In the early 1990s, Oregon Health and Science University leadership examined the political and economic landscape and determined it needed a new operational model to survive and thrive. In 1995 OHSU separated from the state higher education system and became a public corporation, with goals of increased efficiency, customer-focus, ability to attract world-class researchers and physicians, and salaries commensurate with an urban academic health center.

In March 2011, Multnomah County's Juvenile Services Division (JSD) in Portland, Oregon implemented a new program model called Functional Family Probation Services, a case management model based on the principles of Functional Family Therapy. Under this model JSD Juvenile Court Counselors deliver Functional Family Probation Services to medium and high-risk youth on probation; both to the youth and their family in their home. This qualitative case study examined the extent to which the Juvenile Court Counselors and Community Justice Managers implemented Functional Family Probation Service's components and recorded their opinions regarding Functional Family Probation Services as a case management model. …

Online learning is a rapidly growing phenomenon in post-secondary education. Institutions of higher learning have embraced online learning for its perceived merits, but without the consideration of how instructors deal with this different learning medium. Little is known of the extent to which different disciplines are suited to the online medium; this is pertinent to disciplines that rely on spontaneous in-person discussion. This study examines which and how trait relevant work design characteristics moderate the relationship between proactive personality and engagement. Proactive personality is defined as an individual's tendency to intentionally and directly affect change in their environment (Bateman & Crant, 1993; Crant, 2000). This research describes organizational level implementation strategies utilized in piloting enhancements to the school-based mentoring program from Big Brothers Big Sisters of America. Semi-structured interviews (n=15) with lead agency implementers along with conference call meeting notes were analyzed using qualitative content analysis. Findings yield a description of the challenges to implementation and strategies to overcome these challenges, formal implementation strategies engaged in, and the extent to which these align with an implementation framework put forth by Klein, Conn, and Sorra (2001) with supplement from Fixsen, Naoom, Blase, Friedman, and Wallace (2005). Large organizations such as Portland State University (PSU) play an important role in the environmental impact and sustainability of a city, EcoDistrict and region. Through their resource use and operations, such organizations can assist in mitigating environmental damage, as well as educate their members and community. PSU does not currently have any formal policies that support sustainable operations, and there is room to improve the sustainability of campus operations. This thesis reconstructs the concept of International Non-Governmental Organization (INGO) accountability to beneficiaries through the development of a strategic model for INGO accountability to beneficiaries. It works through the history and arguments surrounding the rise of the debate around whether INGOs should be held accountable to their beneficiary populations. Driven by issues of accountability, the assessment movement in higher education has gained significant momentum in recent years. However, successful implementation of assessment processes varies radically across institutions and organizational units. A key issue is faculty engagement. This qualitative case study explored factors that impact faculty participation in a professional school assessment initiative. Findings indicate that factors related to individual faculty characteristics (e.g., career preparation, knowledge, beliefs, and attitudes) and institutional characteristics (e.g., leadership, resources, reward structures, work environment, and technology) influence faculty members engagement in assessment activities. The following paper looks at intelligence failures and military failures through the lens of adaptation failure. This paper asserts that there is reason to believe that certain causal elements of alleged intelligence failures reside more so in the province of politics, than in the collection and analysis domain of intelligence tradecraft. A field experiment examines within a financial services firm the impact of a customer satisfaction survey-based intervention that enables front-line employees to identify and contact less-than satisfied customers (less than 9 on a 10-point scale) to proactively prevent potential customer defections. The impact is measured using operational data from 28,000 new customers and their associated defection behavior over a period of eight years. The experiment applies binomial Z-tests of proportions to assess the difference in defection rates of targeted and non-targeted customers before and after the intervention. Research indicates that job strain may be significantly related to cardiovascular disease in employees with little to no social support. Public child welfare agencies experience front line worker turnover rates as high as 25% a year. Worker turnover has significant financial costs to agencies, and has been linked to negative outcomes for children in care. Prior research has linked organizational factors, such as organizational climate, culture, and supervisor satisfaction, to turnover intent in child welfare populations. With homelessness continuing to rise over the past two decades, disenfranchised unhoused people have sparked a national movement to build for themselves democratically governed communities of affordable housing. Dignity Village, in Portland Oregon, is one of the longest running and most organized self-help housing communities in the nation. This paper presents a theoretical systems-based model of a developmental pathway out of homelessness in the U.S. that has as one of its key steps membership and participation in humane and dignified "self-help micro-housing"; communities such as Dignity Village.

The case study examined how three preservice teachers within a Master of Arts in Teaching program at a small, private university negotiated meaning around an educational practice--collaborative action research. Preservice teachers must negotiate multiple, and often competing, internal and external discourses as they sort out what educational practices, policies, organizational structures to accept or reject as presented in the teacher education program. This negotiation is a dynamic, contextual, unique meaning-making process that extends, redirects, dismisses, reinterprets, modifies, or confirms prior beliefs (Wenger, 1998).

In recent decades, as scientific understanding regarding the effects of stress on health and well-being has grown, researchers have shown increasing interest in personal factors such as hardiness that may enhance one's ability to remain resilient under stressful conditions. Hardiness is a complex trait composed of three components (commitment, control, and challenge) that combine synergistically to increase stress tolerance. Exceptional care responsibilities describe the experiences of caring for a dependent with a chronic illness or disability (Roundtree & Lynch, 2006). To date research on exceptional care responsibilities has occurred outside of the traditional work-life field. In January 2002, Washington State Patrol (WSP) Chief Ronal Serpas, Ph.D., implemented his Accountability Driven Leadership (ADL) philosophy throughout the entire statewide public safety agency. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.
