Nature-based solutions encompass strategies that explore ecosystem-based adaptations, green infrastructures, and ecosystem services in environmental planning and landscape management. However, nature-based solutions do not always consider ecological values and perspectives from Black, Indigenous, and Global South population. This dissertation has three independent papers that explore the application of ecosystem-based adaptations, green infrastructures, and ecosystem services in communities unheard by environmental planning agencies. The first paper is a conceptual framework that used literature review and observations of current human-nature interactions to reflect how the criminalization, acculturation, and cultural appropriation of cultural ecosystem services have burdened Black and Indigenous identities. Traffic crashes account for most of casualties and injuries worldwide, and there has been growing concerns and studies regarding the contributing factors of traffic crashes. There are many factors causing or related to an occurrence of traffic crash, e.g., land use, traffic flow conditions, driver behavior and weather condition. This paper studied the spatial and temporal distribution of crashes on highway and developed real-time prediction models for crash occurrence. The purpose of this study is to examine impacts of non-cognitive measures in the college admissions process on the retention of academically at-risk student populations. Increasing access to higher education is of benefit to individual and society as a whole. Traditional college admissions practices use standardized testing and GPA, which have been criticized for not being the best sole predictor for college preparedness. The use of non-cognitive measures may increase diversity and equity within the college admissions process.

Shifting wildfire patterns and climate conditions, magnified by anthropogenic climate change, are threatening the resilience of conifer forests in North America and more specifically, the western US. If native conifer species are functionally maladapted to novel fire patterns and post-fire climate conditions, large-scale shifts in conifer forest structure, composition, and extent may occur as warming intensifies. Transgender people routinely experience discrimination and mistreatment. Although transphobic attitudes vary from country to country, a more in-depth understanding of these attitudes is needed. Using a semi-structured online survey, this study investigates college students' attitudes toward transgender people in Japan and the United States, a cross-national comparison that aims to deepen our understanding of how transphobic attitudes are shaped and what opportunities exist to reduce transphobia amongst college students. Results show that Japanese students express more transphobic attitudes than U.S. students do; and that U.S. students had more experience with gender-based educational content and were more likely to know someone …

The American education system systematically and persistently excludes students from the general education setting based on (dis)ability. Disproportionate segregation of students with Intellectual Disability (ID) is a form of prejudice that is acceptable today and allowable by current laws. Fully segregated education settings for students with ID are harmful to students with disabilities, to their neurotypical peers, and to civilized society as a whole. For many students with ID, ableist systems, deficit thinking, and special education rules allow for segregated placements to persist, impacting their pathway to accessing the general education curriculum.

Climate change is projected to bring more frequent and prolonged droughts, causing widespread forest die-off. Identifying tree mortality over large spatial extents in response to the most recent California drought will help forest managers and conservationists understand where there may be a greater likelihood of future die-offs. In order to find more at-risk areas, this study evaluated how interacting site-specific topographic, climate, substrate, and stand characteristics mediated tree mortality in the Central Sierra Nevada during the 2012-2016 drought. Standards-based mathematics curricula are intended to shape teachers' classroom instruction in alignment with the content and practices of the Common Core State Standards for Mathematics. Instructional leaders facilitating teachers' implementation of these curricula frequently offer a variety of resources and structures to support effective curriculum use, but teachers themselves do not always find these supports to be helpful. Snow-water storage is decreasing, while forest fires are increasing in duration, size, frequency, and intensity, due to climate change. Most forest fires occur in the seasonal snow zone, altering snow mass and energy balance for many years following fire. Following forest fires, Surface snow albedo (SSA) decreases, as light absorbing particles (LAP), particularly black carbon (BC) produced in forest fires get deposited throughout the snowpack, altering snowpack energy balance driving earlier snowmelt in burned forests. A significant proportion of sexual health disparities among adolescents is likely due in-part to inadequate school-based sex education. Spatial configurations of landscape variables (biotic, abiotic, and socio-ecological) affect and are affected by ecological processes and species in watersheds. This dissertation explores relationships among landscape patterns, ecosystem processes and bivalve species dynamics in coastal watersheds in Oregon, USA. I approached this broad topic through two primary avenues of research: investigating cross-ecosystem threats from pesticide use in forestland management to downstream aquatic environments, and the landscape ecology of an at-risk freshwater mussel species.

This dissertation examines the regional and seasonal variability of extreme precipitation and atmospheric rivers (ARs) across the contiguous United States (CONUS) in past, present, and future climates. An extreme precipitation categorization scheme, designed to monitor and track the multi-scale variability of extreme precipitation, is applied to a range of precipitation measurement products as an assessment of observational uncertainty. Hyperspectral imagery has become a common remote sensing data type used in tree species classifications because of its rich spectral signals that allow the detection of the variations in canopy reflectance. While high spatial resolution hyperspectral imagery provides fine spatial resolution for discerning surface objects, it has the inherent drawbacks of expensive acquisition costs, large data sizes, and can be computationally taxing to use. Atmospheric rivers (ARs)--long corridors of intense atmospheric water vapor transport--significantly influence the hydrologic cycle and regional hydrometeorological extremes across the contiguous United States (CONUS). Ongoing and future climate change may alter AR characteristics and impacts, making confident climate model projections of future change, especially at regional scales, of critical importance. In order to better constrain uncertainty in such projections of future change, we perform a comprehensive climate model evaluation of AR climatology over the CONUS. Projections of 500 hPa geopotential height (Z500) patterns over the Pacific Northwest of North America and their associated surface temperature, precipitation, and frequency of occurrence are assessed using models from the 6th phase of the Coupled Model Intercomparison Project (CMIP6). The self-organizing maps approach is applied to reanalysis data from the Modern-Era Retrospective Analysis for Research and Applications, version-2 (MERRA-2) to cluster daily Z500 anomalies into 12 representative patterns that span the range of historical circulation patterns. In 2019, a coalition of irrigation districts in central Oregon's Deschutes Basin submitted the Deschutes Basin Habitat Conservation Plan to the US Department of Fish and Wildlife. Racializing Discourses: An Exploration Of Moreno Subject Formation In Oaxaca, Mexico, Juan Salvador Sepulveda-Figuereo

Processes of Black racialization in Mestizo Latin America open a space to expose how subjectivities emerge and change while in tension with broader national ideas and transnational discourses. Morenos, typically dark skin individuals of African descent, inhabit the boundaries of mestizaje, Mexico's national racial ideology which emphasizes indigenous and Spanish ancestry. As a result, regional narratives subject morenos to racialization processes that align with the historical erasure of people of African descent, effectively excluding morenos from the nation. Nevertheless, morenos incorporate themselves into the regional and national narratives through various mechanisms and (re)formulations of established discourses.

In recent years, some police departments have started providing open crime maps depicting select crime-related data. However, there has been no studies so far evaluating map delivery sources, the type of maps delivered, and why agencies might be doing so. Using a random, stratified sample of 1,677 police departments from the 2013 Law Enforcement Management and Administrative Statistics (LEMAS) survey, the current study examines how many police departments provide access to online crime maps as well as how they are delivered (externally or internally) and prevalent map types (dot, density, choropleth, etc.). The Portland Urban Coyote Project (PUCP) is a citizen science project that allows community members to upload coyote (Canis latrans) sighting data to a database that is used to create a public web map; contributors often add observations as well. I analyzed one year of PUCP comment data in order to assess the utility of the citizen science methods used by PUCP for urban carnivore research. In 1983, the Oregon State legislature repealed the eugenic sterilization law that had been in use for 60 years. Initially passed during the Progressive era, this law epitomized the State's legacy of surveilling, policing, caging, and inflicting brutality on marginalized and racialized communities who were deemed dangerous, threatening, or contagious. Public health leaders, political officials, law enforcement authorities, and private charities worked together as a multivalent system to maintain racial purity in the State. The Hooskanaden Landslide -- a slow-moving earthflow on the southwest coast of Oregon -- crosses US Highway 101 and has been a site of continued interest to the Oregon Department of Transportation (ODOT) due to the weak lithology, erosive environment, and recurrent surge behavior (every ~15 years).
