Most of the contributions to this outpouring of advice to the new Sentencing Commissioners have to do with the substance of the Guidelines. What follows here is far more prosaic - some suggestions not about what the Commission should do, but about how the Commission should work. I make these suggestions with some trepidation, recognizing the difficulty of the task the new members have undertaken. Published data and analyses from temperate and tropical aquatic systems are used to summarize knowledge about the potential impact of land-use alteration on the nitrogen biogeochemistry of tropical aquatic ecosystems, identify important patterns and recommend key needs for research. The tropical N-cycle is traced from pre-disturbance conditions through the phases of disturbance, highlighting major differences between tropical and temperate systems that might influence development strategies in the tropics. Analyses suggest that tropical freshwaters are more frequently N-limited than temperate zones, while tropical marine systems may show more frequent P limitation. Phytochelatins (PCs), a family of heavy metal-inducible peptides important in the detoxification of heavy metals, have been identified in plants and some microorganisms, including Schizosaccharomyces pombe, but not in animals. PCs are synthesized enzymatically from glutathione (GSH) by PC synthase in the presence of heavy metal ions. In Arabidopsis, the CAD1 gene, identified by using Cd-sensitive, PC-deficient cad1 mutants, has been proposed to encode PC synthase. Using a positional cloning strategy, we have isolated the CAD1 gene. Database searches identified a homologous gene in S. pombe, and a mutant with a targeted deletion of this gene was also Cd sensitive …

Ten physically active, untrained, college-aged males (26.4 ± 5.8 years old) received creatine (CR. 5 g creatine monohydrate + 3 g dextrose) and placebo (PLA, 7 g dextrose) supplementation four times per day for 5 days in a doubleblind, randomized, balanced, crossover design. Performance was assessed during maximal and three repeated submaximal bouts of isometric knee extension and handgrip exercise. CR supplementation significantly increased (p < .05) maximal isometric strength during knee extension but not during handgrip exercise. CR supplementation increased time to fatigue during each of the three bouts of submaximal knee extension and handgrip exercise when compared to the PLA trials. These findings suggest that CR supplementation can increase maximal strength and time to fatigue during isometric exercise. However, the improvements in maximal isometric strength following CR supplementation appear to be restricted to movements performed with a large muscle mass.

The cycling of dissolved organic matter (DOM) and its significance to ecosystem metabolism was studled over a 16 mo period in a Thalassia testudjnum dominated meadow. The benthos was usually net autotrophic (annual gross primary production to respiration ratio [P:R] = 1.3) while water column respiration (R) exceeded gross primary production (annual P:R = 0.3). Net fluxes of dissolved organic carbon (DOC) from the benthos primarily occurred in the light (0 to 18 mmol C m-2 d-1) and from seagrass-dominated areas, suggesting that release of DOC was mainly due to seagrass exudation. Biofilm infections are a common complication of prosthetic devices in humans. Previous in vitro research has determined that low-frequency ultrasound combined with aminoglycoside antibiotics is an effective method of killing biofilms. We report the development of an in vivo model to determine if ultrasound enhances antibiotic action. Two 24-h-old Escherichia coli (ATCC 10798) biofilms grown on polyethylene disks were implanted subcutaneously on the backs of New Zealand White female rabbits, one on each side of the spine. Low-frequency (28.48-kHz) and low-power-density (100- and 300-mW/cm2) continuous ultrasound treatment was applied for 24 h with and without systemic administration of gentamicin. The …

Properties of biomass relevant to combustion are briefly reviewed. The compositions of biomass among fuel types are variable, especially with respect to inorganic constituents important to the critical problems of fouling and slagging. Alkali and alkaline earth metals, in combination with other fuel elements such as silica and sulfur, and facilitated by the presence of chlorine, are responsible for many undesirable reactions in combustion furnaces and power boilers. Reductions in the concentrations of alkali metals and chlorine, created by leaching the elements from the fuel with water, yield remarkable improvements in ash fusion temperatures and confirm much of what is …

Chinese officials and newspapers express considerable concern about the country's capacity to feed its huge and still growing population. The rhetoric will be familiar to people in Western countries as a blend of "agrarian fundamentalism" and "Malthusianism." But beyond the official rhetoric, we will argue that reforms in land ownership and irrigation water pricing and management could have highly salutary impacts on agricultural output that could alleviate food shortages far into the future.

At the turn of the century, the name "Evangelina Cisneros" (known in Cuba as Evangelina Cossio) was a household term throughout the United States. Newspapers and books described her daring escape from a Havana prison, and pleas on her behalf flourished--including a request for clemency by Queen Victoria and an eloquent letter from the wife of Jefferson Davis. Although the Cisneros saga has all but disappeared in the general historical references to the eighteen nineties, her prison predicament and her prominence in the press of the times reflect fundamental issues of race and gender that are part of the socio-political …

Caudal movement in snakes may serve either a predatory (e.g., caudal luring) or defensive (eg., rattling, aposematism) function. I describe a new behavioral pattern of tail movement in snakes. Gray rat snakes (Elaphe obsoleta spiloides) foraging on small mammals (Mus domesticus) moved their tails in an erratic, whiplike fashion after detecting their prey in the vicinity. The thrashing movement in the horizontal plane was audibly and visually obvious, resulting in displacement of leaf litter around the tail. Sodium arsenite (NaAsO2), at 10% of its median lethal dose, was administered to rats with and without vitamin C pretreatment. Liver microsomal fraction was isolated and the activity of Ca2+-ATPase was assayed. Sodium arsenite was found to inhibit the activity of the liver microsomal Ca2+-ATPase to 50% to that of control rats. The specific activity of the enzyme in rats administered sodium arsenite with vitamin C pretreatment was not significantly different from that of control rats.

In regenerating southern pine, maintenance of riparian zones (RZs) is a major land concession for soil and water protection and wildlife habitat enhancement. However, there are few data quantifying the volume and value of residual timber in such areas. We inventoried merchantable timber in nine RZs of three widths in sapling-class East Texas pine plantations. Present, discounted, and projected volumes and values of residual timber were determined. Average per-acre volumes of narrow, medium, and wide RZs were 337, 1438, and 2542 board feet (Doyle log rule) and 4.6, 8.2, and 7.2 cords, respectively. At US $154.00 and US $57.00 per …

Pine plantations on Typic Quartzipsamments in East Texas are difficult to establish. Forest management options following clearcutting are limited. A 12 year regeneration study of the growth and survival of loblolly, Pinus faeda, L. shortleaf, P. echinata Mill., slash, f. elliofii Engelm and longleaf pines P. pa/u&is Mill. was conducted to determine optimum tree species and treatments for reforestation. With successful regeneration also comes insects and pathogens. Impacts of the Nantucket pine tip moth, Rhyacionia frusfrana, (Comstock) and the Texas leaf-cutting ant, Affa texana, (Buckley) will be discussed in the context of droughty site management.

Understory woody vegetation in red-cockaded woodpecker nesting clusters located in Pinus taeda (L.) and P. echinara (Mill.) dominated stands were inventoried from December 1986 through January 1987 and later in January 1995 to determine what effects court-ordered management schemes had on the composition, abundance, and diversity of these stands. This paper presents a continuous research effort the animation function in the development of the Activity-Based Construction (ABC) modeling and simulation system. ABC animation uses the constructed ABC simulation model as the animation background; and pre-created images of simulation entities move around along individual execution paths on the ABC model. A library of icons consisting of common construction entities has been created in the ABC system. To perform animation function in ABC only involves one simple additional task for the user to select an appropriate icon for a simulation entity.

In neutrality theory the recipients of vouchers, grants, and purchase-of-service contracts are eligible to participate as providers in government social service programs without regard to their religious character. Indeed, religious beliefs and practices are prohibited bases for screening out those who want to be welfare program providers. Notable examples of congressional social service legislation conforming to the rule of religious neutrality are the ‘charitable choice‘ feature imbedded in the Welfare Reform Act of 1996 and the Community Services Block Grant Act of 1998, as well as the provision allowing issuance of child care vouchers to indigent parents in the Child …
