Citizen planners are direct representatives of their communities, “often working without formal position, a title, or support from the state” (Beard, 2012, p. 708). The Santa Maria Climate Action Plan Recommendations addresses GHG emissions reduction for the largest sectors in the City of Santa Maria- Building Energy and Transportation. The project includes GHG forecasts and reduction targets from the City’s Draft 2020 Community-Wide Greenhouse Gas Inventory Report. The reduction targets are met through a series of actionable measures to help the City meet aggressive reduction targets by 2030 and 2045.

The North Hollywood-Burbank Airport Red Line Extension is a proposal that plans to connect the Red Line from the North Hollywood Station to the Hollywood Burbank Airport. The main focus of the extension is to reduce traffic by allowing a direct Metro rail to the airport. Extending the line will help commuters traveling between Los Angeles to San Fernando Valley and new arrivals at the Hollywood Burbank Airport. In the proposal, commuters will have a direct connection to Amtrak’s Pacific Surfliner and Coast Starlight without having to travel down to Union Station. Many California coastal communities lack a supply of housing, produce high levels of greenhouse gas emissions by daily auto commuters but have existing local and commuter rail stations with large fields of parking surrounding it. Transit-Oriented Development (TOD) integrates the building of housing, retail, office, and public space together focused around transit stations. This infill of development locates people within comfortable walking distance, usually within a quarter-mile, of a public trail transit station reducing automobile dependence for local trips or commuting for work.
