The discussion examines the current state of educators' rights and identifies two key areas that are still hotly contested: extramural utterances that my be critical of the institution itself and a teacher's freedom with his own classroom. A survey of two recent cases illuminates these issues.

Survey Of Recent Developments In The North Carolina Law Of Eminent Domain, Dale A. Whitman

The recent opinions of the North Carolina appellate courts include a strikingly large proportion of eminent-domain cases. Two factors combine to explain the unusual frequency with which these cares are tried and appealed. The first is the elaborate activity of the federal government in funding local and state projects involving the acquisition of land. The Interstate Highway program probably accounts for the predominant portion of this activity, with other shares attributable to urban renewal, public housing, and airport improvement. The Effectiveness Of College-Level Instruction In Freshman Composition. Final Report, Ross M. Jewell, John Cowley, Gordon Rhum

This final report of a two-stage project describes an effort to determine whether students receiving instruction in freshman English composition perform better on standardized tests than students who do not receive similar instruction; when both groups are in college the same length of time. The second phase of the experiment detailed in the report involves 1;040 matched pairs of students from the University of Northern Iowa; the University of Iowa; Kent State University; the University of Colorado; and Northern Illinois University. Foreign Studies; an elective course for junior and senior students; is a study of selected Asian cultures; including the nations of China; Japan; and India; and of African cultures; including the nations of Nigeria; Ethiopia; and the Democratic Republic of the Congo. Asia and Africa are studied from the American cultural viewpoint with emphasis upon the three concepts of culture; ideology; and the comparison of traditional and modern society. Beginning with Justice Douglass's assertion that the State is bound in the same ways when acting as an employer as it is when acting as a governing body, this examination delves deeper to determine how this doctrine actually limits the government when it acts as an employer. This article endorses the theory of examining these limits not in the context of if the government is allowed to enforce them in the public sphere, but if the government may mandate such limits in the private sphere.

The concept of judicial review of the constitutionality of state and federal statutes by the Supreme Court is generally rested upon the epic decision in Marbury v. Madison. The controversies which have surrounded the exercise of this power by the Supreme Court require a periodic reexamination of the concept of judicial review at its source, the Marbury opinion. This article proceeds by examining the historical context in which the case arose and analyzes the opinion in terms of various alternative approaches which might have been utilized by Chief Justice Marshall. These collected papers and reports; many taken from the Professional Education Seminar at the University of Northern Iowa; concentrate on the failure of inner-city education. A number of essays attempt to analyze the role of teachers; administrators; and communities in the failure of inner-city education. Also; there are several field reports on specific cities. Actomyosin-Like Protein Isolated From Mammalian Brain, Donald Dudley Clarke Phd, S. Berl, S. Puszkin, Elena Puszkin

A protein with characteristics similar to actomyosin has been isolated from whole brain of rat and cat. It is soluble in 0.6 molar potassium chloride and insoluble in 0.1 molar potassium chloride. It superprecipitates with magnesium ions and adenosine triphosphate. It has adenosine triphosphatase activity stimulated by either magnesium or calcium ions. Both superprecipitation and adenosine triphosphatase activity are inhibited by p-chloromercuribenzoate and Mersalyl but not by ouabain.
