Us Federal Budgets And Federal Employee Job Satisfaction, Nathan Favero, Carla Flink, Tingli Qu

Researchers have long studied how organizational budgets relate to performance, but how do employees themselves experience the effects of budgetary decisions? Given widespread attention to political dysfunction in US federal budgeting, conventional wisdom holds that employees are negatively affected by budgetary uncertainty (volatility, delays, and stop-gap measures). We test how budget size and uncertainty are associated with US federal employee attitudes using survey and archival data from 2005 to 2020. Results provide some evidence that employee job satisfaction improves with enhanced funds, but there is little to no support for the notion that budgetary uncertainty influences federal employees' job satisfaction.

Therapeutic proteins face a critical pharmacokinetic challenge: rapid clearance from circulation limits their clinical efficacy. Albumin-binding domains (ABDs) offer an elegant solution by enabling therapeutic proteins to “hitchhike” on serum albumin’s favorable 19-day half-life through FcRn-mediated recycling. Clinical validation through approved therapeutics like ozoralizumab demonstrates the success of this approach, with preclinical studies showing fusion to an ABD extended half-life to 18 days. This review provides an analysis of ABD-fusion protein design, integrating structural biology, computational prediction, and rational engineering principles. Here, we present the results of a combined computational and experimental study of electronic, magnetic, and structural properties of V2CoGa, a Heusler alloy that exhibits high spin polarization values in an ordered crystal structure. Our calculations indicate that this compound crystallizes in an inverted cubic structure. The magnetic alignment is ferrimagnetic, due to the anti-aligned magnetic moments of two vanadium sub-lattices. The calculated magnetization value for the ordered structure is 1.97 μ B/f.u. at the equilibrium lattice constant of 5.898 Å. Equal Chances Or Fewer Victims? Moral Judgments In Autonomous Vehicle Dilemmas, Alexander Matros, Eren Bilen, Leonid Matros

We examine the moral dilemma of how autonomous vehicles (AVs) should be programmed to act in unavoidable crash scenarios involving trade-offs between saving one life and saving many. We report results from three experimental studies that investigate individuals’ preferences over alternative AV decision rules in stylized crash scenarios. Across designs, we find robust support for a probabilistic decision rule that assigns passengers and pedestrians equal ex ante chances of survival (a 50:50 rule). This preference persists across different framings and remains salient even when additional probabilistic options are introduced.

Importance

Fibromyalgia (FM) is a chronic pain condition associated with substantial quality-of-life impairments and economic burden. Although multiple pharmacologic options are recommended in clinical guidelines, the relative cost-effectiveness of off-label amitriptyline compared with FDA-approved treatments remains poorly defined due to a scarcity of direct economic comparisons and the use of heterogenous outcome measures in the extant literature.

The emergence of effective immunotherapies has drastically revolutionized clinical management of many cancer types. Among them, chimeric antigen receptor (CAR)-T cell therapy (CTT), as a groundbreaking approach, has been considered as a “living drug,” displaying unprecedented clinical outcomes with hematological malignancies, including B cell leukemia and lymphomas, and multiple myeloma. Biomechanical Trade-Offs Between Root Tensile Strength And Porosity In Coastal Marshes, M. O. Hassan, N. H. Jafari, A. S. Rovai, R. R. Twilley

Root biomechanics play a fundamental role in stabilizing wetland soils and sustaining coastal ecosystems under increasing environmental stress. This study investigates the tensile strength (TS) and internal porosity (n) of roots from two dominant marsh grasses, Spartina alterniflora and Spartina patens, across four sites in the Mississippi River Delta Plain (MRDP), spanning active (Atchafalaya) and inactive (Terrebonne) basins. Through approximately 300 tensile strength tests conducted on live roots across diameter classes and depths, we observed a consistent decline in strength with increasing root diameter and depth. Fine roots (< 2 mm), particularly those in the upper 15 cm, showed the highest tensile resistance, reinforcing their critical role in erosion control. To assess morphological drivers, we employed high-resolution scanning electron microscopy (SEM) with a machine learning (ML) segmentation pipeline to quantify porosity and visualize aerenchyma. Coarse roots exhibited significantly higher porosity due to large central lumens and expanded aerenchyma, while fine roots maintained denser tissue structures. An exponential decay relationship emerged between porosity and tensile strength, indicating a trade-off: increased void space enhances oxygen diffusion in waterlogged soils but compromises mechanical integrity. This inverse relationship was most pronounced in saline environments, suggesting that stress amplifies structural compromises in root traits. This integrative approach, combining precision mechanical testing, advanced imaging, and ML-based analysis, provides a scalable and reproducible framework for characterizing root biomechanics. Findings advance understanding of plant contributions to belowground stability in coastal wetlands and offer practical insights for restoration strategies to enhance shoreline resilience.

We report on the study of the immobilization process of non-radioactive rhenium (Re), a chemical analogue of technetium-99 (99Tc), in compounds based on magnesium potassium phosphate (MKP), as well as the possibility of enhancing their properties with iron-bearing additives/fillers. Powdered Re2O7 was used as the initial Re-containing source. Because of the solubility and high leachability of Tc (VII), which is also volatile at high temperatures, its immobilization for long-term storage and disposal poses a serious challenge to researchers. Land cover data are commonly used to model the terrestrial carbon (C) sink, yet these data have wide margins of error that significantly alter estimates of global C storage. Here we demonstrate this data vulnerability in grasslands, which are critical to C cycling but whose estimated distribution has varied by >50 million km2 (3.5–42% of the Earth’s terrestrial surface). Comparing multiple high-resolution land cover products with expertly annotated grassland data from six continents, we show sources of mapping error and discuss C implications based on 2023 United Nations (UN) FAO estimates. The Brady doctrine requires prosecutors to disclose all favorable and material evidence to the defense. To effectuate that rule, the U.S. Supreme Court has defined materiality as a “reasonable probability” that the evidence would have affected the outcome at trial. But apart from that definition, the Court has resisted offering any further guidance to lower courts. While far too little is known about how Brady materiality claims are actually adjudicated, there is strong evidence that courts often reject Brady claims involving withheld evidence on the grounds that the evidence was not significant enough to be material.

Criminal law purports to care about the individual culpability of those committing crimes. Individual mental states or defenses based on one’s beliefs are considered foundational to moral responsibility and criminal conviction. The expansion of algorithmic risk assessment tools in the criminal legal system, however, threatens these principles, changing the criminal law subject from an autonomous individual to merely a predicted object. The development of photoelectrochemical (PEC) devices involves the attachment of molecular photosensitizers onto solid supports. Particularly significant to this work are PECs that rely on ruthenium-based photosensitizers on high band gap metal oxide (MOx) supports. Objectives: We aimed to investigate the effects of 6 weeks of leucine supplementation on athletic performance, central fatigue, and serum metabolome in endurance athletes, and to provide valuable insights into nutritional strategies for endurance athletes. Methods: Twenty cross-country skiers were recruited and randomized into 2 groups: the placebo (PLA) group and the leucine (LEU) group. Subjects were given leucine (8.5 g) + sucrose (14 g) or only sucrose (14 g) supplements twice each day from Monday to Saturday for 6 weeks. This study explores the adaptive mechanisms and survival strategies deployed by incarcerated individuals during the Lee Prison Riot of April 15, 2018. Drawing solely on in-depth interviews with 25 incarcerated men (predominantly Black, aged 25–61) at Lee Correctional Institution, and utilizing the importation and deprivation models as analytical frameworks, the analysis reveals that early-life trauma, neighborhood disruption, and the construction of survival pride significantly shape inmate adaptation. Background/Objectives: Repetitive Transcranial Magnetic Stimulation (rTMS) can enhance post-stroke aphasia recovery. The right Inferior Frontal Gyrus is the most common target in rTMS studies for inhibitory stimulation. This study explores the behavioral dynamics of collective violence in prisons, focusing on the largest prison riot in the United States in twenty-five years at Lee Correctional Institution, using an ethnographic approach and Crime Script Analysis (CSA). The sample consisted of twenty-five incarcerated men, predominantly African American, aged 25 to 61, with extensive incarceration histories, experiences of violence, and influencer status within the prison community. It identifies key factors such as situational awareness, gang affiliations, and chronic understaffing that escalate violence. We present new observations on the dynamics and locations of deep mantle reservoirs derived from the ages and compositions of Voyager Seamount Chain lava flows. The previously unexplored Voyager Seamount Chain trends NW–SE between the Mid-Pacific Mountains and the Northwestern Hawaiian Ridge. Volcanic samples were recovered from the chain during the Ocean Exploration Trust expedition NA134. The lava flows are alkalic to highly alkalic in composition. Ages ranged from 81 to 86 Ma (n = 8), with the oldest ages in the NW and an age-progression toward the SE. The Voyager age-progression continues southward through the Northern Line Islands …

Single crystals of LnFe(SO4)3(H2O)2 (Ln = La, Ce, Pr, Nd, Sm, Eu, Gd, Dy, Ho, Er, Tm; compounds 1–11) and LnFe(SO4)3(H2O) (Ln = Tm, Yb, Lu; compounds 12–14) were synthesized under hydrothermal conditions. Single-crystal X-ray diffraction (SCXRD) analysis revealed that the dihydrated compounds (1–11) crystallize in centrosymmetric (CS) structures, with the lanthanide ions adopting eight-coordinate geometries. In contrast, the monohydrated compounds (12–14) exhibit noncentrosymmetric (NCS) structures, where the lanthanide ions are seven-coordinated. Background

The FMR1premutation (FXPM) is a common genetic variant (∼1:151 females) linked to increased risk for neurodegenerative disease. Midlife cognitive phenotypes remain poorly defined.

Objective

To characterize episodic memory performance in midlife FXPM women and examine potential risk moderation via genetic (i.e., FMR1CGG repeat expansion size) and environmental (i.e., college degree attainment) influences.

Methods

Eighty-eight FXPM women and 84 matched controls, aged 30–55, completed the Loewenstein-Acevedo Scales for Semantic Interference and Learning (LASSI-L), a measure of specific episodic memory processes sensitive to subtle Alzheimer's disease (AD)-related cognitive and neuropathological changes.

The current study examines whether state immigration enforcement policies, such as sanctuary policies that limit local police cooperation with federal immigration enforcement, are associated with female homicide rates in the United States (2016–2021). We examine crude female homicide rates from the National Violent Death Reporting System (N = 244 state-years), which we stratify by race and ethnicity (Hispanic of all races, non-Hispanic Black, and non-Hispanic White) and victim–suspect relationship (domestic vs. stranger homicide). State-years with policies that are more protective of immigrants were not associated with higher homicide rates for any group. This thought paper examines how philanthropic evaluation frameworks misclassify access to basic human rights as a preliminary step rather than a complete outcome. In competitive funding environments, post-access behavioral metrics such as utilization and compliance are often elevated to outcome status and used to assess program worthiness. Drawing on rights-based and systems-level evaluation frameworks, the paper argues that access itself constitutes a sufficient and legitimate outcome, and that post-access data should function as program management inputs rather than legitimacy or financial thresholds. The LEGEND Collaboration is searching for neutrinoless double-beta (0νββ) decay by operating high-purity germanium detectors enriched in 76Ge in a low-background liquid argon environment. Building on key technological innovations from the GERmanium Detector Array (GERDA) experiment and the MAJORANA DEMONSTRATOR experiment, LEGEND-200 has performed a first 0νββ decay search based on 61.0 kg yr of data. Over half of this exposure comes from our highest performing detectors, including newly developed inverted-coaxial detectors, and is characterized by an estimated background level of 0.5+0.3−0.2 cts/(keV ton yr) in the 0νββ decay signal region. Fourier-transform spectrometers are widely used for spectral measurements. Changes in the field of view during measurement introduce oscillations into the measured spectra known as scene-change artifacts. Field-of-view changes also introduce uncertainty about which target the measured spectrum represents. Though scene-change artifacts are often present in dynamic data, their significance is disputed in the current literature. This work presents a theoretical framework and experimental validation for scene-change artifacts. Field-of-view changes introduce variable interferogram offsets, which standard processing techniques assume are constant. Introduction Gestational weight gain (GWG) is an important indicator of maternal nutrition to be monitored during pregnancy. However, there is no evidence-based tool that can be used to monitor it across all geographic locations and pre-pregnancy body mass index (BMI) categories. The WHO is undertaking a project to develop GWG charts by pre-pregnancy BMI category, and to identify GWG ranges associated with the lowest risks of adverse maternal and infant outcomes. In recent years, hybrid organic–inorganic metal halides have been at the forefront of materials research. Typically, the functional (e.g., optoelectronic) properties of hybrid halides are derived from the inorganic structural part, whereas the organic structural units can add extra advantages in terms of stability, rigidity, and processability. Here, we report the design, synthesis, and characterization of two new hybrid materials in which the outstanding photophysical properties originate from the organic structural part. The new compounds, (C15H16N)2CdCl4 and((Br)C15H15N)2CdCl4, have 2D layered Ruddlesden–Popper-type perovskite structures. These hybrids are blue-white …
