Cities throughout the country face a number of challenges in dealing with the changing development needs of the 21st century. In urban planning, the fusion of social, environmental, political, economic, and functional considerations are required. Today, local, state, and federal governments are experiencing an economic downturn, making resources scarce to plan for smarter development, attain greater public interest, and economic revival.

The City of San Joaquin 2040 Community Plan was prepared by a group of 15 Graduate Students and one professor in the City and Regional Planning Department at California Polytechnic State University, San Luis Obispo, between September 2010 and March 2011. The Plan, which embodies seven months of research on the existing conditions and future direction for the City of San Joaquin, California, was completed as a component of the graduate degree requirements to obtain a Master of City and Regional Planning degree from the University. The plan represents a collaboration between the City and University.

True sustainability demands that we seek to more than ‘prop up’ traditional approaches to our environment; rather, it requires that we redress current shortcomings in the planning and design of our urban environment at both bio-regional and local scales. Nourishing Urbanism proposes a shift in the urban and non-urban paradigm relating to energy, water and food; all face significant climate-related challenges—and are united by land-use policy, planning and design. Built in the 1970s, Village Homes is an extremely successful housing development in Davis, California, and considered a model of sustainable community design. Energy-conscious houses are organized around a system of pedestrian-friendly streets and open spaces, with community facilities, shared gardens, orchards, and vineyards, all managed by residents. Professor Paul Wack, a founder of the Sustainable Environments minor in the College of Architecture and Environmental Design, has been adopting it as a case-study for his classes for several years.

New Zealand, or Aotearoa to the native Maori, is a small island nation of 4 million people and 47 million sheep, located across the Tasman Sea from Australia. The home of the Kiwi (an endangered bird, a popular fruit, and the friendly people) is about the size of Colorado, although the shape of the north and south islands would approximate the elongated length of California.

A Quantitative Method For Estimating Probable Public Costs Of Hurricanes, Michael R. Boswell, Robert E. Deyle, Richard A. Smith, E. Jay Baker

A method is presented for estimating probable public costs resulting from damage caused by hurricanes, measured as local government expenditures approved for reimbursement under the Stafford Act Section 406 Public Assistance Program. The method employs a multivariate model developed through multiple regression analysis of an array of independent variables that measure meteorological, socioeconomic, and physical conditions related to the landfall of hurricanes within a local government jurisdiction. From the regression analysis we chose a log–log (base 10) model that explains 74% of the variance in the expenditure data using population and wind speed as predictors.
