การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ 1) ลักษณะการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ในปัจจุบัน 2) ปัญหาที่เป็นอุปสรรคในการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ที่เผชิญในอดีต ปัจจุบันและอนาคตและ 3) แนวทางการพัฒนากองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ให้เป็นองค์กรที่มีสมรรถนะในการปฏิบัติงานสูงและเป็นต้นแบบของสำนักงานตำรวจแห่งชาติ การศึกษาเป็นการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกโดยผู้ให้สัมภาษณ์คือเจ้าหน้าที่ตำรวจระดับต่าง ๆ ภายในกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ผลการวิจัยพบว่า 1) ลักษณะการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ในปัจจุบัน “มีอำนาจหน้าที่และความรับผิดชอบสืบสวนคดีอาญาตามประมวลกฎหมายวิธีพิจารณาความอาญา การสืบสวนการกระทำผิดตามประมวลกฎหมายอาญา กฎหมายอื่นที่มีโทษทางอาญา รวมถึงพระราชบัญญัติตำรวจแห่งชาติ ตลอดจนคำสั่งจากผู้บังคับบัญชาซึ่งกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ในปัจจุบันมีเขตพื้นที่ที่รับผิดชอบ 8 จังหวัดภาคตะวันออกได้แก่ จังหวัดชลบุรี ระยอง จันทบุรี ตราด ฉะเชิงเทรา นครนายก ปราจีนบุรีและสระแก้ว 2) ปัญหาที่เป็นอุปสรรคในการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ที่เผชิญประกอบด้วยปัญหาด้านงบประมาณ ความเชี่ยวชาญ บุคลากร การบริหารและการทำงานเป็นทีมและ 3) แนวทางการพัฒนากองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ให้เป็นองค์กรที่มีสมรรถนะในการปฏิบัติงานสูงและเป็นต้นแบบของสำนักงานตำรวจแห่งชาติประกอบด้วยด้านการพัฒนาการมุ่งผลสัมฤทธิ์ ด้านความเชี่ยวชาญในอาชีพ ด้านจริยธรรม ด้านการทำงานเป็นทีม ด้านการบริหาร (วิสัยทัศน์/นโยบาย) และด้านทรัพยากร (งบประมาณ/เครื่องมือ วัสดุและอุปกรณ์)

การศึกษาแนวทางการพัฒนาการบริหารงบประมาณและการจัดทำแผนพัฒนากลุ่มจังหวัด กรณีศึกษากลุ่มจังหวัดภาคตะวันออก 1 (ฉะเชิงเทรา ชลบุรี ระยอง)​ มีวัตถุประสงค์ 3 ประการ คือ เพื่อศึกษาวิเคราะห์การจัดทำแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 เพื่อศึกษาแนวทางการพัฒนาการจัดทำแผนพัฒนาและแผนปฏิบัติราชการประจำปีของกลุ่มจังหวัดภาคตะวันออก 1 และเพื่อศึกษาแนวทางการพัฒนาการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 การศึกษาวิจัยในครั้งนี้ เป็นการวิจัยเชิงปริมาณและเชิงคุณภาพ โดยการวิจัยเชิงปริมาณเก็บรวบรวมข้อมูลจากการใช้แบบสอบถาม จำนวน 76 ชุด จากผู้ปฏิบัติงานและผู้มีส่วนเกี่ยวข้องกับการจัดทำแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 และในการวิจัยเชิงคุณภาพใช้วิธีการศึกษาข้อมูลจากเอกสาร และการสัมภาษณ์เชิงลึก โดยมีผู้ให้ข้อมูลสำคัญ จำนวน 6 ท่าน คือ ผู้บริหาร ผู้เชี่ยวชาญ และผู้มีความรู้ด้านการจัดทำแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 ผลการศึกษาพบว่า ผู้ตอบแบบสอบถามส่วนใหญ่มีความเห็นด้วยเกี่ยวกับกระบวนการจัดทำแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 ในด้านกระบวนการจัดทำแผนและงบประมาณ การมีส่วนร่วมของทุกภาคส่วน ความพร้อมของบุคลากร และประเด็นการพัฒนา อยู่ในระดับปานกลางทุกด้าน และเมื่อเปรียบเทียบความคิดเห็นเกี่ยวกับกระบวนการจัดทำแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 จำแนกตามตัวแปรสถานที่ปฏิบัติงาน พบว่า ในภาพรวมสถานที่ปฏิบัติงานที่แตกต่างกันมีความคิดเห็นเกี่ยวกับกระบวนการจัดทำแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 ไม่แตกต่างกัน แต่เมื่อวิเคราะห์เป็นรายด้านพบว่า สถานที่ปฏิบัติงานที่แตกต่างกันมีความคิดเห็นต่อระดับความเห็นด้วยกับประเด็นความพร้อมของบุคลากรที่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยจังหวัดฉะเชิงเทรามีความเห็นด้วยกับประเด็นความพร้อมของบุคลากร มากกว่าจังหวัดชลบุรี และจังหวัดระยอง โดยปัญหาและอุปสรรคในการจัดแผนและงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 พบว่า ระยะเวลาในการจัดทำแผนและงบประมาณมีจำกัด ประกอบกับปัญหาบุคลากรมีจำนวนไม่เพียงพอต่อการปฏิบัติงาน ส่งผลให้การจัดทำโครงการบางครั้งขาดการวิเคราะห์ข้อมูลอย่างละเอียด เพื่อให้ได้มาซึ่งแผนงานและโครงการที่มีประสิทธิภาพ สอดคล้องกับความต้องการของประชาชนในพื้นที่กลุ่มจังหวัดภาคตะวันออก 1 โดยผู้ให้สัมภาษณ์ส่วนใหญ่เห็นว่าในการพัฒนาการบริหารงบประมาณและการจัดทำแผนพัฒนากลุ่มจังหวัดภาคตะวันออก 1 ควรให้ความสำคัญกับการพัฒนาความรู้ความสามารถของบุคลากร ซึ่งเป็นพื้นฐานสำคัญที่จะทำให้การดำเนินงานเป็นไปอย่างมีประสิทธิภาพ และบรรลุผลสัมฤทธิ์ของพัฒนากลุ่มจังหวัดภาคตะวันออก 1

การวิจัยนี้มีวัตถุประสงค์ 1 เพื่อศึกษาสถานการณ์ปัจจุบันในการบริหารจัดการคุณภาพของวิทยาลัยนานาชาติ ม.มหิดล 2 เพื่อวิเคราะห์ปัญหา อุปสรรค และปัจจัยสนับสนุนการพัฒนาการบริหารจัดการคุณภาพวิทยาลัยนานาชาติฯ สู่การเป็นองค์การสมรรถนะสูงด้านสถาบันการศึกษานานาชาติ 3 เพื่อเสนอแนวทางการพัฒนาการบริหารจัดการคุณภาพวิทยาลัยนานาชาติฯ สู่การเป็นองค์การสมรรถนะสูงด้านสถาบันการศึกษานานาชาติ การวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลจากการทบทวนเอกสารที่เกี่ยวข้องร่วมกับการวิเคราะห์สภาพแวดล้อมภายในและภายนอกที่มีอิทธิพลต่อองค์การ ใช้เทคนิคการวิจัยการสังเกตแบบมีส่วนร่วมและการสัมภาษณ์เชิงลึกผู้เชี่ยวชาญด้านเกณฑ์ประเมิน ผู้บริหาร และการสนทนากลุ่มกับผู้ปฏิบัติการ รวมทั้งสิ้น 28 คนโดยใช้แบบสัมภาษณ์กึ่งโครงสร้าง ตามเกณฑ์การประเมินคุณภาพการบริหารจัดการภาครัฐ จากผลการวิจัยพบว่า วิทยาลัยนานาชาติฯ มีการพัฒนาการบริหารจัดการคุณภาพทั่วทั้งองค์การตามเกณฑ์การประเมินคุณภาพ ประกอบด้วยเกณฑ์ 7 หมวด ได้แก่ 1 การนำองค์กร 2 การวางแผนเชิงกลยุทธ์ 3 การให้ความสำคัญกับลูกค้า 4 การวัด วิเคราะห์ และการจัดการความรู้ 5 การมุ่งเน้นทรัพยากรบุคคล 6 การจัดการกระบวนการ 7 ผลลัพธ์ มาเป็นแนวปฏิบัติหลักในการขับเคลื่อนองค์การเพื่อมุ่งไปสู่การเป็นองค์การสมรรถนะสูง นอกจากเกณฑ์ทั้ง 7 แล้วยังมีเกณฑ์ที่อิงกับแนวคิด World Class University เข้ามามีบทบาทสำคัญในการกำหนดทิศทางและทบทวนกระบวนการด้านการวางแผนผลิตภัณฑ์และบริการของผู้นำซึ่งทุกประเทศกำลังเผชิญกับความท้าทาย ข้อจำกัดในการวิจัยครั้งนี้ คือ การขาดความเชื่อมโยงของผลลัพธ์ เนื่องจากขาดการบูรณาการร่วมกันระหว่างหน่วยงาน ข้อเสนอแนะ คือ ควรมีการบริหารจัดการอย่างเป็นระบบ โดยเฉพาะการบริหารจัดการทรัพยากรมนุษย์ และการบริหารผลลัพธ์ให้มีความเชื่อมโยงและสอดรับกับกระแสแห่งการเปลี่ยนแปลงโลก

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษากระบวนการปฏิบัติงานของกรมศุลกากรในการป้องกันและปราบปรามการลักลอบส่งออกยาเสพติดทางไปรษณีย์ 2) วิเคราะห์หาแนวทางการพัฒนาการปฏิบัติงานของกรมศุลกากรในการป้องกันและปราบปรามการลักลอบส่งออกยาเสพติดทางไปรษณีย์ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลสำคัญ ได้แก่ ข้าราชการกรมศุลกากร ข้าราชการสำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด ข้าราชการตำรวจจากกองบัญชาการตำรวจปราบปรามยาเสพติดและเจ้าหน้าที่บริษัทไปรษณีย์ไทย จำกัด จำนวน 7 ท่าน ผลการศึกษา พบว่า การดำเนินงานของกรมศุลกากรในการป้องกันและปราบปรามการลักลอบส่งออกยาเสพติดทางไปรษณีย์มีความร่วมมือ การติดต่อสื่อสารและสัมพันธภาพระหว่างหน่วยงานที่เกี่ยวข้องเป็นไปด้วยดี อย่างไรก็ตามเครื่องมือที่ใช้ในการตรวจสอบยังมีไม่เพียงพอและไม่ทันสมัยรวมถึงจำนวนบุคลากรไม่เพียงพอต่อปริมาณการส่งออกพัสดุไปรษณีย์ที่มีแนวโน้มเพิ่มขึ้นต่อเนื่องและไม่สอดคล้องกับแนวคิดการลดอัตรากำลังของภาครัฐและงบประมาณที่มีอยู่อย่างจำกัด ดังนั้นจึงต้องให้ความสำคัญกับการพัฒนาบุคลากรให้มีความเชี่ยวชาญในงานและพัฒนาความร่วมมือระหว่างกรมศุลกากรกับสำนักงานป้องกันและปราบปรามยาเสพติดในด้านการข่าว การขยายผลจับกุมรวมถึงการทำลายเครือข่ายยาเสพติด ทั้งนี้ในกระบวนการปฏิบัติงานพบปัญหาและอุปสรรคที่สำคัญคือ การขาดระบบข้อมูลส่งออกไปรษณีย์ล่วงหน้า ทำให้เจ้าหน้าที่ศุลกากรต้องคัดเลือกและประเมินความเสี่ยงของพัสดุไปรษณีย์จากรายละเอียดหน้ากล่องพัสดุ สำหรับข้อเสนอแนะคือ การนำระบบเทคโนโลยีสารสนเทศมาใช้เก็บข้อมูลความเสี่ยงจากพัสดุไปรษณีย์ส่งออก ได้แก่ รายละเอียดของผู้ฝากส่ง ผู้รับและรายละเอียดเกี่ยวกับสินค้าเพื่อให้เจ้าหน้าที่ศุลกากรสามารถประเมินระดับความเสี่ยงของพัสดุไปรษณีย์ก่อนพัสดุไปรษณีย์มาถึงศูนย์คัดแยกเพื่อเพิ่มความรวดเร็วในการคัดแยกและการคัดเลือกตรวจสินค้าสามารถดำเนินการได้ตรงเป้าหมายรวมถึงการยกระดับการตรวจสินค้าให้มีมาตรฐานมากยิ่งขึ้น

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์ระบบการบริหารเบี้ยยังชีพผู้สูงอายุด้วยเทคนิคการวิเคราะห์ SWOT, เพื่อศึกษาทัศนคติของผู้สูงอายุที่ได้รับเบี้ยยังชีพเกี่ยวกับระบบการบริหารเบี้ยยังชีพผู้สูงอายุ ในช่วงปีงบประมาณ พ.ศ. 2561-2563, และเพื่อสังเคราะห์แนวทางการพัฒนาระบบการบริหารเบี้ยยังชีพผู้สูงอายุขององค์การบริหารส่วนตำบลเจดีย์หัก จังหวัดราชบุรี การวิจัยครั้งนี้เป็นการวิจัยแบบผสมผสาน โดยใช้วิธีการเก็บรวบรวมข้อมูลจากการสัมภาษณ์ผู้บริหารและผู้ปฏิบัติงานในหน่วยงานดังกล่าว และการสำรวจรวมถึงการสัมภาษณ์ผู้สูงอายุภายในพื้นที่ดังกล่าวที่ได้รับเบี้ยยังชีพ ผลการศึกษาพบว่า ผู้สูงอายุมีระดับความพึงพอใจดังนี้ ด้านหลักการจ่ายเบี้ยยังชีพผู้สูงอายุ ด้านการติดตามและประเมินผลอยู่ในระดับปานกลาง ด้านคุณสมบัติและการรับจดทะเบียนผู้สูงอายุ ด้านขั้นตอนการดำเนินงาน รวมถึงด้านบุคลากรอยู่ในระดับมาก และด้านการจ่ายเงินอยู่ในระดับมากที่สุด สำหรับการสัมภาษณ์ผู้บริหารและผู้ปฏิบัติงานพบว่ามีความคิดเห็นไปในทิศทางเดียวกันว่า ผู้สูงอายุที่มีจำนวนมาก การขาดแคลนบุคลากร และระยะเวลาในการปฏิบัติงานมีจำกัด คือปัญหาสำคัญในระบบการบริหารเบี้ยยังชีพ ดังนั้นงานวิจัยชิ้นนี้จึงมีข้อเสนอแนะว่าองค์การบริหารส่วนตำบลเจดีย์หักควรมีการเพิ่มอัตราบุคลากร การพัฒนาความรู้ของบุคลากร การเพิ่มอัตราเบี้ยยังชีพ การประเมินและติดตามผลอย่างต่อเนื่อง รวมถึงควรมีการศึกษาเปรียบเทียบกับองค์กรปกครอง ส่วนท้องถิ่นแห่งอื่นในพื้นที่ใกล้เคียง เพื่อนำไปสู่แนวทางการพัฒนาระบบการบริหารเบี้ยยังชีพผู้สูงอายุขององค์การบริหารส่วนตำบลเจดีย์หัก จังหวัดราชบุรีต่อไป

สารนิพนธ์เรื่อง แนวทางพัฒนาการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ กรณีศึกษา: การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) มีวัตถุประสงค์เพื่อศึกษาปัญหาในการดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุของ กฟผ. และเสนอแนะแนวทางพัฒนางานจัดซื้อจัดจ้างและบริหารพัสดุ โดยศึกษาด้วยวิธีวิจัยเชิงคุณภาพ จากเอกสารที่เกี่ยวข้องและการสัมภาษณ์แบบเชิงลึกจากบุคลากรที่เกี่ยวข้องกับงานจัดซื้อจัดจ้างและบริหารพัสดุของ กฟผ. เพื่อศึกษาปัญหาและอุปสรรค ตลอดจนเสนอแนะแนวทางในการปรับปรุงและพัฒนาการจัดซื้อจัดจ้างและบริหารพัสดุของ กฟผ. จากการศึกษาพบว่า กฟผ. มีการดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุภายใต้พระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ.2560 และระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 อย่างเคร่งครัด มีการออกระเบียบและคำสั่งหน่วยงานเพื่อกำกับดูแลให้การดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุมีความคุ้มค่า โปร่งใส มีประสิทธิภาพและประสิทธิผล สามารถตรวจสอบได้ตามหลักแนวคิดการจัดซื้อจัดจ้างภาครัฐ อย่างไรก็ตาม เมื่อวิเคราะห์การดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุของ กฟผ. ผ่านแนวคิดห่วงโซ่แห่งคุณค่าทำให้พบปัญหาในการดำเนินงาน ซึ่งได้แก่ 1) รูปแบบในการดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุบางขั้นตอนมีการดำเนินงานแบบเชิงรับ ส่งผลให้การดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุไม่มีประสิทธิภาพเท่าที่ควรจะเป็น 2) ขาดการบริหารจัดการคลังพัสดุที่เหมาะสมและมีประสิทธิภาพ เกิดความล่าช้าในการดำเนินงานด้านพัสดุ 3) เกิดความล่าช้าในงานด้านเอกสาร เนื่องจากบางงานต้องใช้ความเชี่ยวชาญเฉพาะทางและดุลยพินิจสูง 4) ผู้ปฏิบัติงานบางส่วนขาดความรู้ความเข้าใจใน ระเบียบและแนวทางการปฏิบัติงานจัดซื้อจัดจ้างและบริหารพัสดุ 5) กฟผ. มีโครงสร้างองค์การขนาดใหญ่ มีหน่วยงานจัดซื้อจัดจ้างและบริหารพัสดุจำนวนมาก ส่งผลให้เกิดความยุ่งยากและซับซ้อนในการกำกับดูแลภาพรวมงาน 6) ขาดการพัฒนาระบบหรือนำเทคโนโลยีมาใช้ในการดำเนินงานจัดซื้อจัดจ้างและบริหารพัสดุต่อยอดจากระบบการวางแผนทรัพยากรทางธุรกิจขององค์กรที่ กฟผ. ใช้อยู่ในปัจจุบัน ผลจากการศึกษาพบว่า กฟผ. สามารถปรับปรุงและพัฒนาการจัดซื้อจัดจ้างและบริหารพัสดุผ่านหลัก Balanced Scorecard (BSC) ซึ่งกล่าวถึง มุมมองในการควบคุมและประเมินประสิทธิภาพการทำงานขององค์การ โดยหากมองในมุมมองด้านการเรียนรู้และการพัฒนาและการพัฒนาปัจจัยอื่นๆที่ช่วยเหลือในการทำงาน จะส่งผลให้มีการพัฒนากระบวนการทำงานเกิดเป็นผลการดำเนินงานที่ดี นำไปสู่การเพิ่มประสิทธิภาพและประสิทธิผลในการดำเนินงานด้านอื่นขององค์การ สร้างความน่าเชื่อถือและความความมั่นใจให้แก่ประชาชนและประโยชน์ต่อประเทศ

งานวิจัยเรื่อง แนวทางในการสนับสนุนการพัฒนาทักษะบุคลากรในการประยุกต์ใช้เทคโนโลยีดิจิทัล (Digital Savvy) ตามแผนงาน Digital Competency: กรณีศึกษา การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) มีวัตถุประสงค์เพื่อศึกษานโยบายการพัฒนาทักษะการประยุกต์ใช้เทคโนโลยีดิจิทัล (Digital Savvy) ของ กฟผ. ปัญหาและอุปสรรคของแผนการดำเนินงานด้าน Digital Competency และเสนอแนะแนวทางในการสนับสนุนการพัฒนาทักษะบุคลากรในการประยุกต์ใช้เทคโนโลยีดิจิทัล (Digital Savvy ด้วยวิธีวิจัยเชิงคุณภาพ (Qualitative Research) ผู้วิจัยใช้วิธีการสัมภาษณ์เชิงลึก (In-depth Interview) โดยเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง (Purposive Sampling) จำนวนทั้งสิ้น 16 คน แบ่งเป็น บุคลากรการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย3 กลุ่ม คือ ระดับผู้บริหาร (3 คน) ระดับหัวหน้าแผนก (3 คน) ระดับผู้ปฏิบัติงาน (9 คน) นอกจากนี้ ยังสัมภาษณ์นักวิชาการที่มีความรู้ความเชี่ยวชาญด้านเทคโนโลยีดิจิทัล อีก 1 คน ผลการศึกษา พบว่า (1) การรับรู้แนวทางการเสริมสร้างบุคลากรให้มีความรู้และทักษะการประยุกต์ใช้เทคโนโลยีดิจิทัล (Digital Savvy) ผู้ปฏิบัติงานส่วนใหญ่ไม่ได้มีการรับรู้แนวทางการเสริมสร้างบุคลากรให้มีความรู้และทักษะดิจิทัล เนื่องจากไม่ค่อยมีการสื่อสารนโยบายเกี่ยวกับการเสริมสร้างทักษะการประยุกต์ใช้เทคโนโลยีดิจิทัล ทั้งนี้ บุคลากรทุกระดับเห็นความสำคัญของการมีทักษะทางด้านการประยุกต์ใช้เทคโนโลยีดิจิทัล (Digital savvy) ในการส่งผลต่อการทำงานของตนเองรวมทั้ง ส่งผลถึงประสิทธิภาพโดยรวมขององค์กร (2) ปัญหาและอุปสรรคในการดำเนินงานตามแผนงาน Digital Competency ให้ไม่เป็นไปตามเป้าหมาย คือ ทัศนคติส่วนบุคคล หรือ Mindset ในการเรียนรู้และเปิดใจยอมรับการเปลี่ยนแปลง โดยต้องทำให้บุคลากรเห็นความสำคัญของการนำเทคโนโลยีดิจิทัลมาใช้งาน (3) แนวทางการพัฒนา/ปรับปรุงทักษะการประยุกต์ใช้ดิจิทัลของบุคลากร กฟผ. มีความคาดหวังว่า บุคลากรในองค์กรต้องสามารถใช้งานในโปรแกรมขั้นพื้นฐานที่องค์กรกำหนดไว้ และควรมีระดับทักษะตามค่าคาดหวังที่กำหนดไว้ในสมรรถนะหลักขององค์กร (Core Competency) สำหรับข้อเสนอแนะในการศึกษาวิจัย มุ่งเน้นไปที่การปรับเปลี่ยนทัศนคติของบุคลากรในองค์กรให้เป็นกรอบความคิดเติบโต (Growth Mindset) ด้วยวิธีการต่าง ๆ ได้แก่ การปรับเปลี่ยนวัฒนธรรมองค์กรให้เป็น Digital Culture การทำให้เห็นถึงประโยชน์ของดิจิทัล (Digital Benefits) การรู้สึกถึงความเป็นเจ้าของ (Ownership Mindset) …

แอสตาแซนทีนเป็นสารต้านออกซิเดชันที่มีฤทธิ์แรงซึ่งมีผลิตภัณฑ์จำหน่ายในรูปแบบเม็ดและแคปซูลสำหรับรับประทาน อย่างไรก็ตาม แอสตาแซนทีนมีข้อจำกัดด้านการดูดซึมเข้าสู่ทางเดินอาหาร จึงมีการนำระบบนาโนอิมัลชันมาใช้ในการพัฒนาเป็นระบบนำส่งแอสตาแซนทีน โดยทำการศึกษาผลของชนิดและความเข้มข้นของสารทำอิมัลชันต่อคุณสมบัติและความคงตัวของตำรับแอสตาแซนทีนนาโนอิมัลชันชนิดรับประทาน โดยใช้น้ำมันรำข้าว และใช้สารทำอิมัลชันเดี่ยว (โซเดียมเคซิเนต 1, 3, 5% หรือ พอลิซอร์เบต 80 4, 6, 8%) และใช้สารทำอิมัลชันผสมทั้งสองชนิด ผลการศึกษาพบว่า ขนาดหยดอนุภาคของตำรับนาโนอิมัลชันเปล่าที่ใช้สารทำอิมัลชันเดี่ยวโซเดียมเคซิเนตใหญ่กว่าตำรับที่ใช้สารทำอิมัลชันเดี่ยวพอลิซอร์เบต 80 และการเพิ่มความเข้มข้นของพอลิซอร์เบต 80 ส่งผลให้ขนาดหยดวัฏภาคภายในลดลงอย่างมีนัยสำคัญ (p<0.05) สำหรับตำรับที่ใช้สารทำอิมัลชันผสม การเพิ่มความเข้มข้นของสารทำอิมัลชัน ทำให้ขนาดหยดวัฏภาคภายในมีขนาดเล็กลงและมีค่าศักย์ไฟฟ้าซีต้าอยู่ระหว่างการใช้สารทำอิมัลชันเดี่ยว 2 ชนิด จากการศึกษาความคงตัวทางกายภาพภายใต้สภาวะเร่งร้อน-เย็น จำนวน 6 รอบ พบว่า ทุกตำรับที่ใช้สารทำอิมัลชันเดี่ยวและตำรับที่ใช้สารทำอิมัลชันผสมที่มีโซเดียมเคซิเนต 1% มีความคงตัวทางกายภาพที่ดี จากนั้น เลือกใช้สารทำอิมัลชันที่ความเข้มข้นน้อยที่สุดและให้ความคงตัวที่ดี นำมาเตรียมนาโนอิมัลชันที่บรรจุแอสตาแซนทีน โดยเลือกใช้สารทำอิมัลชันเดี่ยว 1% โซเดียมเคซิเนต, 4% พอลิซอร์เบต 80 และสารทำอิมัลชันผสมทั้งสองชนิดที่ความเข้มข้นเดียวกัน จากการศึกษาความคงตัวทางกายภาพและเคมี ที่อุณหภูมิ 5 °C และ 25 °C เป็นเวลา 100 วัน พบว่า ที่อุณหภูมิ 5 °C ตำรับแอสตาแซนทีนนาโนอิมัลชันมีความคงตัวทางเคมีดีกว่าที่อุณหภูมิ 25 °C และตำรับที่ใช้สารทำอิมัลชันผสมมีความคงตัวทางเคมีดีกว่าตำรับที่ใช้สารทำอิมัลชันเดี่ยวโซเดียมเคซิเนต และพอลิซอร์เบต 80 ตามลำดับ ผลการศึกษาที่ได้สามารถนำไปประยุกต์ใช้ในการพัฒนาระบบนำส่งแอสตาแซนทีนในรูปแบบนาโนอิมัลชันสำหรับรับประทานต่อไป

The research investigated pragmatic transfer in responses to English tag questions by L1 Thai learners based on the theory of interlanguage pragmatics, specifically pragmatic transfer (Kasper & Blum-Kulka, 1993). There were two participant groups: a native control group and two experimental groups. The control group consisted of three native English speakers formulating the baseline data. The current study aimed to investigate the production of L2 English ‘wish-clauses’ by L1 Thai learners, based on the Interlanguage Hypothesis (Corder, 1981; Selinker, 1972, 1992). It was hypothesized that L1 Thai learners showed systematicity in their interlanguage in the use of ‘wish-clauses’ and that their IL was shaped by language transfer and transfer of training, which are among the psychological processes of IL construction. This study investigates the relationship between year-ahead net working capital accruals as a proxy of investment behavior and expected volatility during the period of 2009 to 2018 of listed non-financial firms in Thailand. I apply a real options-based investment framework to view accruals as a result of investment decision and investigate the impact of firm’s expected volatility. The results show that firms with higher expected volatility have lower level of year-ahead accruals which is consistent with Grenadier and Malenko (2010). Cross Hedging Currency Risk From Frontier/Emerging Markets: Thai Portfolio Investors' Perspectives, Tanatuch Kujiranuwat

The study explored performances of cross-hedging emerging/frontier market currency risk with developed market currencies from Thai investors’ perspective. The results showed that Thai investors can use a cross-hedging strategy to reduce currency risk and improve risk adjusted return from their emerging market investment. Single cross hedging can reduce portfolio risk significantly as confirmed by the F-test. Multiple cross-hedging showed signs of improvement from single cross-hedging both in currency risk reduction and risk adjusted return improvement, but the statistical test failed to prove that the improvement is significant. Objective of this paper is to examine the determinants of life insurance consumption in terms of demographic, macroeconomic and institutional conditions from 26 countries from Asia covering the period of 1980 to 2019. The variables including 4 demographic variables, 7 macroeconomic variables and 3 institutional variables are explored by fixed effect estimation. The study also further examines difference of impact in different countries characteristic, that divided into Muslim, High-income and High-aged dependency ratio countries. The purposes of my study are to investigate the relationship among women on boards, education diversity, and corporate governance on firm risk and/or firm performance of listed companies in Thailand during 2010-2019. Surprisingly, I find an insignificant relationship between the proportion of female directors and firm risk (both total risk and idiosyncratic risk). Moreover, the findings show that women on boards strongly improve ROA, but significantly reduce Tobin’s Q. For education diversity, there is no significant relationship on any measures of firm performance. This study investigates the impact of the entry of algorithmic trading on Thailand’s stock market liquidity around dividend announcement during 2001 – 2016. We find some evidence to support that the entry of algorithmic trading in Thai stock market and their increase activities in the market help to provide more liquidity in term of trade volume in stock market liquidity especially after the dividend announcement releases.
