utilized effectively. Principles from cohesion theory (an area of research describing effective design) were used to manipulate the design of select sections of two sample EISs. his study investigated the relationship between aircraft related maintenance activity and the amount of hazardous waste (HW) disposed of by Air Force Materiel Command's (AFMC) Air Logistic Centers (ALC). These ALCS, along with the Aircraft Guidance and Meteorology Center, generate approximately 76 percent of the HW generated by the Air Force. This study developed data quality standards for assessing environmental analytical data quality and its use in remedial decision making, specifically in risk assessment calculations. The primary purpose was to increase the use of field generated data in environmental site investigations versus the continued reliance on costly and time consuming EPA Contract Lab Program data. In accordance with the 1990 Clean Air Act Amendments CAAA, this research conducts an evaluation of the potential emission of volatile organic compounds VOCs from selected Air Force wastewater treatment plants. Using a conservative mass balance analysis and process specific simulation models, volatile organic emission estimates are calculated for four individual facilities--Edwards AFB, Luke AFB, McGuire AFB, and McClellan AFB--which represent a cross section of the current inventory of USAF wastewater plants in ozone nonattainment areas. This study developed a multicriteria decision making methodology for the ranking of solvent cleaning process alternatives. This includes development of univariate value functions and criteria and the incorporation or required alternative attributes. It also compares the Analytical Hierarchical Process and Multiattribute Utility Theory in reference to a cleaning substitution process. An actual Air Force cleaning process evaluation problem is considered to verify the research. The test problem ranks several cleaning alternatives for the replacement of a hazardous solvent used in the general cleaning of aircraft engine components.
