Economic Empowerment As A Health Care Intervention Among Orphaned Children In Rural Uganda, Fred M. Ssewamala, Stacey Alicea, William M. Bannon Jr., Leyla Ismayilova

This study evaluated an economic empowerment intervention to reduce HIV risks among orphaned children in Uganda. Children (n=97) were randomly assigned to receive an economic intervention or to a control arm. Data obtained at baseline and 12-month follow-up revealed differences on HIV prevention attitudes, educational plans, and child-caregiver relationship for intervention arm children relative to control children. Findings lend support to use of economic empowerment interventions for HIV risk reduction among orphaned children.

International voluntary service (IVS) has a significant and growing presence worldwide. IVS is a policy and program tool used for international development aid, humanitarian relief, and promotion of international understanding. In the last century, forms of IVS have proliferated, while research on scope, effectiveness, and impacts has lagged behind. We propose a typology that addresses duration, nature of service, and degree of “internationality.” Further, we identify IVS networks and support organizations that bolster the capacity of IVS sending and hosting organizations, and in this process create large and little recognized international institutions of cooperation. Using Individual Development Accounts To Save For A Home: Are There Differences By Race?, Michal Grinstein-Weiss, Kristen Wagner

Research indicates that homeownership is a key variable in wealth accumulation. Using data from the American Dream Demonstration, this study examines the performance of low-incomeblacks and whites saving for homeownership through Individual Development Accounts (IDAs), a matched saving program. Results show black IDA participants saved smaller amounts and less frequently. Furthermore, findings suggest institutional variables have different associations with savings for blacks and whites. Implications for policymakers and program administrators are discussed regarding differential targeting of race groups in the design and implementation of programs aimed toward increasing savings and assets accumulation for low-income and minority households.

This working paper uses 2005 CPS data to describe the frequency of international volunteerism in the United States by select demographic characteristics and length of service abroad. Nearly one million individuals reported volunteering internationally at least once in 2005. Young or middle-aged college graduates with higher-incomes, employed full-time, and married without dependent children were the most frequent candidates for service abroad. The majority of volunteers spent two weeks or less overseas, and volunteered with a faith-based organization either domestically or internationally. Limitations in the data help identify areas needing further research.

The Labour government has recently introduced the Child Trust Fund. This pays all new babies a £250 or £500 capital endowment from government. This is locked into a special account until the child’s 18th birthday. Parents are key to the success of this policy as they will make many of the key decisions about savings and investment. The earned income tax credit (EITC) has become a central element in a suite of programs and polices that promote “asset building” for the poor. Increasingly, it has become a way not only for individuals but also communities to turn their economic circumstances around. The Center for Social Development in collaboration with Kathryn M. Buder Center for American Indian Studies engaged ten Native community organizations currently providing free tax preparation services in a study that examined uptake and potential uses of Earned Income Tax Credit (EITC) income by Native people. Research indicates that low-income families with children have many motives to save, however, the costs of raising children, low wage employment, means tested programs, and the need for child care make it difficult for them to save. Using data from the American Dream Demonstration (n=1,801), this study examines saving performances of low-income families with children in a matched savings program – Individual Development Accounts (IDAs). The results indicate that households with children in IDAs can save when they are provided structured opportunities. Service-Learning And Civic Outcomes: From Suggestive Research To Program Models, Suzanne Pritzker, Amanda Moore Mcbride

Service-learning has been identified as an intervention that may address low levels of youth civic engagement. Service-learning is compared to two other interventions that have been associated with civic outcomes: community service and civic education curricula. Studies of these three types of interventions are systematically reviewed and compared, taking into account rigor of designs and methods. Across a range of civic indicators, no clear pattern was found regarding the impact of each intervention. This review highlights the need for increased rigor and sensitivity of measurement in future research on civic development among school-age students.
