Effect Of Proton Diffusion, Electron Conductivity, And Charge-Transfer Resistance On Nickel Hydroxide Discharge Curves, John W. Weidner, Paul Timmerman

Constant-current discharge curves for the nickel hydroxide electrode are simulated assuming resistances due to diffusion of protons and conduction of electrons through the nickel hydroxide film, and charge-transfer resistance at the film/electrolyte interface contribute to the polarization losses of the electrode. Good qualitative agreement is observed between the model predictions and experimental discharge curves. The results suggest that polarization losses due to diffusional limitations of protons is a critical factor in determining the characteristics of the discharge curve. Ohmic resistance has a significant effect on the discharge curves at the end of discharge, and charge-transfer resistance is a minor contributor …

Theoretical Analysis Of The Discharge Performance Of A Niooh/H2 Cell, Z. Mao, P. De Vidts, Ralph E. White, John Newman

A mathematical model is presented for the discharge of a NiOOH/H2 cell. This model includes diffusion and migration in the electrolyte phase as well as proton diffusion and ohmic drop across the solid active material in the porous nickelelectrode. A theoretical analysis of the cell performance is presented for different design parameters using this model. It is predicted that proton diffusion in the solid active material is the main factor in limiting the cell voltage and the utilizationof the active material. Thermal Characteristics Of A Nickel-Hydrogen Battery, Junbom Kim, T. V. Nguyen, Ralph E. White

The maximum allowable temperature difference inside a nickel-hydrogen battery to avoid water relocation was calculated by using a graphical method together with a vapor pressure vs. temperature correlation equation for water vapor over potassium hydroxide solution. An equation was developed for this maximum allowable temperature difference for vessel-wall temperatures from 0 to 30°C and potassium hydroxide concentrations from 20 to 32%. A heat-generation equation for the nickel-hydrogen battery was used to investigate the effect of the location of heat generation on the maximum temperature in the cell and the temperature distribution in the cell.

The Role Of Thallium As A Hydrogen Entry Promoter On Cathodically Polarized Hy-130 Steel, G. Zheng, Branko N. Popov, Ralph E. White

Hydrogen permeation experiments were carried out to investigate the effect of thallium on hydrogen entry into HY-130steel. These experiments show that the presence of thallium ions in an electrolyte drastically increase the hydrogen entry rate. The hydrogen entry efficiency and hydrogen surface coverage were increased by a factor of 10 and 6, respectively. In order to fit the permeation experimental data, the Iyer-Pickering-Zamanzadeh (I-P-Z) hydrogen permeation model was modified by including a mass-transfer term in the discharging equation. The relationship between hydrogen permeation and the hydrogen evolution reaction were investigated and new relationships were obtained.

Three topics combine in this paper: international trade, national security, and energy. The specific focus of the paper is the General Agreement on Tariffs and Trade (GATT) and the "essential security interests" exception contained in Article XXI. The provisions of the GATT set out the structure of a system to encourage international trade by reducing tariffs and other trade barriers. More broadly, many aspects of international trade in energy have developed outside the structure of GATT or with the implied assumption that Article XXI or another GATT exception would take them out of normal GATT arrangements. The Functions Of The Executive And The Republic: Exploring The Platonic Roots Of Chester Barnard, Paul C. Godfrey

This essay examines the similarities between Plato's Republic and Barnard's Functions of the Executive. The essay argues that comparisons between Barnard and Plato are not overstated in form or substance. Three major areas of each work are compared: the ethical foundations, the political foundations, and the role of education in achieving those political means. Implications arising from the comparison are discussed and the essay concludes by linking the Barnard- Plato dialogue with current issues in management theory and practice.

The scope, weight, and assignment of parental rights have been the focus of much debate among legal commentators. These commentators generally have assumed that parents should have some rights in connection with the raising of their children. Rarely have commentators offered justifications for attributing rights to persons as parents, and when they have done so they have failed to subject those justifications to close scrutiny. This Article takes the novel approach of challenging parental rights in their entirety. For many years, the Second Amendment was politely ignored, or summarily dismissed, by America's legal academy. In recent years, however, more and more law professors have begun taking the Second Amendment seriously. Professor William Van Alstyne, one of the nation's most respected Constitutional law professors, and the author of a leading Constitutional law casebook; offers his contribution in this essay. Understanding Kaye Scholer: The Autonomous Citizen, The Managed Subject And The Role Of The Lawyer, Nancy Amoury Combs

The Office of Thrift Supervision's (OTS) unprecedented enforcement action against Kaye, Scholer, Fierman, Hays and Handler (Kaye Scholer) prompted howls of protest from the legal community. OTS, it was claimed, was using its excessive power to redefine the role of the lawyer. This Comment confirms that OTS sought to impose duties on Kaye Scholer that conflict with professional ethics rules. The Comment then goes on to suggest that the conflict over professional responsibility in the Kaye Scholer case reflects, more fundamentally, a conflict over the role of the citizen, and the citizen's relationship with the state. This study treats the necessity to de-emphasize the focus on grammar teaching alone in L2, and to introduce methods which are not teacher-centered, so as to enable students to interact more among each other.

By using comparative and superlative forms of adjectives – but in reality using a sequence of teaching techniques that could be applied to other grammatical situations – this article presents the use of sea shells as a visual and tactile aid which allows students to shift their L2 efforts from an abstract notion to a concrete usage.

Employment-Based Health Insurance And Job Mobility: Is There Evidence Of Job-Lock?, Brigitte C. Madrian

This paper assesses the impact of employer-provided health insurance on job mobility by exploring the extent to which workers are "locked' into their jobs because preexisting conditions exclusions make it expensive for individuals with medical problems to relinquish their current health insurance. I estimate the degree of job-lock by comparing the difference in the turnover rates of those with high and low medical expenses for those with and without employer-provided health insurance. Using data from the 1987 National Medical Expenditure Survey, I estimate that job-lock reduces the voluntary turnover rate of those with employer-provided health insurance by 25 percent, from …

Unitariness And Independence: Solicitor General Control Over Independent Agency Litigation, Neal Devins

With a few exceptions, the Solicitor General controls all aspects of independent agency litigation before the Supreme Court. Solicitor General control of Supreme Court litigation creates a tension between independent agency freedom and the Solicitor General's authority. On the one hand, Solicitor General control provides the United States with a unitary voice before the Supreme Court, and provides the Court with a trustworthy litigator to explicate the government's position. Avoiding Takings “Accidents”: A Torts Perspective On Takings Law, Eric Kades

Viewing the Takings Clause of the Fifth Amendment as a form of insurance appeals to our intuition. The government, like fire, does not often "take" property, but when faced with extraordinary risk property owners naturally desire compensation. Recent scholarship, however, has dissolved the attractiveness of this perspective. This literature, through economic analysis, claims that the Takings Clause should be repealed and replaced with private takings insurance. This is the "no-compensation" result. This article argues that the insurance-based understanding of the just compensation requirement can be preserved without reaching the surprising no-compensation result.
