Foreign Studies; an elective course for junior and senior students; is a study of selected Asian cultures; including the nations of China; Japan; and India; and of African cultures; including the nations of Nigeria; Ethiopia; and the Democratic Republic of the Congo. Asia and Africa are studied from the American cultural viewpoint with emphasis upon the three concepts of culture; ideology; and the comparison of traditional and modern society. This teacher's guide is divided into four main sections. 1) An outline of content is presented from which many generalizations are developed. These collected papers and reports; many taken from the Professional Education Seminar at the University of Northern Iowa; concentrate on the failure of inner-city education. A number of essays attempt to analyze the role of teachers; administrators; and communities in the failure of inner-city education. Also; there are several field reports on specific cities. Teacher preparation for working with disadvantaged black students in an urban setting is discussed at length. (Editor/JW)

Amid general plenty, local and regional shortages of water have appeared in the eastern United States.1 These shortages are largely the result of intense concentrations of water demand on the more important rivers-rivers which, for the most part, are heavily polluted This problem is heightened by the fact that the location of major population and industrial centers has only partially depended on availability of water supplies. In many areas, local surface and ground water supplies are inadequate and water must be imported to make up the deficit." A Proposal To Reduce Misallocation Of Livestock Grazing Permits, B. Gardner Delworth

The federal government owns about 400 million acres of land in the eleven western states. Almost 350 million acres are administered by the Forest Service and Bureau of Land Management. In times past most of this land has been used for grazing by domestic livestock. Only approximately 60 million acres of forest range are presently grazed by livestock, while about 160 million acres of "district" land, administered by the BLM, are grazed.
