Identifying Subjective Statements In News Titles Using A Personal Sense Annotation Framework, Polina Panicheva, John Cardiff, Paolo Rosso May 2013

Identifying Subjective Statements In News Titles Using A Personal Sense Annotation Framework, Polina Panicheva, John Cardiff, Paolo Rosso

Articles

Subjective language contains information about private states. The goal of subjective language identification is to determine that a private state is expressed, without considering its polarity or specific emotion. A component of word meaning, “Personal Sense,” has clear potential in the field of subjective language identification, as it reflects a meaning of words in terms of unique personal experience and carries personal characteristics. In this paper we investigate how Personal Sense can be harnessed for the purpose of identifying subjectivity in news titles. In the process, we develop a new Personal Sense annotation framework for annotating and classifying subjectivity, polarity, …

Insider Threat Mitigation And Access Control In Healthcare Systems, Suhair Alshehri, Sumita Mishra, Rajendra Raj May 2013

Insider Threat Mitigation And Access Control In Healthcare Systems, Suhair Alshehri, Sumita Mishra, Rajendra Raj

Articles

Rapid and reliable information sharing of patient healthcare information has become critical for achieving better care with lower costs. However, such healthcare information sharing requires to be done securely with privacy guarantees, as required by law. Among its other requirements, the Health Insurance Portability and Accountability Act (HIPAA) requires the use of appropriate access control mechanisms to protect healthcare information. Despite these legal requirements, currently implemented access control models in the healthcare domain are typically inadequate as demonstrated by the large and increasing numbers of successful attacks on healthcare systems. In particular, current access control models do not provide sufficient …

Prison Policy In Times Of Austerity: Lessons From Ireland, Mary Rogan May 2013

Prison Policy In Times Of Austerity: Lessons From Ireland, Mary Rogan

Articles

The catastrophic collapse in the once booming Irish economy has led to swingeing budgets, huge falls in property prices, rising unemployment, cut backs in public services, and the ignominy of a bailout financed by the International Monetary Fund, the European Union and the European Central Bank. As has been the case for all aspects of public expenditure, prison policy-makers are now regularly using the language of efficiency and value for money when discussing plans for Ireland’s prisons. The state’s current economic woes are having some interesting effects on the direction of prison policy. Plans are afoot to reduce the prison …

Gender Quotas After The End Of Men, Julie C. Suk May 2013

Gender Quotas After The End Of Men, Julie C. Suk

Articles

The article explores the evolving role of gender quotas in a society where women are increasingly surpassing men in education and professional sectors, a concept termed "the end of men." It examines the legal and social implications of gender quotas, contrasting France's constitutional commitment to gender parity with Sweden's shift away from such quotas as they begin to disadvantage women in certain contexts. The author argues that the justification for gender quotas is being reevaluated, moving from correcting historical discrimination to maintaining gender balance as a permanent societal goal.

The Development Of A Public Optometry System In Mozambique: A Cost Benefit Analysis, Stephen Thompson, James Loughman Apr 2013

The Development Of A Public Optometry System In Mozambique: A Cost Benefit Analysis, Stephen Thompson, James Loughman

Articles

The economic burden of uncorrected refractive error (URE) is thought to be high in Mozambique, largely as a consequence of the lack of resources and systems to tackle this largely avoidable problem. The Mozambique Eyecare Project (MEP) has established the first optometry training and human resource deployment initiative to address the burden of URE in Lusophone Africa. The nature of the MEP programme provides the opportunity to determine, using Cost Benefit Analysis (CBA), whether investing in the establishment and delivery of a comprehensive system for optometry human resource development and public sector deployment is economically justifiable for Lusophone Africa.

U.S. Tax Reform: Full-Inclusion Over Territorial System Compelling, Jeffrey M. Kadet Apr 2013

U.S. Tax Reform: Full-Inclusion Over Territorial System Compelling, Jeffrey M. Kadet

Articles

The territorial system strongly lobbied for by U.S. multinational corporations that stand to benefit from that system is not what’s best for our country or our society. It is bad tax policy for many reasons, including the strong motivation it provides our multinational corporations to continue moving operations, jobs, risks, and assets outside the United States to achieve double non-taxation. A worldwide full-inclusion system would severely curtail or completely eliminate that strong motivation because double nontaxation would no longer be possible because of a current federal tax on all earnings that cannot be eliminated through any tax schemes or creative …

Estimating The Wind Resource In An Urban Area: A Case Study Of Micro Wind Generation Potential In Dublin, Ireland, Keith Sunderland, Gerald Mills, Michael Conlon Apr 2013

Estimating The Wind Resource In An Urban Area: A Case Study Of Micro Wind Generation Potential In Dublin, Ireland, Keith Sunderland, Gerald Mills, Michael Conlon

Articles

The micro-turbine wind market in cities faces significant challenges due to the complexities associated with the urban terrain but, if a renewable solution to increasing energy demand is to be achieved, energy conversion systems where populations are concentrated, that is cities, must be considered. This research evaluates the urban wind resource by employing a physically-based empirical model to link wind observations at a conventional meteorological site to those acquired at urban sites. The approach is based on urban climate research that has examined the effects of varying surface roughness on the wind-field between and above buildings. Here, this is applied …

Altered Network Timing In The Ca3-Ca1 Circuit Of Hippocampal Slices From Aged Mice., Daniel J Kanak, Gregory M Rose, Hitten P Zaveri, Peter R Patrylo Apr 2013

Altered Network Timing In The Ca3-Ca1 Circuit Of Hippocampal Slices From Aged Mice., Daniel J Kanak, Gregory M Rose, Hitten P Zaveri, Peter R Patrylo

Articles

Network patterns are believed to provide unique temporal contexts for coordinating neuronal activity within and across different regions of the brain. Some of the characteristics of network patterns modeled in vitro are altered in the CA3 or CA1 subregions of hippocampal slices from aged mice. CA3-CA1 network interactions have not been examined previously. We used slices from aged and adult mice to model spontaneous sharp wave ripples and carbachol-induced gamma oscillations, and compared measures of CA3-CA1 network timing between age groups. Coherent sharp wave ripples and gamma oscillations were evident in the CA3-CA1 circuit in both age groups, but the …

The Problem Of Resource Access, Lee Anne Fennell Apr 2013

The Problem Of Resource Access, Lee Anne Fennell

Articles

The Coasean insight that transaction costs stand between the world as we know it and an ideal of perfect efficiency has provided generations of law and economics scholars with an analytic North Star But for legal scholars interested in the efficiency implications of property arrangements, transaction costs turn out to constitute an unhelpful category. Transaction costs are related to property rights in unstable and contested ways, and they comprise a heterogeneous set of impediments, not all of which are amenable to cost-effective reduction through law. Theating them as focal confuses the cause of our difficulties in structuring access to resources …

Tiers Of Scrutiny In Enumerated Powers Jurisprudence, Aziz Huq Apr 2013

Tiers Of Scrutiny In Enumerated Powers Jurisprudence, Aziz Huq

Articles

This Article identifies and analyzes the recent emergence of a "tiers of scrutiny" system in Supreme Court jurisprudence respecting the boundaries of Congress's enumerated powers. The inquiry is motivated by the Court's recent ruling on the federal healthcare law, which demonstrated that the national legislature's election among its diverse textual sources of authority in Article I can have large, outcome-determinative consequences in constitutional challenges to federal laws. This is so because the Court not only delineates each power's substantive boundaries differently but also applies distinct standards of review to the various legislative powers enumerated in Article I and elsewhere in …

A group of environmental law professors formed the Environmental Law Collaborative with the goal of engaging environmental law scholars in the thorny issues of the day. The members of the Collaborative gathered in the summer of 2012 to produce an intensive and collective assessment of sustainability in the age of climate change. Their writings examine the process of adapting the principles and application of sustainability to the demands of climate change, including framing the term sustainability in climate change discussions; coordinating sustainable practices across disciplines such as law, economics, ethics, and the hard sciences; and conceptualizing the role of sustainability …

Is(N'T) Catharine Mackinnon A Liberal?, Don Herzog Apr 2013

Is(N'T) Catharine Mackinnon A Liberal?, Don Herzog

Articles

Catharine MacKinnon likes to describe her view as radical feminism or feminism unmodified or feminism, full stop. And she likes to contrast it to liberal feminism, which she sometimes treats with caustic scorn. But is she right to see a contrast here?

Detecting Point-Like Sources Of Unknown Frequency Spectra, Raffaele Solimene, Giuseppe Ruvio, Angela Dell’Aversano, Antonio Cuccaro, Max Ammann, Rocco Pierri Apr 2013

Detecting Point-Like Sources Of Unknown Frequency Spectra, Raffaele Solimene, Giuseppe Ruvio, Angela Dell’Aversano, Antonio Cuccaro, Max Ammann, Rocco Pierri

Articles

The problem of detecting point-like sources whose frequency spectrum is unknown is addressed. Limitations of single-frequency approaches are identified by analytical as well as numerical arguments. To overcome these limits, different multifrequency approaches which combine frequency data incoherently are compared. In particular, a novel multifrequency MUSIC-like algorithm based on interferometric concepts is proposed. Results show that the algorithm outperforms other methods under comparison.

Prosecuting Those Bearing Greatest Responsibility: The Lessons Of The Special Court For Sierra Leone, Charles C. Jalloh Apr 2013

Prosecuting Those Bearing Greatest Responsibility: The Lessons Of The Special Court For Sierra Leone, Charles C. Jalloh

Articles

This Article examines the controversial article 1(1) of the Statute of the Special Court for Sierra Leone (SCSL) giving that tribunal the competence "to prosecute those who bear the greatest responsibility" for serious international and domestic crimes committed during the latter part of the notoriously brutal Sierra Leonean conflict. The debate that arose during the SCSL trials was whether this bare statement constituted a jurisdictional requirement that the prosecution must prove beyond a reasonable doubt or merely a type of guideline for the exercise of prosecutorial discretion. The judges of the court split on the issue. This paper is the …

Law And Local Activism: Uncovering The Civil Rights History Of Chambers V. Mississippi, Emily Prifogle Apr 2013

Law And Local Activism: Uncovering The Civil Rights History Of Chambers V. Mississippi, Emily Prifogle

Articles

Countless academics have examined and discussed the importance of Chambers v. Mississippi in a multitude of areas including compulsory due process, admission of hearsay, third party guilt evidence, false confessions, racial evaluations of hearsay and witnesses, and morally reasonable verdicts. In contrast, this article attempts to excavate the account of a rural Mississippi community’s struggle for rights that underlies the U.S. Supreme Court decision in Chambers. On its face, the case has no link or reference to the civil rights movement. However, this paper reveals that local civil rights activists took armed, direct economic action for equal rights Woodville, Mississippi, …

Protein Kinase C Delta Is A Substrate Of Tissue Transglutaminase And A Novel Autoantigen In Coeliac Disease, Greg Byrne, Michael Freeley, Con Feighery, Alex Whelan, Aideen Long Apr 2013

Protein Kinase C Delta Is A Substrate Of Tissue Transglutaminase And A Novel Autoantigen In Coeliac Disease, Greg Byrne, Michael Freeley, Con Feighery, Alex Whelan, Aideen Long

Articles

Post-translational modification of proteins by deamidation or transamidation by tissue transglutaminase (tTG) has been suggested as a possible mechanism for the development of autoimmunity. Sequence analysis of protein kinase C delta (PKCδ) identified an amino acid motif that suggested the possibility that PKCδ was a glutamine substrate of tTG and MALDI-TOF analysis of synthesised peptides from PKCδ proved that this was the case. Polymerisation experiments using recombinant tTG and biotinylated hexapeptide substrate incorporation assays demonstrated that PKCδ is a substrate for tTG-mediated transamidation. Elevated levels of anti-PKCδ antibodies were detected in sera from patients with coeliac disease (pb0.0001) but not …

Reductions In Cardiovascular, Cerebrovascular, And Respiratory Mortality Following The National Irish Smoking Ban: Interruped Time-Series Analysis, Sericea Stallings-Smith, Ariana Zeka, Patrick J. Goodman, Zubair Kabir, Luke Clancy

Articles

Background:

Previous studies have shown decreases in cardiovascular mortality following the implementation of comprehensive smoking bans. It is not known whether cerebrovascular or respiratory mortality decreases post-ban. On March 29, 2004, the Republic of Ireland became the first country in the world to implement a national workplace smoking ban. The aim of this study was to assess the effect of this policy on all-cause and cause-specific, non-trauma mortality.

Methods:

A time-series epidemiologic assessment was conducted, utilizing Poisson regression to examine weekly age and gender-standardized rates for 215,878 non-trauma deaths in the Irish population, ages $35 years. The study period was …

Mitigating The Effects Of An Economic Downturn On Charitable Contributions: Facing The Problem And Contemplating Solutions, Grace S. Lee

Articles

Charitable giving has been a foundation of American society almost since the nation began, but the issue of how such giving should be treated for tax purposes has been the subject of frequent debate. Scholars have proposed various theories explaining why the positive effects of this deduction on both donors and donees outweigh the negative impact on government coffers of this tax expenditure, although many still criticize certain features of the deduction in its current form. However, one area of this research that has previously been neglected is how the charitable sector is affected by changes to the economy at …

Predictive Coding: Emerging Questions And Concerns, Charles M. Yablon, Nick Landsman-Roos

Articles

Technology-assisted review-also referred to as "predictive coding," "computer-aided review," and "content-based advanced analytics"-is the most important development in e-discovery to have occurred in some time. While technical characterizations of the process vary largely because of differences across software platforms, basically predictive coding is a process whereby computers are programmed to search large quantities of documents using complex algorithms to mimic the document selection process of a knowledgeable, human document review. It is said to do such a review faster and without many of the dangers of human error. Because of its speed and accuracy, it has been described as a …

A Dynamic Rule-Based Approach For Self-Adaptive Map Personalisation Services, Basel Magableh

Articles

With continuous increase of available geographical information services, requirements for personalising map contentaccording to the user’s profile and context information areincreasingly important. Map personalisation applications could adapt their functionality/behaviour to provide the user with specific spatial data related to his interests at runtime. However, this can be achieved if map applications are able to filter and prioritise geospatial data using dynamic decision-making processes, whichconsiders users’ profiles and context for selecting and styling map content according to their needs. To this aim, this article proposes a new approach for map personalisation using dynamic rule-based engine, which provides the map application with …

Integrating Emotional Attachment And Sustainability In Electronic Product Design, Alex Lobos, Callie W. Babbitt Mar 2013

Integrating Emotional Attachment And Sustainability In Electronic Product Design, Alex Lobos, Callie W. Babbitt

Articles

Current models for Information and Communication Technology (ICT) products encourage frequent product replacement with newer versions that offer only minor incremental improvements. This pattern, named planned obsolescence, diminishes user experience and shortens product lifespan. This paper presents the conceptual basis for a two-part integrated approach to combating planned obsolescence in ICT devices. First, design for emotional attachment, which creates products that users enjoy, value, and use for longer. Second, technological adaptability, which anticipates product upgrades and repairs as new technologies emerge. A model interdisciplinary design course in industrial design and sustainability, also described herein, trains students to apply this approach …

Worldwide Tax Reform: Reversing The Race To The Bottom, Jeffrey M. Kadet Mar 2013

Worldwide Tax Reform: Reversing The Race To The Bottom, Jeffrey M. Kadet

Articles

The OECD Base Erosion and Profit Shifting Project is now under way, its mission being to suggest ways that countries can work together and amend their domestic laws to combat the corporate profit shifting that has so affected the tax bases of many countries.

The only way to truly eliminate corporate profit shifting is to eliminate the strong motivation multinational enterprises have to achieve "double nontaxation" by engaging in profit shifting. By being subject to current home-country taxation on its worldwide earnings, a multinational cannot achieve double nontaxation. That will eliminate or significantly reduce its motivation to engage in complicated …

Spatial Search Techniques For Mobile 3d Queries In Sensor Web Environments, Junjun Yin, James Carswell Mar 2013

Spatial Search Techniques For Mobile 3d Queries In Sensor Web Environments, Junjun Yin, James Carswell

Articles

Developing mobile geo-information systems for sensor web applications involves technologies that can access linked geographical and semantically related Internet information. Additionally, in tomorrow’s Web 4.0 world, it is envisioned that trillions of inexpensive micro-sensors placed throughout the environment will also become available for discovery based on their unique geo-referenced IP address. Exploring these enormous volumes of disparate heterogeneous data on today’s location and orientation aware smartphones requires context-aware smart applications and services that can deal with “information overload”. 3DQ (Three Dimensional Query) is our novel mobile spatial interaction (MSI) prototype that acts as a next-generation base for human interaction within …
