The author examines three features of the war on terrorism as currently defined and conducted: (1) the administration's postulation of the terrorist threat, (2) the scope and feasibility of U.S. war aims, and (3) the war's political, fiscal, and military sustainability. He believes that the war on terrorism--as opposed to the campaign against al-Qaeda--lacks strategic clarity, embraces unrealistic objectives, and may not be sustainable over the long haul. He calls for downsizing the scope of the war on terrorism to reflect concrete U.S. security interests and the limits of American military power.

The most important purpose of this framework is to provide a mechanism for HOW TO THINK about Army expert knowledge and jurisdictions. He offers some general recommendations derived from my application of the framework and its logic. These recommendations represent just one possible view. The strategic leadership literature in both the academic and military contexts is replete with long lists of the knowledge, skills, and abilities. Unfortunately, long comprehensive lists are problematic. Looking across the literature on strategic leadership, current Army strategic leader competencies, and the future environment, six meta-competencies can be derived: identity, mental agility, cross-cultural savvy, interpersonal maturity, world-class warrior, and professional astuteness.

While deterrence is as old as human conflict itself, it became particularly important with the advent of nuclear weapons when armed conflict between the superpowers had the potential to end civilization. Today there is a sense that terrorism has rendered deterrence obsolete and forced the United States to substitute preemption for it. The author illustrates that strategic reality is not simple. Instead, the two are inextricable. He provides both a conceptual framework for understanding deterrence or, more accurately, the psychology of deterrence and policy guidance on how the United States can most effectively use it. The mapping of Colombian national territory, however, is fundamental to the problem of control of national territory. As a threshold matter, policy, strategy, and military asset management in contemporary conflict in virtually any unstable part of the world must deal with the problem of governance in "lawless areas." The author explores the nature of war, and how it has changed as a result of globalization. He uses the Clausewitzian model of war's trinity (political guidance, chance, and enmity) as a framework for understanding the nature of war, a concept that has been only vaguely represented in defense literature. He then analyses the global war on terrorism via that framework. He concludes that the Clausewitzian trinity is alive and well. The author uses a detailed assessment of the Russian experience in Afghanistan and Chechnya to draw important conclusions about asymmetric warfare. He then uses this to provide recommendations for the U.S. military, particularly the Army. Major Cassidy points out that small wars are difficult for every great power, yet are the most common kind. Even in this era of asymmetry, the U.S. Army exhibits a cultural preference for the "big war" paradigm. The author addresses the ways that the age of terrorism is affecting American grand strategy. He contends that terrorism has made many of the basic concepts of international relations and national security obsolete. Declaring war on a tactic—terrorism—erodes the clarity necessary for coherent strategy. The author briefly examines the European response to the changing security environment and the opportunities presented by the European Security and Defense Policy Expeditionary Force. As he correctly observes, the establishment of a European expeditionary force will be no easy matter, will require substantial investment, and will take years to complete. The author cuts through the myriad interpretations surrounding the concept and gets back to the original idea as conceived by its author, the Prussian military theorist, Carl von Clausewitz. In going back to the original concept, Lieutenant Colonel Echevarria reveals that Clausewitz intended the center of gravity to function much as its counterpart in the mechanical sciences does, that is, as a focal point.
