Bleach cleansing of injection equipment has been recommended to reduce the risk of human immunodeficiency virus (HIV) transmission associated with the reuse of injection equipment by injecting drug users (IDUs). We evaluated the recall and performance of the most commonly recommended bleach cleansing procedure of two complete fillings of the syringe with bleach, followed by two complete fillings with rinse water, and not putting used bleach and water back into source containers. IDUs were taught this procedure on enrollment in an HIV prevention demonstration project in Dade County, Florida. During follow-up session 6-12 months after initial training, the knowledge and …

Program managers are advocates by necessity, When taken to the extreme, program advocacy can result in the suppression of adverse information about the status of a program gram. Such was the case in the Navy's A-12 Program. In A-12 Administrative inquiry, Beach (1990) speculates that such abiding cultural problems were not unique to the Navy. To test that assertion, this paper examines cost overrun data on 64 completed acquisition contracts extracted from the Defense Acquisition Executive Summary database. Repeated geodetic measurements with the Global Positioning System (GPS) provide direct measurements of displacements due to plate motions and active crustal deformation in Central America and northern South America, an area of complex interaction of the Nazca, Cocos, Caribbean and South American plates. The displacement rates for the period 1988-1991, obtained from the results of the first three Central And South America (CASA) GPS campaigns, are in general agreement with the predictions of the NUVEL-1 plate motion model, but there are differences in detail between the observations and the model. On Stationary And Moving Interface Cracks With Frictionless Contact In Anisotropic Bimaterials, Xiaomin Deng

The asymptotic structure of near-tip fields around stationary and steadily growing interface cracks, with frictionless crack surface contact, and in anisotropic bimaterials, is analysed with the method of analytic continuation, and a complete representation of the asymptotic fields is obtained in terms of arbitrary entire functions. It is shown that when the symmetry, if any, and orientation of the anisotropic bimaterial is such that the in-plane and out-of-plane deformations can be separated from each other, the in-plane crack-tip fields will have a non-oscillatory, inverse-squared-root type stress singularity, with angular variations clearly resembling those for a classical mode II problem when …

Neutron Reflection Interferometry: Physical Principles Of Surface Analysis With Phase Information, Vladimir Gudkov, G. I. Opat, A. G. Klein

It is shown that the analysis of surface layers by neutron reflection interferometry is considerably enhanced by performing the reflectometry with phase information. We discuss two methods of providing such information. One method involves physically adding an extra reference layer, whose amplitude and phase are known theoretically. The other uses the Lloyd's mirror configuration, in which a directly propagating ray that interferes with the reflected ray supplies the phase information. The methods have much in common with holography.

An analytic solution to the electrostatic problem of a multi-gated-small- junction system in the semiclassical regime is presented. As an example, the formula derived is used to analyse the stable domain for the Coulomb blockade at zero DC voltage and zero temperature for systems with three-gated small junctions, which models various important devices such as the single-electron pump and double dots.

Seismic Evidence For Blind Thrusting Of The Northwestern Flank Of The Venezuelan Andes, Bruno De Toni, James N. Kellogg

Surface geology and seismic and well data from the northwestern flank of the Venezuelan Andes indicate overthrusting of Andean basement rocks toward the adjacent Maracaibo Basin along a blind thrust fault. The frontal monocline is interpreted as the forelimb of a northwestward verging fault-related fold deformed over a crustal-scarle map. The Andean block has been thrust 20 km to the northwest and uplifted 10 km on a ramp that dips about 20o-30o southeastward. The thrust fault ramps up through crystalline basement rocks to a decollement horizon within the shaly units of the Cretaceous Colon-Mito Juan formations. Backthrusts …

For five years a group of researchers at Lousiana State Uinversity has been studying the effects of devlopmentally appropriate and developmentally inappropriate instructional practices on the behavior and achievement of young children. This paper begins with an overview of the extent of this work. The major arguments of the critics who have examined child development as the conceptual base for early childhood education and a construct of developmentally appropriate practice from the conceptualization view are then examined. There are many ways for a learning system to generalize from training set data. There is likely no one style of generalization which will solve all problems better than any other style, for different styles will work better on some applications than others. This paper presents several styles of generalization and uses them to suggest that a collection of such styles can provide more accurate generalization than any one style by itself. Empirical results of generalizing on several real-world applications are given, and comparisons are made on the generalization accuracy of each style of generalization. Different learning models employ different styles of generalization on novel inputs. This paper proposes the need for multiple styles of generalization to support a broad application base. The Priority ASOCS model (Priority Adaptive Self-organizing Concurrent System) is overviewed and presented as a potential platform which can support multiple generalization styles. PASOCS is an adaptive network composed of many simple computing elements operating asynchronously and in parallel. The PASOCS can operate in either a data processing mode or a learning mode. The Stein paradigm was used to examine the circumstances under which verbal elaborations enhance memory in young and older adults. Subjects studied target adjectives that were embedded in one of three sentence contexts that varied in elaboration of the subject-adjective relationship: (1) nonelaborated base sentences; (2) base sentences with semantically consistent, but arbitrary verbal, elaborations; and (3) base sentences with explanatory verbal elaborations that clarified the significance of the subject-adjective relationship. Purification And Characterization Of A Gamma-Like Dna-Polymerase From Chenopodium Album L., K. Meißner, Sabine Heinhorst, Gordon C. Cannon, T. Börner

A DNA polymerase activity from mitochondria of the dicotyledonous angiosperm Chenopodium album L. was purified almost 9000 fold by successive column chromatography steps on DEAE cellulose, heparin agarose and ssDNA cellulose. The enzyme was characterized as a gamma-class polymerase, based on its resistance to inhibitors of the nuclear DNA polymerase alpha and its preference for poly(rA).(dT)12-18 over activated DNA in vitro. The molecular weight was estimated to be 80,000 - 90,000. A 3' to 5' exonuclease activity was found to be tightly associated with the DNA polymerase activity through all purification steps. In deep inelastic, neutral current scattering of electrons and protons at s=296 GeV, we observe in the ZEUS detector events with a large rapidity gap in the hadronic final state. They occur in the region of small Bjorken x and are observed up to Q2 of 100 GeV2. They account for about 5% of the events with Q2≥10 GeV2. Their general properties are inconsistent with the dominant mechanism of deep inelastic scattering, where color is transferred between the scattered quark and the proton remnant, and suggest that the underlying production mechanism is the diffractive dissociation of the virtual photon. © …

For centuries people have expressed themselves through creative works of art and literature, and since 1557 artists and authors have been able to protect their rights to their creative works through various national copyright laws. National copyright laws basically grant a monopoly in the use of the work to its creator. Copyrighted goods, however, are often easily transported across national boundaries, and thus national copyright laws may provide inadequate copyright protection in the international marketplace. This article first explores the Allen decision and the extent to which Allen changed the law of criminal discovery in Oklahoma. Next, the article examines some of the theoretical and practical problems with the Allen procedures as well as the efforts of the Oklahoma Court of Criminal Appeals to address some of the troublesome questions generated by Allen. Finally, the article discusses the need to replace the Allen provisions with a legislative framework that facilitates pretrial access to information and minimizes “trial ambush,” but without compromising the fair and efficient operation of the adversary system.

This Article considers the role of the United States magistrate judge in civil justice reform and, more specifically, the role that the early implementation districts envision for magistrate judges within their own districts. Part I briefly considers the evolution of the office of magistrate judge prior to the enactment of the Judicial Improvements Act of 1990. Part II addresses the treatment of magistrate judges under that legislation. Next, Part III recounts the roles assigned to magistrate judges under the Civil Justice Reform Act in the individual district courts. Three major policies underlie tort liability: deterrence, compensation, and corrective justice. A primary justification for proportional liability is its alleged superiority in advancing the tort policy of deterrence. This Article demonstrates a significant flaw in this claim by showing that the use of tort liability in multiple cause cases involving statistical evidence in fact serves the policy of deterrence quite poorly.

This article is intended to continue the dialogue begun by the proposed Restatement and has two distinct goals in this effort. Parts I through III argue that the position of the Restatement drafters is both legally and functionally sound and that bankruptcy courts should embrace and apply the proposed Restatement in administering distressed real estate developments. Part I reviews the reasoning articulated in the hotel bankruptcy cases, demonstrating how courts have applied the provisions of the Bankruptcy Code and state law in a formalistic manner to extinguish the hotel mortgagee's lien upon postpetition room revenues. The elucidation of how a protein-binding site might specifically recognize both the all-trans and 9-cis isomers of retinoic acid is of particular interest because of the recently discovered binding specificities of the nuclear receptors for retinoic acid. Two families of nuclear receptors for retinoic acid have been described, which are designated RAR (for retinoic acid receptor) and RXR (for retinoid-X receptor). The RXR family of receptors is specific for 9-cis-retinoic acid, whereas the RAR-type receptor is activated by either 9-cis- or all-transretinoic acid. We study a computer-simulation model for driven particles on a discrete lattice where a fraction p of the lattice sites is randomly occupied by frozen impurities (barriers), and an imposed bias governs the particles’ hopping through the lattice. These particles (the carriers) are initially released from a source of wetting fluid from one end of the lattice in order to wet and the dry lattice on their trails. No matter how old an observation, it remains nonetheless true: We tend to remember the preacher more than the sermon, the teacher more than the lecture. Perhaps that is all we have recently learned in a preliminary study of twelve congregations in the Southwestern Minnesota Synod of the Evangelical Lutheran Church in America (SW Synod). This paper explores the specification and semantics of multiagent problem-solving systems, focusing on the representations that agents have of each other. It provides a declarative representation for such systems. Several procedural solutions to a well-known test-bed problem are considered, and the requirements they impose on different agents are identified. A study of these requirements yields a representational scheme based on temporal logic for specifying the acting, perceiving, communicating, and reasoning abilities of computational agents. A formal semantics is provided for this scheme. The resulting representation is highly declarative, and useful for describing systems of agents solving problems reactively.

An approach to local reactive coordinated intelligent control based on the concept of an epistemic system, together with a principle of action that may be exercised locally, is presented. An epistemic system provides a mechanism for agents to characterize their knowledge corpora, options, goals, and beliefs. Levi's rule of epistemic utility provides a principle of action for decision making by comparing the informational value of rejection with the belief of correctness. Decisions are made locally and reactively, rather than globally. Coordination is implemented between agents by sharing and learning the epistemic systems of other agents.
