During the spring and summer of 1999, the Low Power Radio Service Notice of Proposed Rulemaking (NPRM) by the Federal Communication Commission (FCC) recently drew a record number of responses. Several thousand people from all over the country participated in what has traditionally been the purview of major corporations and institutions, including 1120 individuals who signed the Micro Radio Empowerment Coalition comments. This paper examines that response and its implications for the micro radio and other activist movements. This paper examines expected option returns in the context of mainstream asset pricing theory. Under mild assumptions, expected call returns exceed those of the underlying security and increase with the strike price. Likewise, expected put returns are below the risk-free rate and increase with the strike price. S&P index option returns consistently exhibit these characteristics. Under stronger assumptions, expected option returns vary linearly with option betas. However, zero-beta, at-the-money straddle positions produce average losses of approximately three percent per week. This suggests that some additional factor, such as systematic stochastic volatility, is priced in option returns.

This photo essay provides an overview of the history of the Angel Moroni statues, beginning with the angel atop the Nauvoo Temple and continuing through to designs used on the Salt Lake Temple, the Washington D.C. Chapel, the Los Angeles California Temple, the Washington D.C. Temple, and other temples built through 2000. Angel Moroni statues have come to symbolize for Latter-day Saints the restoration of the gospel in the latter days. Given the theoretical inevitability of human cloning, this Article attempts to fill a current intellectual void by providing an analysis of the most significant legal implications of cloning human beings. Part II sets forth the basic science behind cloning and how cloning differs from other, non-traditional forms of procreation such as in vitro fertilization and artificial insemination. Purchasing real estate is a complicated process, especially for the average consumer. The closing procedure alone involves fees and documents that can be confusing to a borrower. The Real Estate Settlement Procedures Act (RESPA) was enacted in 1974 in order to ease some of this confusion.

This article discusses the enactment of RESPA and its purpose, which is mainly to "insure that consumers... are provided with greater and more timely information on the nature and costs of the settlement process and are protected from unnecessarily high settlement charges caused by certain abusive practices." This piece, however, will not simply expose the insidious stereotypes of Latinas and Latinos. It will undertake the more involved task of drawing a nexus between the societal prejudice which leads to the stereotyping and the legal and political consequences that result from it. Specifically, I argue that these media images, myths, metaphors, and stereotypes play a critical role in establishing society's vision of Latinas and Latinos. In other words, these stereotypes serve to reinforce both the characterizations of Latinas and Latinos from the perspectives of both the dominant and the dominated. This work reviews an important shortcoming of the dominant public international paradigm and the recent methodical responses to that edifice. Specifically, this article argues that issues of race have not been significantly addressed in international law discourse. In particular, this Article notes that in the theoretical discourse some writers have discussed race, but the thrust of the discourse marginalizes the importance of race. In the practice of international law, people of color are affected but rarely recognized in policy debates. This article traces the growth of insurance in America and describes how its regulatory structure developed separately from the regulatory structure of other financial services. The authors describe how banks became involved in insurance activities as a way to expand their traditional banking services. Although regulatory restrictions at first impeded this effort, the Gramm-Leach-Bliley Act of 1999 has now opened the door more widely to the combination of banking and insurance. Nevertheless, banks will continue to face regulatory hurdles and restrictions under GLB that will impair their ability to compete in the insurance business. The article examines the landscape for …

Char oxidation is often modeled using an mth order intrinsic reaction rate in conjunction with an effectiveness factor to account for intraparticle diffusion of gas species. This approach involves the use of a general modulus (MT) and using the first-order curve of effectiveness factor vs MT. This method was originally referred to as the general asymptotic solution. It has been suggested that a simple Langmuir rate equation is more suitable for modeling the effects of pressure on char reactivity. This paper presents a method for determining a priori a constant parameter interval with which a rational curve or surface can be tessellated such that the deviation of the curve or surface from its piecewise linear approximation is within a specified tolerance. The parameter interval is estimated based on information about the second order derivatives in the homogeneous coordinates, instead of using affine coordinates directly. This new step size can be found with roughly the same amount of computation as the step size presented in [Cheng 1992], though it can be proven to always be larger than Cheng's step size. …

Los testimonios que confinnan el desarrollo del proceso de debilitamiento y la subsecuente desaparición de la consonante /d/ intervocálica en español, se remontan a fechas muy antiguas. En la actualidad, frente a palabras que han conservado la /d/, como crudo (de crudu), nido (de nidu), hay otras donde se ha perdido, como oir (de audire), creer (de credere), pie (de pede(m)). Sin embargo, las demás sonoras, /b, g/, se han conservado con mayor regularidad. Se trata de un fenómeno revelador de que posiblemente las dentales se caractericen por un grado menor de fuerza consonántica que las labiales o las velares.

One purpose of our paper is to present a final pre-publication report on our efforts to publish the approximately 2900 fragments from Qumran Cave 4 that comprise our allotment, designated "4QMiscellaneous and Unidentified." These fragments are found on 40 PAM plates, 43.660-43.686, and 43.688-43.701. We have examined all of the plates in the Rockefeller Museum that contain our fragments, have compared them with the PAM photographic plates received from the Israel Antiquities Authority, and are now working to finish preparing our transcriptions of and notes on these fragments. We will submit our work for publication in DJD XXXIII in 1999.

How parents view the nature of a child and their own role as parents has great influence over the life of that child. Many perspectives about the nature of children have arisen in the course of Western Civilization that have shaped childrearing practices for centuries, including the increasingly accepted scholarly view that parents matter relatively little in children’s lives. (2) This chapter emphasizes inspired, eternal principles that are supported by empirical and conceptual scholarship, which suggests that optimal parenting does indeed matter in children’s lives.

An Extension Of Zermelo's Model For Ranking By Paired Comparisons, Christopher P. Grant, Gregory R. Conner

In 1929, Zermelo proposed a probabilistic model for ranking by paired comparisons and showed that this model produces a unique ranking of the objects under consideration when the outcome matrix is irreducible. When the matrix is reducible, the model may yield only a partial ordering of the objects. In this paper, we analyse a natural extension of Zermelo's model resulting from a singular perturbation. We show that this extension produces a ranking for arbitrary (nonnegative) outcome matrices and retains several of the desirable properties of the original model. In addition, we discuss computational techniques and provide examples of their use.

Improved Resolution Backscatter Measurements With The Seawinds Pencil-Beam Scatterometer, David G. Long, Michael W. Spencer, Chialin T. Wu

The SeaWinds scatterometer was launched on the NASA QuikSCAT spacecraft in June 1999 and is planned for the Japanese ADEOS-II mission in 2000. In addition to generating a global Ku-band backscatter data set useful for a variety of climate studies, these flights will provide ocean-surface wind estimates for use in operational weather forecasting. SeaWinds employs a compact "pencil-beam" design rather than the "fan-beam" approach previously used with SASS on Seasat, NSCAT on ADEOS-I, and the AMI scatterometer on ERS-1, 2. As originally envisioned and reported, the resolution of the SeaWinds backscatter measurements were to be antenna-beamwidth limited. In order to …
