Constitutional Allocation Of The War Powers Between The President And Congress: 1787-88, W. Taylor Reveley Iii

For some time the international community has been keenly interested in the foreign uses to which America puts its military. The nature of these uses has traditionally been affected by the manner in which the Constitution divides the war powers between the President and Congress. This allocation of war-peace authority, in tum, is the product of a number of influences, among them the intentions of the Framers and Ratifiers for the text which they drafted and approved. Their war-power debates, as we shall see, have heavy international overtones.These debates have not been neglected, especially during America's recent involvement in Indochina. …

The spatial distribution of terminal moraines in alpine valleys can be quantitatively described using distance/regression models. Surface parameters indicative of age may also be numerically analyzed. Evaluation of postglacial modification of valley sides between terminal moraines provides an additional indicator of relative age of valley segments. Analysis of the geomorphology of alpine features in the upper Rock Creek drainage in the southeastern Beartooth Mountains, Montana, shows that glaciers in this area deposited evidence of two Bull Lake, four Pinedale, and two Neo glacial advances.

Several alpine valley systems in the southeastern Beartooth Mountains, Montana and Wyoming, have been examined using techniques similar to methods of stream system analysis. The general equation y = a x**b is the most adequate mathematical model for the cross valley profile; b values range between 1.5 and 2.0, indicating a parabolic form. As intensity of erosion increases in the glacial valley system, the b value also increases, indicating relatively deeper and narrower valley cross sections. The law of stream numbers, the law of stream lengths, and the bifurcation ratio, derived from fluvial geomorphology, are also applicable in glacial geomorphology.

Foreign Studies; an elective course for junior and senior students; is a study of selected Asian cultures; including the nations of China; Japan; and India; and of African cultures; including the nations of Nigeria; Ethiopia; and the Democratic Republic of the Congo. Asia and Africa are studied from the American cultural viewpoint with emphasis upon the three concepts of culture; ideology; and the comparison of traditional and modern society. This examination argues that the position that a student’s rights are determined by whether he lives on or off-campus is unraveled by the institution’s position as a state actor. This article disposes of the notion that the university is equivalent to a landlord in property and contract rights and discusses how this distinction affects students’ rights.

Amid general plenty, local and regional shortages of water have appeared in the eastern United States.1 These shortages are largely the result of intense concentrations of water demand on the more important rivers-rivers which, for the most part, are heavily polluted This problem is heightened by the fact that the location of major population and industrial centers has only partially depended on availability of water supplies. In many areas, local surface and ground water supplies are inadequate and water must be imported to make up the deficit."
