The Geography Of Undocumented Mexican Migration, Douglas S. Massey, Jacob S. Rugh, Karen A. Pren
The Geography Of Undocumented Mexican Migration, Douglas S. Massey, Jacob S. Rugh, Karen A. Pren
Faculty Publications
Using data from Mexico’s Matrícula Consular program, we analyze the geographic organization of undocumented Mexican migration to the United States. We show that emigration has moved beyond its historical origins in west-central Mexico into the central region and, to a lesser extent, the southeast and border regions. In the United States, traditional gateways continue to dominate, but a variety of new destinations have emerged. California, in particular, has lost its overwhelming dominance. Although the geographic structure of Mexico-U.S. migration is relatively stable, it has nonetheless continued to evolve and change over time.

Vegetation albedo is a critical component of the Earth's climate system, yet efforts to evaluate and improve albedo parameterizations in climate models have lagged relative to other aspects of model development. Here, we calculated growing season albedos for deciduous and evergreen forests, crops, and grasslands based on over 40 site‐years of data from the AmeriFlux network and compared them with estimates presently used in the land surface formulations of a variety of climate models. Generally, the albedo estimates used in land surface models agreed well with this data compilation. However, a variety of models using fixed seasonal estimates of albedo …
Anthropocentric Distance In National Geographic’S Environmental Aesthetic, Anne Marie Todd
Anthropocentric Distance In National Geographic’S Environmental Aesthetic, Anne Marie Todd

Tourism is the way we understand the world: tourists travel in an increasingly mediated environment in which ubiquitous promotional material and other popular artifacts employ stunning images and romantic travel narratives to describe local environments. Tourist texts “sell” local landscapes to entice visitors, employing an environmental aesthetic that urges travel. With its mission to “explore the planet,” the National Geographic Society contributes to this tourist aesthetic. This essay examines three special issues on Africa simultaneously published by the National Geographic Society: its official journal, National Geographic, and its sister magazines, National Geographic Traveler, and National Geographic Adventure. The photographic images …

This article looks at military innovation through a political, social, and economic lens. Contrasting Japan and Russia in the interwar years as case study, it demonstrates the importance of political, social, and economic variables as the critical determinants. This begs the question of how these factors affect U.S. military innovation in the coming years.

Revolutions In Local Democracy? Neighborhood Councils And Broadening Inclusion In The Local Political Process, Matthew J. Parlow
Revolutions In Local Democracy? Neighborhood Councils And Broadening Inclusion In The Local Political Process, Matthew J. Parlow
Faculty Publications
Political marginalization of minorities and government corruption are two key factors that have led to the overwhelming decline and decay of America's major cities. Local governments must combat the historical entrenchment of these two evils in order to reverse the trend toward demise. Neighborhood councils may be the best structural changes to local government because they provide more meaningful opportunities for political engagement of minority groups, while also serving as an antidote to systemic corruption in local government. This Essay analyzes the problems plaguing local government in urban cities and explores how neighborhood councils may be able to help address …

Professional Sports League Commissioners’ Authority And Collective Bargaining, Matthew J. Parlow
Faculty Publications
With the National Basketball Association (NBA) and National Football League (NFL) collective bargaining agreements set to expire within the next two years, many experts are already predicting what changes may be made to both leagues’ governing labor documents. One likely point of contention between the owners and the players’ unions — though rarely discussed in the experts’ predictive discourse — is the power of the respective league commissioners to punish or discipline wayward players for misbehavior committed off of the court or field. This article will analyze this area of sports law by exploring this power of each league’s sports …

Renegotiating Barbuda's Commons: Recent Changes In Barbudan Open-Range Cattle Herding, Andrew Sluyter, Amy E. Potter
Faculty Publications
Barbuda remains little developed and sparsely populated relative to its neighbors in the Leeward Lesser Antilles, a rather extraordinary and relatively unknown Caribbean place. Much of its distinctiveness derives from the communal land-tenure system, itself rooted in three centuries of open-range cattle herding. Yet, as revealed through interviews, newspaper archives, and landscape observations, openrange cattle herding has declined over the past three decades, with related changes in land tenure. As the new Barbuda Land Act came into effect in 2008, codifying the communal tenure system, the very landscape elements that manifest open-range herding have become obscure. In particular, the rock-walled …

Produced along the Río de la Plata during the nineteenth century, shipped to Havana, and consumed by African slaves, the salt-cured beef known as tasajo affected both of those places and, to some degree, the Atlantic world in general. Initial exploration of the tasajo trail that connected Buenos Aires and Cuba employs primary sources such as nineteenth-century descriptions and shipping records to characterize the landscapes, places, routes, and agents of the largely unexplored research territory of that anomalous commodity: one that, unlike others such as sugar, slaves not only produced but also consumed; one that underpinned more prominent, latitudinal transatlantic …
‘Drive-Thru’ Arbitration In The Digital Age: Empowering Consumers Through Regulated Odr, Amy J. Schmitz
‘Drive-Thru’ Arbitration In The Digital Age: Empowering Consumers Through Regulated Odr, Amy J. Schmitz
Faculty Publications
Online Dispute Resolution (ODR) has been promoted for quickly and conveniently resolving claims using online “drive-thru” processes instead of more costly and time-consuming face-to-face meetings and hearings. Most commentators have nonetheless focused mainly on non-binding or automated bidding processes, perhaps due in part to fairness concerns associated with off-line arbitration. This Article, however, explores the potential for online binding arbitration (OArb), and sheds new light on arbitration as means for empowering consumers to obtain remedies on their e-merchant claims. By moving arbitration online, OArb helps address concerns regarding companies’ use of arbitration clauses to curb consumers’ access to remedies on …
Lessons In Price Stability From The U.S. Real Estate Market Collapse, Andrea Boyack
Lessons In Price Stability From The U.S. Real Estate Market Collapse, Andrea Boyack
Faculty Publications
The U.S. residential housing market collapse illustrates the consequences of ignoring risk while funding mortgage borrowing. Collateral over-valuation was a foundational piece of the crisis. Over the past few decades, secondary markets, securitization, policy and psychology increased the flow of funds into real estate. At the same time, financial market segmentation divorced risk from reward. Increased mortgage capital availability, unmitigated by proper risk allocation, led to real estate price inflation. Social trends and government policies exacerbated both the mortgage capital over-supply and the risk-valuation disconnect.
The Dodd-Frank Act inadequately addresses the underlying asset valuation problem. Federal regulation may support market …

For each pair (e,σ) of integers satisfying 2e + 3σ ≥ 0, σ ≤ - 2, and e + σ ≡0 (mod 4), with four exceptions, we construct a minimal, simply connected symplectic 4-manifold with Euler characteristic e and signature σ. We also produce simply connected, minimal symplectic 4-manifolds with signature zero (resp. signature-1) with Euler characteristic 4k (resp. 4k + 1) for all k ≥ 46 (resp. k ≥ 49). © European Mathematical Society 2010.

A New Method For Estimating Carbon Dioxide Emissions From Transportation At Fine Spatial Scales, Yuqin Shu, Nina S.N. Lam, Margaret Reams
Faculty Publications
Detailed estimates of carbon dioxide (CO2) emissions at fine spatial scales are useful to both modelers and decision makers who are faced with the problem of global warming and climate change. Globally, transport related emissions of carbon dioxide are growing. This letter presents a new method based on the volume-preserving principle in the areal interpolation literature to disaggregate transportation-related CO2 emission estimates from the county-level scale to a 1 km2 grid scale. The proposed volume-preserving interpolation (VPI) method, together with the distance-decay principle, were used to derive emission weights for each grid based on its proximity to highways, roads, …

“The Tunisia Paradox: Italy’S Strategic Aims, French Imperial Rule, And Migration In The Mediterranean Basin.” California Italian Studies 1, “Italy In The Mediterranean” (2010): 1-20., Mark I. Choate
Faculty Publications
This article explores contradictions in Italy’s relationship with the Mediterranean basin, setting Tunisia as a focal point. Tunisia was a paradoxical case at the intersection of Italy’s foreign policy: it was a former Roman imperial colony with a strategic location, but it was also a large and vibrant Italian emigrant settlement, like the Italian “colonies” of Buenos Aires, Sao Paolo, New York, and San Francisco. This situation caused much confusion in debates over how Italy should develop its international influence. Faced with a choice of priorities, the Italians of Tunisia called for Italy to concentrate on establishing territorial colonies in …

E Pluribus Unum: Data And Operations Integration In The California Criminal Justice System, W. David Ball
Faculty Publications
This Article reflects some of the insights from the Stanford Criminal Justice Center's (SCJC's) year-long project on data and operations integration in California's criminal justice system. Part I lays out some of the benefits of an integrated system as a means of illustrating why law enforcement agencies across the state are actively pursuing data integration. Part II discusses three organizational and political obstacles to creating an integrated system: defining what we mean by the criminal justice "system," drawing boundaries of relevant networks, and resolving tensions among state and local agencies with concurrent jurisdiction. Part III then discusses three ways in …

Comprehensive Planning, Dominant-Use-Zones, And User Rights: A New Era In Ocean Governance, James N. Sanchirico, Josh Eagle, Steve Palumbi, Barton H. Thompson Jr.

Ocean-zoning arguments often center on the biology of ocean species, the geography of fishing-use patterns, and the need for preventing use conflicts. Here we expand this discussion to the social and legal aspects of ocean zoning, focusing on comprehensive planning, segregation of activities into use-priority areas, and the allocation of user rights within each zone. The inclusion of all of these features within an ocean-zoning regime can be a catalyst for a variety of ancillary benefits, including opportunities for user groups to form informal or formal long-lived institutions and a reassessment of the focus and scope of the regulatory institutions …
