This report surveys the extent to which the civil rights movement of the 1950's and 1960's has been commemorated in the United States. It concludes that there are wide-ranging and imaginative efforts not only in the South but all over the counny that seek to identify, preserve, and interpret historic sites associated with the civil rights movement These efforts, however, have been hampered by the difficulties of commemorating chapters of history that are local, recellt, and controversial. These problems of selectivity are analyzed in order to facilitate incorporation of missing aspects of civil rights history into future heritage preservation projects. …

Untethered, unmanned submersibles (UUSs) have the potential of becoming useful tools in nuclear reactor inspection and repair and waste-site cleanup and survey, in addition to subsea exploration. Classical "hand-in-glove" control methods used currently by tethered, remotely-operated vehicles (ROVs) are unsuitable for UUS systems which have, at best, limited communications. The Stanford Aerospace Robotics Laboratory (ARL) has joined with the Monterey Bay Aquarium Research Institute (MBARI) in a program to develop new methods of controlling UUS systems.

We investigate spectral evolution in 37 bright, long gamma-ray bursts observed with the BATSE spectroscopy detectors. High-resolution spectra are characterized by the energy of the peak of νFν, and the evolution of this quantity is examined relative to the emission intensity. In most cases it is found that this peak energy either rises with or slightly precedes major intensity increases and softens for the remainder of the pulse. Interpulse emission is generally harder early in the burst. For bursts with multiple intensity pulses, later spikes tend to be softer than earlier ones, indicating that the energy of the peak of …

Inclusive jet differential cross sections for the reaction ep → jet + X at Q2 below 4 GeV2 have been measured with the ZEUS detector at HERA using an integrated luminosity of 0.55 pb-1. These cross sections are given in the kinematic region 0.2 < y < 0.85, for jet pseudorapidities in the ep-laboratory range -1 < ηjet < 2 and refer to jets at the hadron level with a cone radius of one unit in the η - θ plane. These results correspond to quasi-real photoproduction at centre-of-mass energies in the range 130-270 GeV and, approximately, for jet pseudorapidities in the interval -3 < ηjet(λp CMS) < 0. These measurements cover a new kinematic regime of the partonic structure of the photon, at typical scales up to ∼300 GeV2 and photon fractional momenta down to xγ ∼ 10-2. Leading logarithm parton shower Monte Carlo calculations, which include both resolved and direct processes and use the predictions of currently available parametrisations of the photon parton distributions, describe in general the shape and magnitude of the measured ηjet and Etjet distributions. © 1995.

This study represents a preliminary inquiry ID to determine the value of combining SBI and Policy into a singular curriculum. A comparison of this combined formal was made wi1h the traditional Policy course. A slightly modified Job Diagnostic Survey (Hackman & Oldham, 1975) and a skills/usefulness scale (Hoffman, Fon1eno1 & Viswanathan, 1990) was administered to assess the difference between the two groups. Results suggested that the combined format met or exceeded the ou1comes of the traditional Policy course.

The traditional approaches to strategy formulation are inadequate in an environment that is complex and dynamic. This paper investigates a "new" approach that helps small businesses "see the future." Reading Instruction In First-Grade Classrooms: Do Basals Control Teachers?, James V. Hoffman, Sarah J. Mccarthey, Debra Bayles, Debra Price, Bonnie Elliott, Mark Dressman, Judy Abbott

This study describes first-grade teachers beliefs and practices about reading instruction. Drawing from interview and observational data, 16 teachers from four districts were placed on a continuum from skills-based to literature-based in relationship to their use of the basal. Only 2 teachers were found to rely solely on the basal, while 3 teachers enhanced the basal with literature, and 4 teachers used only literature in their reading instruction. Six teachers enhanced their basal use with additional skills and 1 teacher relied on skills only in her reading instruction. In classroom literature discussions, teachers orchestrate situations in which readers and texts come together. Approaches teachers use may differ in terms of the stance or purpose for reading encouraged. Rosenblatt (1978, 1985) describes two stances readers can take while reading literary works. An efferent stance indicates a reader's attention is focused on information to be retained after reading and can result in a study of the text. An aesthetic stance, on the other hand, occurs when the reader's attention is on the livedthrough experience of the story and the experiences, thoughts, feelings, images, and associations which are evoked. This paper consists of two components. The First component addresses a key AHS infrastructure support issue—providing eight extra connector ramps, in addition to the eight existing highway-to-highway connector ramps for the conventional manual traffic, at a highway-to-highway interchange for accommodating continuous automated driving from one highway to the crossing highway. The proposed staggered-diamond design requires only four, instead of eight, separate structures and hence greatly increases the feasibility of AHS infrastructure support. However, the reduced infrastructure complexity at such interchanges could still constrain considerably the design, operation and evolution of AHS. This is the focus of the second component. The …

Pros and cons of various mature Automated Highway Systems (AHS) have been a subject of intense study. However, such discussions are nothing but intellectual exercises unless the issue of how to evolve, in a planned and managed fashion, the current highway systems towards these mature AHS is also addressed. Since full functionality of a mature AHS cannot be realized suddenly, discrete functional steps must be identified and optimized. This paper introduces new block coded 8-PSK modulations with unequal error protection (UEP) capabilities for Rayleigh fading channels. The design of efficient block coded modulations (BCM) over 8-PSK signal sets, for the specific purpose of UEP, over Rayleigh fading channels is considered. UEP is desirable in communications systems where part of the source information is more important, or error sensitive, such as the transmission of coded speech and data broadcasting. Many transportation problems can be formulated as a linearly-constrained convex programming problem whose objective function consists of entropy functions and other cost-related terms. In this paper, we propose an unconstrained convex programming dual approach to solving these problems. In particular, we focus on a class of linearly-constrained entropy maximization problem with quadratic cost, study its Lagrangian dual, and provide a globally convergent algorithm with a quadratic rate of convergence. This Article argues that, contrary to current practices, constitutional change is legitimate only when it commands the unanimous support of the people, or, because unanimous support is practically impossible, when it is accomplished through procedural devices (i.e., representation, ratification, and supermajority support) that safeguard minority interests in an effort to determine the public good and approximate the will of the people as a whole. Constitutional change is illegitimate when it represents only the will of a portion of the people. Previously, we demonstrated induction of a unique macrophage prothrombinase during infection of BALB/cJ mice by mouse hepatitis virus strain 3 (MHV-3). By immunologic screening, a clone representing this prothrombinase was isolated from a cDNA library and sequenced. The sequence identified this clone as representing part of a gene, musfiblp, that encodes a fibrinogen-like protein. Six additional clones were isolated, and one clone, p11-3-1, encompassed the entire coding region of musfiblp. Murine macrophages did not constitutively express musfiblp but, when infected with MHV-3, synthesized musfiblp-specific mRNA. musfiblp mRNA induction was earlier and significantly greater in BALB/cJ than A/J …

This article analyzes the law regarding party admissions; specifically as applied to statements in pleadings, open court, and memoranda of law. In particular, this article will: (1) provide a detailed description of the two types of admissions counsel make; (2) address courts' treatment of attorneys' admissions in different circumstances; and (3) provide an argument for treating attorneys' admissions in memoranda of law similar to admissions in open court or in pleadings. My objective in this Article is to demonstrate that the PTO's patentability determinations are questions of policy and, therefore, the Federal Circuit's standards of review, as applied to these determinations, are unsound. With respect to the Commissioner's statutory interpretations, I intend to demonstrate that the court's “traditional factors of statutory construction,” which are used in such a way as to avoid deferring to the PTO, result in irrational decisions, or at the very least, an alternative theory of interpretation no more convincing than that put forth by the PTO. Unequal error protection (UEP) codes find applications in broadcast channels, as well as in other digital communication systems, where messages have different degrees of importance. Binary linear UEP (LUEP) codes combined with a Gray mapped QPSK signal set are used to obtain new efficient QPSK block-modulation codes for unequal error protection. Several examples of QPSK modulation codes that have the same minimum squared Euclidean distance as the best QPSK modulation codes, of the same rate and length, are given. The USDA Forest Service periodically conducts forest surveys for Mississippi and other states. Survey results for a 26-county area designated as "North Mississippi" were most recently published in late 1993. Root Growth Potential And Field Survival Of Container Loblolly Pine Seedlings Fall Fertilized With Nitrogen, Hans Michael Williams, David B. South

Two studies investigated the effects of fall nitrogen fertilizer applications on the root growth potential (RGP) and field performance of container loblolly pine seedlings (Pinus taeda L.). The seedlings were sampled at 4 chilling levels ranging from 100 to 550 hours (0 to 8' C). Seedlings propagated for the first study may have had a hidden nutrient deficiency and therefore the fall diammonium phosphate (DAP) application at rates of 202 kg N/ha and 67 kg N/ha increased RGP 43% and 32%, respectively. The growing season mineral fertilizer application rate was increased in the second study which may explain why nitrogen …

Soil samples, or in-situ measurements, were collected at seven occasions and at six depths to study the Impact of three forest conditions on soil physical properties of a saline soil in E. Texas. Soil bulk density, CW. of silt plus clay at the surface horizons, soil water content, soil water retention, and depth to groundwater Increased following intensive site preparation. Differences in these properties between the commercial clearcuttlng and undisturbed forest were small. The wet soil conditions created in the Intensive preparation site are not likely to be responsible for the failure of artificial pine regeneration. In areas where site …
