Examining Minority And Poor Youth's College Aspirations And Expectations: The Potential Role Of College Savings, William Elliott Iii

In this study, the following three questions are examined: (1) Is having savings for college associated with higher college expectations? (2) Are college expectations associated with math achievement? and (3) Do college expectations act as a mediator for college aspirations? Findings indicate that youth with college savings are more likely to have higher college expectations and having higher college expectations is associated with math achievement. Further, college expectations act as a mediator for college aspirations. These findings suggest that policies designed to promote youth college savings may have a positive impact on college expectations.

Measuring Effectiveness Of Civic Participation At The University Level In Turkey: A Case Study Of The Civic Involvement Project At Sabanci University, Tara Hopkins

Sabanci University, located in Istanbul, Turkey, launched the Civic Involvement Project (CIP) in 1999 for students at the university level. This study examines the effectiveness of CIP, with the principle goals of measuring participants’ perceptions and identifying the program’s strengths and weaknesses. In addition, this research seeks to better understand how CIP compares to other youth involvement/participation programs. The impact of service-learning on several civic education variables (i.e. social awareness, social networking, political awareness, critical thinking, and personal development) and the effects of characteristics of service-learning experiences on the development of students are also explored.

Holding assets is increasingly acknowledged as yielding positive effects and enhancing opportunities. In Assets and the Poor, Sherraden proposed that Individual Development Accounts (IDAs) should be opened for every person from birth in order to provide them with the lifetime potential to accumulate assets and to experience the effects of assets from a young age. a few countries have recently implemented or are proposing policies that build assets for every child starting from birth. Homeownership has historically been viewed as a fundamental piece of the American Dream, with up to 70 percent of households owning their home as of 2006. Yet it has also been demonstrated that nonwhites are less likely to own a home and that the value of their homes is much less than that for whites, even when social class is taken into account. This paper explores the overall life course patterns of homeownership and the importance of racial differences in understanding those dynamics. Notwithstanding the far reaching intellectual and practical contributions of Bandura’s theory of self-efficacy, researchers have suggested that it may not adequately address the role of institutions. This paper suggests that traditional measures of self-efficacy underemphasize institutional factors. This may have important implications, especially for considering the circumstances of disadvantaged groups. It may be productive to think of self-efficacy as a multidimensional construct that includes personal and institutional dimensions. Using an interdisciplinary approach, we examine how self-efficacy theory can be expanded to account for the social and economic realities of disadvantaged groups and lead to empirical work that can inform policy …

Youth in the United States are facing an increasingly complex and perilous financial world. Economically disadvantaged youth, in particular, lack financial knowledge and access to mainstream financial institutions. Despite growing interest in youth financial literacy, we have not seen comparable efforts to improve institutional access to financial institutions and services. Instead of aiming for financial literacy, we suggest aiming for financial capability, a concept that builds on the writing of Amartya Sen and Martha Nussbaum. The paper proposes that financial capability results when individuals develop financial knowledge and skills, but also gain access to financial instruments and institutions. The paper …

This paper examines an innovative college savings program for public elementary school children. The project is based on the proposition that children will gain financial knowledge and be more likely to view college as an attainable goal because they are accumulating savings to help pay for higher education. As the latest in a long history of school-based savings programs, this program pioneers the idea of matched savings in which children and family savings in the students’ accounts are matched one to one up to a maximum of $3,500. The Center for Social Development (CSD) at Washington University in St. Louis collaborated with the Indonesian Ministry of Social Welfare and researchers from the State Islamic University (UIN) to design a major asset-based, poverty-alleviation pilot project in Indonesia. The government committed significant resources to this 5-year study, which formed a major part of the welfare rethinking in the Indonesian Department of Social Welfare’s five-year plan (2006-2010). This pilot study operated in impoverished localities in parallel with Indonesia’s successful microfinance program (Cooperative Micro Businesses, or KUBE program). Three asset-based poverty alleviation initiatives were conducted in Peru and Colombia. The first, a six-year asset-building pilot program, was undertaken in southern Peru as an important component of the Corredor Puno-Cusco Project, a rural finance support project focusing on savings mobilization, savings enhancement, and economic development. The second, the Southern Highlands Project in rural Peru, began in early 2005. The third, the Activos project in rural southern Colombia, was in the pre-approval stage as of this writing, with its final design still in a discussion and adjustment process with the Colombian government. This article examines saving patterns of participants in Individual Development Accounts (IDAs) using initial deposit and growth rate of savings in latent growth curve modeling (LGCM). This study uses data on low-income households from the American Dream Demonstration (ADD), the first large-scale demonstration program of IDAs. Contrary to a linear growth of savings examined by average values, LGCM revealed that participants saved much less 18 month after opening an IDA account. In addition, LGCM showed that individual participants have significant variations in initial deposits and growth rate of savings, and income type appears to explain some of these variations. While …

This study examines whether there is a role for microenterprise development as an anti-poverty strategy in the United States. This question is important because skeptical views exist regarding whether, generally, poor Americans would have the enthusiasm to undertake the risk of dealing with small-businesses, especially given that the United States has a public welfare system to take care of the poor and “abundant jobs” for those with the skills—compared to most developing countries where the only alternative open for a family investing in a small-business may be starvation.
