In Pursuit Of A Next Generation Network For Public Safety Communications, Philip J. Weiser, Dale N. Hatfield Jan 2007

In Pursuit Of A Next Generation Network For Public Safety Communications, Philip J. Weiser, Dale N. Hatfield

Publications

In the aftermath of Hurricane Katrina, a unitary reliance on Land Mobile Radio systems (LMRs) failed public safety agencies, leaving them without any source of communications once they lost transmission capability. Unfortunately, in the wake of this tragedy, many have dusted off traditional prescriptions for improving public safety communications, such as more dedicated spectrum and more money for single-purpose LMRs (or LMRs based on technology that fails to facilitate broader functionalities). As we explain, however, both the needs underscored by Katrina and the capabilities made possible by emerging technologies call for a different strategy.

In this paper, we argue that …

"Remarkable Stratagems And Conspiracies": How Unscrupulous Lawyers And Credulous Judges Created An Exception To The Hearsay Rule, Marianne Wesson

Publications

This paper, a companion piece to the author's earlier exploration of the case of Mutual Life Insurance Company v. Hillmon, describes the remarkable record of unethical conduct compiled by the eminent and respectable attorneys for the insurance companies in the course of that litigation. When married with the Supreme Court Justices' uncritical willingness to accept the false narrative thus contrived, these attorneys' misconduct led to the creation of an important rule of evidence - a rule of questionable merit. This article aims to remind us that lawyers who are willing to distort the process of litigation have the power …

A Domestic Right Of Return?: Race, Rights, And Residency In New Orleans In The Aftermath Of Hurricane Katrina, Lolita Buckner Inniss Jan 2007

A Domestic Right Of Return?: Race, Rights, And Residency In New Orleans In The Aftermath Of Hurricane Katrina, Lolita Buckner Inniss

Publications

This article begins with a critical account of what occurred in the aftermath of Hurricane Katrina. This critique serves as the backdrop for a discussion of whether there are international laws or norms that give poor, black Katrina victims the right to return to and resettle in New Orleans. In framing this discussion, this article first briefly explores some of the housing deprivations suffered by Katrina survivors that have led to widespread displacement and dispossession. The article then discusses two of the chief barriers to the return of poor blacks to New Orleans: the broad perception of a race-crime nexus …

Identifying Economic Indicators For Ecosystem-Based Management:, Scott Norris

Publications

In America and across the world, the use of ecosystem-based management is

increasing. One of the primary challenges faced in using this method of management is the integration of economic data and environmental information. This report explores the use of a new tool for integrating economic data, ecosystem-based economic indicators, in a case study of Elkhorn Slough National Estuarine Research Reserve, an estuarine environment located in Monterey County, CA. Research and literature reviews were used to detail the economic activities of the area, in order to identify possible indicators, criteria for evaluating the indicators, and potential sources of indicator data. We present Follow-Up Network for Gamma-Ray Bursts (FUN GRB) Collaboration observations of the optical afterglow of GRB 021211 made between 143 s and 102 days after the burst. Our unique data set includes the earliest filtered detections and color information for an afterglow in the pre-Swift era. We find that the afterglow is best described by (1) a propagation through a wind-swept medium, (2) a cooling break that is blueward of the observed optical frequencies, and (3) a hard electron energy distribution. However, superimposed on this ‘‘standard model’’ behavior we find, one and possibly two, significant chromatic variations during the …

Editor's Note: This article begins a semiregular feature in which contributors analyze "texts" that figure in the daily lives of college English teachers: e.g., syllabi, course descriptions, administrative decrees, departmental bylaws, college Web sites. Your proposals are invited. Here, Susanna Ashton describes how undergraduates in her class on representations of slavery studied the words, sounds, and images they encountered at a historical site on her campus: the former slave plantation of leading antebellum racist John C. Calhoun. She also analyzes how her school depicts this site on the

Developing A Methodology For Assessing Safety Programs Targeting Human Error In Aviation, Scott Shappell, Douglas Wiegmann

Publications

There is a need to develop an effective methodology for generating comprehensive intervention strategies that map current and proposed safety programs onto well-established types of human error. Two separate studies were conducted using recommendations from NTSB accident investigations and several joint FAA and industry working groups. The goal of the studies was to validate a proposed framework for developing and examining safety initiatives that target human error in aviation. The results suggest five approaches to reducing human factors associated with aviation accidents. When combined with the Human Factors Analysis and Classification System, the resulting Human Factors Intervention Matrix will provide …

The supernova SN 2006aj associated with GRB 060218 is the second-closest GRB-SN observed to date (z =0.033). We present Very Large Telescope, Liverpool Telescope, and Katzman Automatic Imaging Telescope multi-color photometry of SN 2006aj. This super-nova is found to be subluminous and rapidly evolving. Its early light curve includes an additional wavelength-dependent component, which can be interpreted as shock break-out. We compare the photometric evolution of multi-band light curves with the corresponding properties of the present sample of more than 10 GRB-SNe with precisely known redshifts. Using host-galaxy extinction measure-ments, we derive extinction-corrected GRB-SN luminosities and place SN 2006aj in …

Stress And Fatigue In Foreign Language Professionals: Implications For Global Security, James A. Mccubbin, June J. Pilcher, Thomas W. Britt, Thomas Wallsten

Publications

Information critical to the security of nations is embedded in an array of foreign languages. Foreign language professionals must often analyze complex information from different language sources, and the integrity of their analyses can significantly affect corporate and government decision-making, policy development, and response to world events. Psychological stress and fatigue can degrade the performance of foreign language professionals resulting in errors that may adversely affect security. Optimal design of work organization and work environments, individual stress management training, and augmented cognitive linguistics may facilitate the performance of foreign language professionals. Strategic assessment and management of stress and fatigue in …

PURPOSE. The driving environment is becoming increasingly complex, including both visual and auditory distractions within the in-vehicle and external driving environments. This study was designed to investigate the effect of visual and auditory distractions on a performance measure that has been shown to be related to driving safety, the useful field of view.

METHODS. A laboratory study recorded the useful field of view in 28 young visually normal adults (mean 22.6 +- 2.2 years). The useful field of view was measured in the presence and absence of visual distracters (of the same angular subtense as the target) and with three …

Neutrino Oscillation Effects On Supernova Light Element Synthesis, Takashi Yoshida, Toshitaka Kajino, Hidekazu Yokomakura, Keichi Kimura, Akira Takamura, Dieter H. Hartmann

Publications

Neutrion oscillations affect light-element synthesis through the v-process in supernova explosions. The 7Li and 11B yields produced in a supernova explosion of a 16.2 M ⊙ star model increase by factors of 1.9 and 1.3 in the case of the large mixing angle solution with a normal mass hierarchy of sin^2 2θ13 >~ 2x10^-3 compared with those without the oscillations. In the case of an inerted mass hierarchy or a nonadiabatic 1-3 mixing resonance, the increment of their yields is much smaller. Neutrino oscillations raise the reaction rates of charged-current v-process reactions in the region outside oxygen-rich layers. The number …

Electrostatic Properties Of Protein-Protein Complexes, Petras J. Kundrotas, Emil Alexov Sep 2006

Electrostatic Properties Of Protein-Protein Complexes, Petras J. Kundrotas, Emil Alexov

Publications

Statistical electrostatic analysis of 37 protein-protein complexes extracted from the previously developed database of protein complexes (ProtCom, http://www.ces.clemson.edu/compbio/protcom) is presented. It is shown that small interfaces have a higher content of charged and polar groups compared to large interfaces. In a vast majority of the cases the average pKa shifts for acidic residues induced by the complex formation are negative, indicating that complex formation stabilizes their ionizable states, whereas the histidines are predicted to destabilize the complex. The individual pKa shifts show the same tendency since 80% of the interfacial acidic groups were found to lower their …

Efficacy Of Virtual Models In A Production Systems Course, Lawrence Whitman, Barbara Chaparro Sep 2006

Efficacy Of Virtual Models In A Production Systems Course, Lawrence Whitman, Barbara Chaparro

Publications

Wichita State University has developed an integrated set of virtual reality models of an aircraft assembly line. These models are intended to provide students an ‘artifact’ of industrial and manufacturing engineering by providing a realistic environment for initial learning and application. By utilizing a virtual model of the line, students are able to view the process and interrogate the process details, make changes and observe the effects, and gain a better understanding of the concepts and their interrelationships. This paper presents the method used to assess if virtual models (computer models of a real factory) lead to: improved perception of …

Stable Hydrogen Isotopic Composition Of Fishes Reflects That Of Their Environment, Gregory W. Whitledge, Brett M. Johnson, Patrick J. Martinez

Publications

Otolith microchemistry and isotopic analyses have emerged as effective techniques for providing insights into fish environmental history that are difficult to obtain by other means. Stable hydrogen isotope ratio (2H/1H or D/H, expressed as δD) is a possible environmental marker that has not been employed in fish provenance research, although it has been applied as a natural tracer of terrestrial organism migrations. We illustrate the potential of δD to serve as a new natural marker of fish environmental history by demonstrating that significant linear relationships (r2 ≥ 0.97) exist between fish otolith and muscle …

Riparian Shading And Groundwater Enhance Growth Potential For Smallmouth Bass In Ozark Streams, Gregory W. Whitledge, Charles F. Rabeni, Gust Annis, Scott P. Sowa

Publications

Moderation of stream temperatures by riparian shading and groundwater are known to promote growth and survival of salmonid fishes, but effects of riparian shade and groundwater on to be growth of warmwater stream fishes are poorly understood or assumed to be negligible. We used stream temperature models to relate shading from riparian vegetation and groundwater inflow to summer water temperatures in Missouri Ozark streams and evaluated effects of summer water temperatures on smallmouth bass, Micropterus dolomieu, growth using a bioenergetics model. Bioenergetics model simulations revealed that adult smallmouth bass in non-spring-fed streams have lower growth potential during summer than …

Debris Disks Around White Dwarfs: The Daz Connection, Mukremin Kilic, Ted Von Hippel, Et Al. Jul 2006

Debris Disks Around White Dwarfs: The Daz Connection, Mukremin Kilic, Ted Von Hippel, Et Al.

Publications

We present near-infrared spectroscopic observations of 20 previously known DAZ white dwarfs obtained at the NASA Infrared Telescope Facility. Two of these white dwarfs (G29-38 and GD 362) are known to display significant K-band excesses due to circumstellar debris disks. Here we report the discovery of excess K-band radiation from another DAZ white dwarf WD0408041 (GD56). Using spectroscopic observations, we show that the excess radiation cannot be explained by a stellar or substellar companion, and is likely to be caused by a warm debris disk. Our observations strengthen the connection between the debris disk phenomena and the observed …

Inverting Color-Magnitude Diagrams To Access Precise Star Cluster Parameters: A Bayesian Approach, Ted Von Hippel, Et Al. Jul 2006

Inverting Color-Magnitude Diagrams To Access Precise Star Cluster Parameters: A Bayesian Approach, Ted Von Hippel, Et Al.

Publications

We demonstrate a new Bayesian technique to invert color-magnitude diagrams of main-sequence and white dwarf stars to reveal the underlying cluster properties of age, distance, metallicity, and line-of-sight absorption, as well as individual stellar masses. The advantages our technique has over traditional analyses of color-magnitude diagrams are objectivity, precision, and explicit dependence on prior knowledge of cluster parameters. Within the confines of a given set of often-used models of stellar evolution, a single mapping of initial to final masses, and white dwarf cooling, and assuming photometric errors that one could reasonably achieve with the Hubble Space Telescope, our technique …

Dust Stratification In Young Circumstellar Disks, Terrence Rettig, Sean D. Brittain, Theodore Simon, Erika Gibb, Dinshaw S. Balsara, David A. Tilley, Craig Kulesa

Publications

We present high-resolution infrared spectra of four YSOs (T Tau N, T Tau S, RNO 91, and HL Tau). The spectra exhibit narrow absorption lines of 12CO, 13CO, and C18O, as well as broad emission lines of gas-phase 12CO. The narrow absorption lines of CO are shown to originate from the colder circumstellar gas. We find that the line-of-sight gas column densities resulting from the CO absorption lines are much higher than expected for the measured extinction for each source and suggest the gas/dust ratio is measuring the dust settling and/or grain coagulation in these extended disks. We provide a …
