Bridges are critical components of transportation networks, and fire accidents can significantly impair their structural integrity, leading to safety risks and major economic losses. This study presents a comprehensive inspection, materials testing, repair, and field load testing program for a full-scale concrete box girder bridge (Delta Bridge, Alexandria, Egypt) following a fire exposure on two spans. A total of 28 concrete core samples were extracted and tested, revealing average compressive strengths of 48.50 MPa (slab), 53.90 MPa (web), and 45.88 MPa (columns), representing moderate reductions of approximately 8.5%, 7.9%, and 10.8%, respectively, relative to the original in situ concrete strength …

Technological advancements in wearable devices and medical imaging often lead to high-dimensional physiological signals in the form of images or surfaces. To address these data structures, we develop a novel survival on image regression model with a specific focus on partially functional distributional representation of wearable data. The existing approaches for functional data and survival outcomes have been primarily developed for uni-dimensional functional predictors. However, many taxpayers fail to grasp why the IRS has such an elongated time period—namely, three years— to audit their tax returns and propose an assessment. Researchers have long studied how organizational budgets relate to performance, but how do employees themselves experience the effects of budgetary decisions? Given widespread attention to political dysfunction in US federal budgeting, conventional wisdom holds that employees are negatively affected by budgetary uncertainty (volatility, delays, and stop-gap measures). We test how budget size and uncertainty are associated with US federal employee attitudes using survey and archival data from 2005 to 2020. Results provide some evidence that employee job satisfaction improves with enhanced funds, but there is little to no support for the notion that budgetary uncertainty influences federal employees' job satisfaction.

Snapping shrimp damp the shock waves they produce and use as weapons with a helmet-like structure termed the orbital hood. Here, we ask how structural and material properties contribute to shock wave damping by orbital hoods in Alpheus heterochaelis. Using tensile mechanical testing, we find orbital hoods are approximately half as stiff as carapace and have twice the capacity for viscous energy dissipation. Microstructural features probably contribute to tissue-specific mechanical properties: the endocuticles of orbital hoods have almost twice as many lamellae as those of carapaces despite being half as thick, suggesting a mechanism for enhanced material mobility underlying …

Equal Chances Or Fewer Victims? Moral Judgments In Autonomous Vehicle Dilemmas, Alexander Matros, Eren Bilen, Leonid Matros

We examine the moral dilemma of how autonomous vehicles (AVs) should be programmed to act in unavoidable crash scenarios involving trade-offs between saving one life and saving many. We report results from three experimental studies that investigate individuals’ preferences over alternative AV decision rules in stylized crash scenarios. Across designs, we find robust support for a probabilistic decision rule that assigns passengers and pedestrians equal ex ante chances of survival (a 50:50 rule). This preference persists across different framings and remains salient even when additional probabilistic options are introduced.

Despite the significant increase in publications on construction project performance (CPP), there is a deficiency of research that rigorously assesses and synthesizes previous studies to delineate the field’s development, themes, and research gaps. This article employs quantitative and qualitative methodologies to critically evaluate studies on CPP published over the last three decades and indexed in the Scopus database. The quantitative approach includes bibliometric searches and scientometric analyses to assess the extent of research interest and achievements. The emergence of effective immunotherapies has drastically revolutionized clinical management of many cancer types. Among them, chimeric antigen receptor (CAR)-T cell therapy (CTT), as a groundbreaking approach, has been considered as a “living drug,” displaying unprecedented clinical outcomes with hematological malignancies, including B cell leukemia and lymphomas, and multiple myeloma. Despite the high remission rates and improved survival achieved with hematological cancers, the effectiveness of CTT in solid tumors remains largely unsatisfactory. It has been just over three years since the Supreme Court instructed lower courts to evaluate Second Amendment challenges by examining history and tradition. And it is no secret that the courts have struggled. This Article tackles a phenomenon that is born of that struggle. Overwhelmed by the task of evaluating historical claims, lower courts instead are turning to other judges as authorities on history. The Brady doctrine requires prosecutors to disclose all favorable and material evidence to the defense. To effectuate that rule, the U.S. Supreme Court has defined materiality as a “reasonable probability” that the evidence would have affected the outcome at trial. But apart from that definition, the Court has resisted offering any further guidance to lower courts. While far too little is known about how Brady materiality claims are actually adjudicated, there is strong evidence that courts often reject Brady claims involving withheld evidence on the grounds that the evidence was not significant enough to be material.

Research Question/Issue

Public and academic debates typically portray US CEOs as exceptionally well paid. Yet, evidence on the existence and magnitude of a US CEO pay premium is mixed and dated. This study uses an expanded, longitudinal dataset to identify whether such a pay premium exists and explores potential differences across countries, time, and governance and institutional contexts.

Research Findings/Insights

Using a dataset of over 42,000 firm-year observations from 34 countries during 2001–2018, we document a persistent but heterogeneous US CEO pay premium. Compared with non-US peers, US CEOs receive 23% more total pay and 20% more equity-based compensation, on …

Criminal law purports to care about the individual culpability of those committing crimes. Individual mental states or defenses based on one’s beliefs are considered foundational to moral responsibility and criminal conviction. The expansion of algorithmic risk assessment tools in the criminal legal system, however, threatens these principles, changing the criminal law subject from an autonomous individual to merely a predicted object. This Article argues that risk assessment tools—now functioning as gatekeepers at both the entry and exit stages of the criminal process, from predictive policing to compassionate release eligibility—have shifted the criminal system away from its foundation in individual culpability. …

This article examines how intersectional ideologies and experiences of marginalization affect the extent to which African Americans support or oppose the marginalization of LGBTQ communities. We posit that awareness of the race-gender positionality of African American women, as well as the unique positionalities of other marginalized African American subgroups, is critical to understanding the conditions under which Black Americans embrace LGBTQ rights and communities. Background/Objectives: Repetitive Transcranial Magnetic Stimulation (rTMS) can enhance post-stroke aphasia recovery. The right Inferior Frontal Gyrus is the most common target in rTMS studies for inhibitory stimulation. However, lexicosemantic processes involve a large brain network including the Anterior Temporal Lobe (ATL). Accurate traffic flow prediction is a core component of intelligent transportation systems, supporting proactive traffic management, resource optimization, and sustainable urban mobility. However, urban traffic networks exhibit heterogeneous multi-scale periodic patterns and time-varying spatial interactions among road segments, which are not sufficiently captured by many existing spatio-temporal forecasting models. Fatigue crack propagation is a critical failure mechanism in engineering structures, requiring meticulous monitoring for timely maintenance. This research introduces a deep learning framework for estimating fatigue fracture length in metallic plates through acoustic emission (AE) signals. AE waveforms recorded during crack growth are transformed into time-frequency images using the Choi–Williams distribution. First, a clustering system is developed to analyze the distribution of the AE image-based dataset. This system employs a CNN-based model to extract features from the input images. This thought paper examines how philanthropic evaluation frameworks misclassify access to basic human rights as a preliminary step rather than a complete outcome. In competitive funding environments, post-access behavioral metrics such as utilization and compliance are often elevated to outcome status and used to assess program worthiness. Drawing on rights-based and systems-level evaluation frameworks, the paper argues that access itself constitutes a sufficient and legitimate outcome, and that post-access data should function as program management inputs rather than legitimacy or financial thresholds. In recent years, hybrid organic–inorganic metal halides have been at the forefront of materials research. Typically, the functional (e.g., optoelectronic) properties of hybrid halides are derived from the inorganic structural part, whereas the organic structural units can add extra advantages in terms of stability, rigidity, and processability. Here, we report the design, synthesis, and characterization of two new hybrid materials in which the outstanding photophysical properties originate from the organic structural part. The glomerular filtration barrier poses a significant challenge for circulating proteins, with molecules below ~60–70 kDa facing rapid renal clearance. Endogenous proteins have evolved sophisticated evasion mechanisms including oligomerization, carrier binding, electrostatic repulsion, and FcRn-mediated recycling. Understanding these natural strategies provides blueprints for engineering therapeutic proteins with improved pharmacokinetics. This review examines how endogenous proteins resist filtration, evaluates their application in protein engineering, and discusses clinical translation including established technologies (PEGylation, Fc-fusion) and emerging strategies (albumin-binding domains, glycoengineering). Introduction:

The 2020-2024 period represents a regulatory transformation era in ESG research, marked by mandatory disclosure frameworks (CSRD/ESRS, SEC climate rules, ISSB standards) replacing voluntary approaches. This creates a natural experiment for examining ESG-performance relationships under compulsory reporting. Despite extensive voluntary-period literature, limited research addresses how mandatory frameworks alter these relationships during regulatory transformation.

Methods:

We conducted a systematic thematic review following PRISMA 2020 guidelines (INPLASY202570105). Electric vehicle adoption is growing, but New Hampshire lags in public charging infrastructure, especially in rural areas. This gap increases range anxiety and economic inefficiencies. In this study, we developed a mixed-integer linear programming (MILP) model to optimally locate new electric vehicle chargers statewide, maximizing coverage and equity under budget constraints. The model includes geographic coverage requirements, population-weighted equity, capacity limits, and a $28 million budget. Moreover, the model recommends 855 Level 2 chargers and 149 Direct Current Fast Chargers (DCFCs) across 247 ZIP Codes, nearly doubling public charging capacity and achieving 98.8% coverage within defined service radii. Police vehicle pursuits emphasize a central tension between law enforcement imperatives and public safety. While modern policies emphasize balancing apprehension needs against risks of continuation, little is known about whether public intuitions mirror this framework. We address this gap using a nationally representative conjoint experiment (N = 3,334) that varied eleven contextual factors across randomized pursuit scenarios. Respondents rated perceived risk, indicated whether pursuits should be terminated, and made forced-choice tradeoffs. Across all outcomes, high-risk situational factors (e.g., high speeds, adverse weather, heavy traffic, urban settings, etc.) increased perceived danger and termination support, while more serious underlying offenses, particularly …

Mechanomodulation, the process of altering cellular behavior through applied mechanical forces, plays a critical role in physiological processes and has substantial implications for cancer therapy, immunology, and drug development. However, precise and efficient stimulation of nonadherent cells remains a major challenge, limiting the investigation of mechanotransduction pathways and the development of targeted therapeutics. Here, we developed an acoustofluidic platform named Suspension-cell Targeted Response to Excitation via Acoustofluidic Mechanomodulation (STREAM) to enable precise, high-throughput stimulation of suspension cells. STREAM accomplishes this using 101.14-megahertz high-frequency surface acoustic waves to deliver controlled mechanical stimulation at a throughput of 500,000 cells per minute. STREAM …

Originalism, loosely defined, commands a majority on the Supreme Court and dominates legal discourse in a way that would have been unrecognizable a generation ago. Yet its actual constraining effect on judicial behavior remains doubtful. This Article offers two contributions to the long-running debate. First, it identifies a pathology in both originalist scholarship and practice that it terms "methodolatry"—a preoccupation with methodological refinement that threatens to elevate method over the purposes interpretation is meant to serve. There is a continuing childcare crisis that worsens every year. Congress has historically used tax incentives aimed at parents and employers to try to alleviate the lack of affordable childcare. However, with private equity's increasing investment in the childcare sector, this Article advocates for an entirely new approach: Congress should encourage more people to work in the childcare sector by enacting a tax benefit for the individual childcare service provider.

The prevailing academic consensus is that bankruptcy judges are specialists presiding over specialized courts. This Article contends that this description is incomplete and, in some respects, inaccurate. Drawing on scholarly models of judicial specialization and historical surveys of the field, this Article contends that bankruptcy judges reflect a hybrid design choice: procedural specialization combined with substantive generalism. This model delivers many of the observed benefits of judicial specialization (including efficiency and technical competence) while preserving the cross-pollination of ideas and other benefits associated with the generalist tradition of American judging.
