งานวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษา 1) มุมมองและความคิดเห็นเกี่ยวกับการนำเทคโนโลยีระบบบริหารการจัดการเอกสารอิเล็กทรอนิกส์มาใช้ในองค์กรระบบราชการ, 2) ประสบการณ์ว่าด้วยปัญหาและอุปสรรคเกี่ยวกับการใช้งานระบบสารบรรณอิเล็กทรอนิกส์ในองค์กรระบบราชการ, 3) กระบวนการปรับตัวในการใช้งานระบบสารบรรณอิเล็กทรอนิกส์ในองค์กรระบบราชการ โดยกำหนดให้เป็นการวิจัยเอกสารและการวิจัยเชิงคุณภาพ ซึ่งใช้เทคนิคการสัมภาษณ์เพื่อเก็บรวบรวมข้อมูลจากผู้บริหาร ผู้ปฏิบัติงาน และผู้ที่มีส่วนเกี่ยวข้องกับงานสารบรรณในองค์กรระบบราชการ ซึ่งในที่นี้ก็คือสำนักงานปลัดกระทรวงมหาดไทย ทั้งนี้ผลการวิเคราะห์ที่สำคัญของงานวิจัยนี้มีจำนวน 3 ประการ ได้แก่ ประการแรก ระบบสารบรรณอิเล็กทรอนิกส์ภายในสำนักงานปลัดกระทรวงมหาดไทยในปัจจุบันมีรูปแบบการดำเนินงานที่เป็นอิเล็กทรอนิกส์มากขึ้น ทำให้การปฏิบัติงานมีความสะดวกและรวดเร็วมากขึ้น ทั้งในแง่การ รับ – ส่ง เอกสาร และการจัดเก็บ/บันทึกเอกสาร ตลอดจนการสืบค้น/ตรวจสอบเอกสารย้อนหลัง ประการที่ 2 ปัญหาที่พบจากการใช้งานระบบสารบรรณอิเล็กทรอนิกส์ แบ่งออกเป็น 4 ประเด็นหลัก ได้แก่ ผู้บริหารและผู้ปฏิบัติงานบางส่วนยังติดกรอบรูปแบบการปฏิบัติงานของงานสารบรรณในรูปแบบเก่า, การขาดความเสถียรของระบบสารบรรณอิเล็กทรอนิกส์, การขาดทักษะ/ความเข้าใจเกี่ยวกับระบบสารบรรณอิเล็กทรอนิกส์, การขาดกฎหมาย/ระเบียบที่เกี่ยวข้อง/ส่งเสริมให้เกิดการใช้ระบบสารบรรณอิเล็กทรอนิกส์อย่างเต็มรูปแบบ ประการสุดท้าย การปรับตัวที่เกี่ยวกับงานสารบรรณที่เกิดขึ้นภายในสำนักงานปลัดกระทรวงมหาดไทย เกิดขึ้นจากสภาพแวดล้อมที่เปลี่ยนแปลงในปัจจุบัน กล่าวคือสถานการณ์การแพร่ระบาดของโรคโควิด – 19 มีส่วนทำให้ทั้งผู้บริหารและผู้ปฏิบัติงานต่างพยายามขวนขวายที่จะปรับตัวเพื่อให้การดำเนินงานสารบรรณยังเป็นไปได้ตามปกติ แต่กระนั้นก็ยังพบว่าสมาชิกในองค์กรบางรายไม่ได้มีความสุขที่จะเปลี่ยนแปลงตัวเองแต่อย่างใด ดังนั้นพวกเขาจึงเลือกที่จะปรับตัวไปในทางที่ตัวเองต้องการมากกว่าความต้องการหรือการเปลี่ยนแปลงขององค์กร

ปัจจัยที่ส่งผลต่อประสิทธิภาพในการทำงานช่วงWfh และความท้าทายในการจัดการของบุคลากรกรมป้องกันและบรรเทาสาธารณภัย, ปิยฉัตร คีรีมาศทอง

การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัจจัยส่วนบุคคลที่มีผลต่อประสิทธิภาพในการทำงานช่วง WFH ของบุคลากรกรมป้องกันและบรรเทาสาธารณภัย 2) เพื่อศึกษาปัจจัยด้านการทำงานที่มีผลต่อประสิทธิภาพในการทำงานช่วง WFH ของบุคลากรกรมป้องกันและบรรเทาสาธารณภัย และ 3) เพื่อศึกษาแนวทางในการจัดสรรบุคลากรของกรมป้องกันและบรรเทาสาธารณภัยในการทำงานในช่วงที่มีการแพร่ระบาดของโรคติดเชื้อไวรัสโควิด 19 (COVID 19) ใช้วิธีวิจัยเชิงผสมผสาน โดยเก็บรวบรวมข้อมูลด้วยแบบสอบถามจากบุคลากรกรมป้องกันและบรรเทาสาธารณภัย จำนวน 400 คน และสัมภาษณ์เชิงลึกกับบุคลากรกรมป้องกันและบรรเทาสาธารณภัย จำนวน 6 คน ผลการศึกษาพบว่า 1) ปัจจัยส่วนบุคคลที่มีผลทำให้ประสิทธิภาพในการทำงานช่วง WFH ของบุคลากรกรมป้องกันและบรรเทาสาธารณภัย แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ อายุ และรายได้เฉลี่ยต่อเดือน 2) ปัจจัยด้านการทำงานที่มีผลทำให้ประสิทธิภาพในการทำงานช่วง WFH ของบุคลากรกรมป้องกันและบรรเทาสาธารณภัย แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 คือ ด้านลักษณะงาน ด้านเทคโนโลยี และด้านสิ่งอำนวยความสะดวก 3) ผลการศึกษาการวิจัยเชิงคุณภาพทำให้ทราบถึงการจัดแผนการดำเนินงานของกรมป้องกันและบรรเทาสาธารณภัย ภายใต้มาตรการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโควิด 19 (COVID 19) และแนวทาง ข้อเสนอแนะในการปรับรูปแบบการบริหารจัดการ การบริหารทรัพยากรบุคคล การเตรียมความพร้อม และการวางแผนรองรับสถานการณ์ฉุกเฉินในอนาคตของกรมป้องกันและบรรเทาสาธารณภัย

ในช่วงปี พ.ศ. 2562 - 2565 มีการชุมนุมเกิดขึ้นในประเทศไทย ทั้งในเขตกรุงเทพมหานคร และจังหวัดอื่น ๆ เป็นจำนวนมาก อีกทั้งยังมีการออกมาชุมนุมของกลุ่มเยาวชนที่เพิ่มสูงขึ้นรวมถึงเกิดสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ด้วย งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาแนวทางการบังคับใช้กฎหมายเกี่ยวกับการปฏิบัติของเจ้าหน้าที่ตำรวจในการควบคุมการชุมนุมสาธารณะในช่วงการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 และ 2) เสนอแนวทางในการเพิ่มประสิทธิผลในการบังคับใช้กฎหมายในการควบคุมการชุมนุมสาธารณะในช่วงการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ผลการศึกษาพบว่า การบังคับใช้ พ.ร.บ.ชุมนุมสาธารณะ พ.ศ. 2558 และข้อกำหนดตามมาตรา 9 แห่ง พ.ร.ก.ฉุกเฉิน พ.ศ. 2548 ส่งผลให้เจ้าหน้าที่ตำรวจต้องใช้ดุลยพินิจของตนเองในการควบคุมการชุมนุมสาธารณะ และข้อกำหนดดังกล่าวยังตัดทอนกระบวนการต่าง ๆ เกี่ยวกับการชุมนุมโดยสงบและปราศจากอาวุธ นำไปสู่การควบคุมการชุมนุมสาธารณะในหลายพื้นที่ รวมถึงพื้นที่รับผิดชอบของสถานีตำรวจนครบาลดินแดง ซึ่งเป็นจุดสำคัญที่กลุ่มเยาวชนมักมาชุมนุมไม่เป็นไปตามหลักความสมดุลระหว่างความมั่นคงของรัฐ และความปลอดภัยของประชาชน นอกจากนี้ข้อกำหนดดังกล่าวยังทำให้เจ้าหน้าที่ตำรวจขาดกรอบอันเป็นขั้นตอนการปฏิบัติ และเสี่ยงต่อการถูกฟ้องดำเนินคดี ข้อเสนอแนะคือรัฐควรให้แนวทางการดำเนินงานที่ชัดเจนมากขึ้น เพื่อเลี่ยงการใช้ดุลยพินิจ ซึ่งเป็นอัตวิสัยส่วนบุคคลอันสามารถนำไปสู่ข้อโต้แย้งและผลทางกฎหมายอื่น ๆ ตามมา

ผลกระทบทางเศรษฐกิจของโครงการชุมชนอุดมสุขของธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร: ศึกษากรณีชุมชนบ้านดอนสีนนท์ จังหวัดฉะเชิงเทรา, กันตรัตน์ นามสมมุติ

งานวิจัยชิ้นนี้เป็นการศึกษาบทบาทด้านการพัฒนาชุมชนของธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) โดยใช้พื้นที่ชุมชนบ้านดอนสีนนท์ จังหวัดฉะเชิงเทรา เป็นกรณีศึกษา โดยมุ่งตอบคำถามที่ว่า โครงการชุมชนอุดมสุขของ ธ.ก.ส. ส่งผลกระทบต่อเศรษฐกิจของชุมชนบ้านดอนสีนนท์อย่างไร และทำให้เศรษฐกิจของชุมชนบ้านดอนสีนนท์เกิดการพัฒนาอย่างยั่งยืนตามเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) หรือไม่ งานวิจัยใช้เป้าหมายการพัฒนาที่ยั่งยืน (SDGs) ขององค์การสหประชาชาติเป็นเกณฑ์ชี้วัดผลการพัฒนาจากโครงการชุมชนอุดมสุขของ ธ.ก.ส. และใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึกจากกลุ่มตัวอย่าง ได้แก่ กลุ่มคณะทำงานขับเคลื่อนโครงการฯ ของ ธ.ก.ส. กลุ่มผู้นำและคณะกรรมการชุมชน กลุ่มสมาชิกชุมชนทั้งที่เข้าร่วมและไม่ได้เข้าร่วมโครงการฯ รวมทั้งหมด 12 คน รวมทั้งการสังเกตสภาพความเป็นอยู่ภายในชุมชน งานวิจัยพบว่า โครงการชุมชนอุดมสุขของ ธ.ก.ส. ส่งผลกระทบด้านการลดรายจ่ายและเพิ่มเงินออม โดยเฉพาะผลกระทบที่เป็นการต่อยอดการทำงานของกลุ่มออมทรัพย์เพื่อการผลิตของชุมชน แต่ในด้านการเพิ่มรายได้และผลิตภาพการผลิตไม่สามารถเห็นผลได้ชัดเจนนัก ผลจากโครงการจึงเป็นไปตามเป้าหมายการพัฒนาที่ยั่งยืนด้านที่ 2 ในการเพิ่มการเข้าถึงความรู้และบริการทางการเงิน และเป้าหมายที่ 8 ในการเสริมความแข็งแกร่งและการเข้าถึงสถาบันการเงินและบริการทางการเงิน อย่างไรก็ตาม ข้อมูลจากการวิจัยสะท้อนว่า ผลลัพธ์เชิงบวกที่เกิดขึ้นกับชุมชนบ้านดอนสีนนท์เกี่ยวข้องอย่างมากกับระดับการพัฒนาเดิมของชุมชนที่มีพื้นฐานค่อนข้างดีอยู่แล้ว และยังมีข้อสังเกตเกี่ยวกับความขัดแย้งระหว่างบทบาทของ ธ.ก.ส. ในฐานะเจ้าหนี้กับบทบาทของ ธ.ก.ส. ในด้านการพัฒนาอย่างยั่งยืนด้วย ซึ่ง ธ.ก.ส. ควรเข้าให้ถึงความต้องการที่แท้จริงของชุมชน โดยคำนึงถึงบริบทชุมชนและความเป็นไปได้จากการพัฒนา รวมทั้งควรศึกษา กำหนดหรือให้ความสำคัญกับตัวชี้วัดเชิงคุณภาพที่สามารถนำมาใช้ประเมินผลโครงการพัฒนาชุมชนในครั้งต่อ ๆ ไป

ภารกิจและการบริหารมูลนิธิเพื่อการพัฒนาสังคมและประชาธิปไตยแห่งสหพันธ์สาธารณรัฐเยอรมนี : กรณีศึกษา มูลนิธิคอนราด อาเดนาวร์, อรพรรณ สุวรรณวัฒนกุล

สารนิพนธ์ชิ้นนี้มุ่งตอบคำถามที่ว่า ภารกิจของมูลนิธิเพื่อการพัฒนาสังคมและประชาธิปไตยแห่งสหพันธ์สาธารณรัฐเยอรมนีเป็นอย่างไร และมีอิทธิพลต่อกระบวนการในการบริหารองค์การอย่างไร โดยมีมูลนิธิคอนราด อาเดนาวร์ เป็นกรณีศึกษา รวมทั้งตอบคำถามว่า กระบวนการในการบริหารของมูลนิธิคอนราด อาเดนาวร์ ประกอบด้วยขั้นตอนใดบ้าง โดยศึกษาเจาะลงไปที่มูลนิธิฯ ในประเทศไทย ซึ่งผู้วิจัยได้ทบทวนแนวคิดทฤษฎีเกี่ยวกับองค์การพัฒนาเอกชน และกระบวนการในการบริหารองค์การ ตลอดจนองค์ความรู้ทางด้านประวัติศาสตร์ที่เกี่ยวข้องของประเทศเยอรมนี ระเบียบวิธีวิจัยที่ใช้ คือ ระเบียบวิธีวิจัยเชิงคุณภาพ โดยเก็บข้อมูลจากเอกสารรายงานการดำเนินงานประจำปีของมูลนิธิฯ บทความประชาสัมพันธ์เผยแพร่กิจกรรม รายละเอียดโครงการความร่วมมือ รายงานสรุปการดำเนินโครงการ รวมทั้งการสังเกตแบบมีส่วนร่วมและการสัมภาษณ์ผู้ปฏิบัติงานในมูลนิธิฯ จากการศึกษา ได้ข้อค้นพบว่า ภารกิจของมูลนิธิฯ เกี่ยวโยงกับภูมิหลังที่มาที่ไปตามประวัติศาสตร์ของประเทศเยอรมนีหลังสงครามโลกครั้งที่สอง ส่งผลให้วิสัยทัศน์และพันธกิจขององค์การมุ่งส่งเสริมการพัฒนาสังคมในมิติต่าง ๆ และเสริมสร้างความมั่นคงของประชาธิปไตย ผ่านการให้การสนับสนุนองค์การในความร่วมมือทั่วโลก วิสัยทัศน์และพันธกิจนั้นเชื่อมโยงไปยังวัตถุประสงค์และประเด็นการดำเนินงานของมูลนิธิฯ รวมทั้งการวางกรอบนโยบายการทำงานที่เป็นขั้นตอน และการวางองค์ประกอบการทำงานภายในมูลนิธิฯ เพื่อการปฏิบัติงานที่คล่องตัว ในส่วนของกระบวนการในการบริหารงานมูลนิธิฯ ที่ปฏิบัติงานในประเทศไทยนั้น มีการประเมินสภาพแวดล้อมทั้งภายในและภายนอกองค์การ เพื่อนำเอาผลมาพิจารณาวางแผนยุทธศาสตร์การทำงาน ซึ่งมีทั้งระยะยาว 3 ปี ระยะกลาง 1 ปี และระยะสั้นภายในระยะเวลา 1 ปี องค์ประกอบองค์การมีตำแหน่งผู้ปฏิบัติงานในสายงานหลักและสายงานสนับสนุนที่มีหน้าที่รับผิดชอบของตนชัดเจน มีลำดับขั้นบังคับบัญชาน้อยมากและไม่ซับซ้อน การควบคุมผลการดำเนินงานเน้นการควบคุมให้มีการติดตามและประเมินผลโครงการที่ชัดเจน การรายงานการใช้จ่ายงบประมาณที่รวดเร็วโปร่งใส ท้ายสุด ในการวัดประสิทธิผลองค์การ มูลนิธิฯ วัดโดยยึดที่ความสามารถในการบรรลุเป้าหมาย และวัดที่ความพอใจของผู้มีส่วนได้ส่วนเสียของมูลนิธิฯ

การศึกษาประสิทธิผลของนโยบายคุ้มครองคนไร้บ้าน ในการสนับสนุนให้คนไร้บ้านมีงานทำ เป็นงานวิจัยเชิงคุณภาพมีวัตถุประสงค์เพื่อศึกษาความเหมาะสม และประสิทธิผลของการนำนโยบายสนับสนุนการมีงานทำให้แก่คนไร้บ้านไปปฏิบัติและเสนอแนวทางในการปรับปรุงนโยบายในการสนับสนุนคนไร้บ้านให้มีงานทำ โดยใช้วิธีการศึกษาผ่านเอกสารและการสัมภาษณ์เชิงลึกแบบเฉพาะเจาะจง โดยแบ่งผู้ให้สัมภาษณ์ออกเป็น 6 กลุ่มได้แก่ กลุ่มคนไร้บ้าน กลุ่มที่เป็นผู้มีบทบาทในการกำหนดนโยบาย กลุ่มที่เป็นผู้สนับสนุนและประสานงานนโยบาย กลุ่มที่เป็นผู้นำนโยบายไปปฏิบัติ กลุ่มหน่วยงานภายนอกที่มีบทบาทในการช่วยเหลือคนไร้บ้าน และหน่วยงานผู้ทำหน้าที่ในการจัดหางานให้แก่คนไร้บ้าน ผลการศึกษาพบว่า การสนับสนุนให้คนไร้บ้านมีงานทำเช่น การรับคนไร้บ้านเข้ารับการคุ้มครองในศูนย์พักพิงคนไร้ที่พึ่งและส่งไปยังสถานประกอบการ และจุดประสานงานที่เปิดโอกาสให้คนไร้บ้านสามารถเข้ามาสมัครงานได้ ไม่มีประสิทธิผลและไม่เหมาะสม เนื่องจาก คนไร้บ้านสนใจเข้ารับการคุ้มครองและใช้บริการในจุดประสานในสัดส่วนที่น้อยมาก รวมทั้งจำนวนของผู้ที่ได้เข้ารับการทำงานในสถานประกอบการก็มีสัดส่วนที่น้อยมาก อีกทั้งงานที่ภาครัฐหามาให้นั้น ไม่ตรงกับความต้องการของคนไร้บ้าน แต่บางนโยบาย เช่น การทำ สัญญาข้อตกลงร่วมกับบริษัทเอกชน รวมทั้งโมเดลนโยบายต้นแบบอย่างที่อยู่อาศัยคนละครึ่ง ที่รัฐหันมาทำหน้าที่ในฐานะผู้สนับสนุนที่อยู่อาศัยและกระตุ้นให้คนไร้บ้านทำงาน กลับประสบความสำเร็จและมีประสิทธิผลเป็นอย่างมาก เนื่องจากคนไร้บ้านให้ความสนใจเข้าร่วมเป็นจำนวนมาก อีกทั้งยังได้รับการจ้างงาน มีรายได้ และมีความมั่นคงในชีวิตเพิ่มขึ้น

กรมศุลกากรได้มีการนำระบบการข่าวกรองมาใช้ประกอบกับหลักการบริหารความเสี่ยงอย่างเป็นระบบตั้งแต่ปี พ.ศ. 2561 แต่จวบจนปัจจุบัน (พ.ศ. 2565) ยังไม่เคยมีการศึกษาผลที่เกิดขึ้นจากการใช้งานระบบการข่าวกรองในมุมของบุคลากรเจ้าหน้าที่ผู้ปฏิบัติงานด้านสืบสวนและปราบปราม งานวิจัยชิ้นนี้จึงมีวัตถุประสงค์ 3 ประการ คือ 1. เพื่อทราบถึงระดับความตระหนักรู้ด้านการข่าวของข้าราชการผู้ปฏิบัติงานด้านสืบสวนและปราบปรามของกรมศุลกากร 2. เพื่อทราบถึงความแตกต่างด้านความตระหนักรู้ด้านการข่าวของข้าราชการผู้ปฏิบัติงานด้านสืบสวนและปราบปรามของกรมศุลกากร เมื่อแบ่งกลุ่มจำแนกตามระดับตำแหน่ง ช่วงอายุ ช่วงอายุราชการ ช่วงประสบการณ์ในการปฏิบัติงานด้านการสืบสวนและปราบปราม จำนวนครั้งที่ได้รับการฝึกอบรมด้านการข่าว และสังกัดปฏิบัติงาน 3. สามารถกำหนดแนวทางการพัฒนาบุคลากรเพื่อเพิ่มความตระหนักรู้ด้านการข่าวของเจ้าหน้าที่ภายในกรมศุลกากรได้อย่างมีประสิทธิภาพ โดยใช้วิธีการวิจัยรูปแบบผสมศึกษาประชากรเจ้าหน้าที่ผู้ปฏิบัติงานด้านสืบสวนและปราบปรามของกรมศุลกากร ผ่านการแจกแบบสอบถามไปยังกลุ่มตัวอย่างจำนวน 81 รายเพื่อศึกษาวิจัยเชิงปริมาณ และการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญจากกลุ่มตัวอย่างจำนวน 6 รายเพื่อศึกษาวิจัยเชิงคุณภาพ ผลการวิจัยพบว่าเจ้าหน้าที่ผู้ปฏิบัติงานด้านสืบสวนและปราบปรามของกรมศุลกากรมีระดับความรู้ความเข้าใจโครงสร้างองค์การเฉลี่ยอยู่ที่ร้อยละ 55.4 มีระดับสมรรถนะด้านการข่าวเฉลี่ยอยู่ที่ร้อยละ 58.8 และมีแนวโน้มทัศนคติด้านการข่าวในเชิงบวก โดยจำนวนครั้งที่ได้รับการฝึกอบรมด้านการข่าวมีผลต่อมีแนวโน้มทัศนคติด้านการข่าวอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ข้อเสนอแนะจากการวิจัยมี 3 ประการ ได้แก่ 1. หน่วยงานที่รับผิดชอบด้านการข่าวควรมีสถานะโครงสร้างที่ชัดเจนเพื่อความคล่องตัวในการปฏิบัติหน้าที่ ซี่งจะส่งผลให้การสนับสนุนด้านการข่าวแก่หน่วยงานด้านสืบสวนและปราบปรามเป็นไปอย่างมีประสิทธิภาพ 2. การจัดทำระบบเทคโนโลยีฐานข้อมูลใหม่เป็นสิ่งที่น่าริเริ่มศึกษา เนื่องจากระบบเทคโนโลยีฐานข้อมูลของกรมศุลกากรในปัจจุบันมีการบูรณาการเชื่อมโยงระหว่างฐานข้อมูลน้อยและไม่เอื้อต่อการใช้งาน (user - unfriendly) จนเป็นภาระต่อเจ้าหน้าที่ผู้ปฏิบัติงานด้านสืบสวนและปราบปราม 3. การจัดฝึกอบรมด้านการข่าวและการสืบสวนและปราบปรามในระดับต่าง ๆ ทั้งระดับพื้นฐานและระดับสูงขึ้นไปจะเป็นประโยชน์ในการพัฒนาองค์ความรู้และทักษะที่เหมาะสมให้แก่เจ้าหน้าที่ผู้ปฏิบัติงานด้านสืบสวนและปราบปรามที่มีระดับประสบการณ์แตกต่างกันได้

สารนิพนธ์ฉบับนี้เป็นการศึกษาวิจัยแบบผสมผทั้งเชิงปริมาณและเชิงคุณภาพ ซึ่งวัตถุประสงค์ของวิจัยฉบับนี้ประกอบด้วยกัน 3 หัวข้อดังนี้ 1. เพื่อศึกษาคุณภาพการให้บริการผู้สูงอายุของสำนักงานเขตกรุงเทพมหานคร 2. เพื่อศึกษาปัจจัยส่วนบุคคล ปัจจัยการรับรู้ข่าวสาร ส่งผลต่อคุณภาพการให้บริการผู้สูงอายุของสำนักงานเขตกรุงเทพมหานคร และ 3. เพื่อเสนอแนวทางการพัฒนาการให้บริการผู้สูงอายุของสำนักงานเขตกรุงเทพมหานคร โดยกลุ่มตัวอย่างในการศึกษาแบ่งออกเป็น 2 ส่วนคือ 1. ผู้สูงอายุที่มารับบริการที่สำนักงานเขตบางแคและบางเขน จำนวนเขตละ 100 คน โดยใช้วิธีการเก็บรวบรวมข้อมูลด้วยแบบสอบถาม และ 2. เจ้าหน้าที่สำนักงานเขตที่ให้บริการเกี่ยวกับผู้สูงอายุจากสำนักงานเขตอย่างละ 4 คน โดยใช้วิธีการเก็บรวบรวมข้อมูลด้วยวิธีการสัมภาษณ์เชิงลึก ผลการวิจัยในครั้งนี้ พบว่าคุณภาพการให้บริการผู้สูงอายุของทั้ง 2 สำนักงานเขตไม่มีความแตกต่างกัน (P>0.05) และอยู่ในระดับมากทั้งด้านประสิทธิภาพ ประสิทธิผล และการตรวจสอบได้ ในส่วนของปัจจัยส่วนบุคคลที่ส่งผลต่อคุณภาพการให้บริการในความคิดเห็นของกลุ่มตัวอย่างคือ ช่วงอายุ สถานภาพ การประกอบอาชีพ และประเภทการให้บริการ และในปัจจัยการรับรู้ข่าวสารพบว่ามีความสัมพันธ์กันกับคุณภาพการให้บริการ แต่อยู่ในระดับน้อย (r<0.51) อีกทั้งพบความขัดแย้งกันของการตอบแบบสอบถามของผู้สูงอายุ เช่น การได้รับบริการที่คาดหวัง หรือการรับบริการทำให้ท่านมีความเป็นอยู่ที่ดีขึ้น ควรอยู่ในระดับที่สูงสุด เนื่องจากเป็นการสรุปผลรวมของแต่ละด้านของคุณภาพการให้บริการ เนื่องจากในส่วนของปลีกย่อยรายข้อได้คะแนนที่มากกว่า แต่พอมาสรุปผลรวมถึงให้คะแนนที่น้อยกว่า อีกทั้งในข้อ“ท่านคิดว่าการให้บริการเป็นไปอย่างทั่วถึง” เป็นระดับที่มีคะแนนมากที่สุด (x̄ = 2.91 S.D. = 0.68) แต่พบว่ามีผู้สูงอายุอยากให้ปรับปรุงด้านการประชาสัมพันธ์ ดังนั้นสรุปได้ว่าผู้สูงอายุมีแนวโน้มที่จะเพิกเฉยต่อการวัดคุณภาพการให้บริการ ตรงกับทฤษฎี Public Choice กล่าวไว้ว่าควรนำเอาตัวแปรการที่ประชาชนละเลยการนำเอาอารมณ์และการเมืองเข้ามาช่วยในการประกอบการพิจารณา ส่งผลให้ผู้สูงอายุอาจมีความละเลยหรือไม่ใส่ใจในการตอบเพื่อสะท้อนความเป็นจริงที่ได้รับ ทำให้ผลการวัดคุณภาพการให้บริการออกมาเป็นระดับมากซึ่งอาจจะไม่ได้สะท้อนต่อความเป็นจริง ข้อเสนอแนะจากการศึกษาวิจัย 1. นำเอาหลักแนวคิดการบริหารจัดการภาครัฐแนวใหม่ (New Public Management) เป็นหัวใจหลักในการให้บริการ โดยสำนักงานเขตควรต้องมีการสำรวจความต้องการในการรับบริการของผู้สูงอายุอยู่เสมอ 2. การประชาสัมพันธ์ควรปรับให้เป็นเชิงรุกมากขึ้น โดยอาจจะพิจารณาจารนำเสนอการประชาสัมพันธ์ผ่านโปรแกรม และเพิ่มการลงพื้นที่ประชาสัมพันธ์ และ 3. พิจารณาเข้าสัมภาษณ์กับทางผู้สูงอายุเพื่อเก็บรวบรวมข้อมูลเชิงคุณภาพนำมาประกอบการวิเคราะห์ผลการวิจัย

Using data from Chinese General Social Survey (CGSS) 2018 which contain comprehensive information of the highly educated in mainland China, this paper estimates which of the two variables, type of tertiary education and major fields, is of greater importance to private earnings. With adoption of Ordinary Least Square (OLS) and Shapley Variance Decomposition based on R-squared, empirical results reveal considerable heterogeneity in returns to educational type (vocational college and academic university) and to major area. The Effects Of Oil Price On Thailand’S Set Index : Quantile Regression Case Study, Jutinan Ruangopas

This paper attempts to explore the relationship between oil price and stock price using quantile regression for Thailand’s economic data to generate several models. The main findings are that Thailand’s oil price has a positive relationship with stock price. Increase in oil price result in increase of stock price. Additionally, short term interest rates, nominal exchange rate and CPI have a negative relationship with stock price. An increase in these variables cause stock prices to fall.
