Fertility is dependent on the hypothalamic-pituitary-gonadal axis. Each component of this axis is essential for normal reproductive function. Mice with a mutation in the forkhead transcription factor gene, Foxp3, exhibit autoimmunity and infertility. We have previously shown that Foxp3 mutant mice have significantly reduced expression of pituitary gonadotropins. To address the role of Foxp3 in gonadal function, we examined the gonadal phenotype of these mice. Foxp3 mutant mice have significantly reduced seminal vesicle and testis weights compared with Foxp3(+/Y) littermates. Spermatogenesis in Foxp3 mutant males is arrested prior to spermatid elongation. Activation of luteinizing hormone signaling in Foxp3 mutant mice …

Quantitative Trait Loci Underlying Partial Resistance To Cercospora Sojina Race 2 Detected In Soybean Seedlings In Greenhouse Assays, Hemlata Sharma, David A. Lightfoot
Articles
Cercospora sojina (Hara), an air-borne pathogen, infects soybean [Glycine max (L.) Merr.] leaves causing frog-eye leaf spot (FLS). Three major genes (Rcs1-3) underlie resistance to the major races of FLS but two were not yet mapped. In addition quantitative trait loci provide partial resistance to many strains. FLS race 2 was an isolate first collected in the 1950’s when damaging FLS first arose. ‘Essex’ was partially resistant while ‘Forrest’ was partially susceptible to mixed races of FLS. The objective here was to identify quantitative trait loci underlying resistance to FLS race 2 in the greenhouse using recombinant inbred lines (RILs) …

Feeling Another's Pain: Sympathy And Psychology Saga Style, William I. Miller
Feeling Another's Pain: Sympathy And Psychology Saga Style, William I. Miller
Articles
Progress is hardly a given in the humanities or the suspect sciences. In many ways we are not quite as astute as our grandparents, and they not as much as theirs, and so forth in an infinite entropic regress. Would I trade Montaigne or Stendhal’s psychological acumen for even the best work that comes from social psychology departments? In this short essay I want to show just how good some medieval people, medieval Icelanders to be exact, were at understanding the mental and emotional states of others, and if of others then presumably, though not necessarily, also of themselves. And …
Judicial Takings: Musings On Stop The Beach, James E. Krier
Judicial Takings: Musings On Stop The Beach, James E. Krier
Articles
Judicial takings weren’t much talked about until a few years ago, when the Stop the Beach case made them suddenly salient. The case arose from a Florida statute, enacted in 1961, that authorizes public restoration of eroded beaches by adding sand to widen them seaward. Under the statute, the state has title to any new dry land resulting from restored beaches, meaning that waterfront owners whose land had previously extended to the mean high-tide line end up with public beaches between their land and the water. This, the owners claimed, resulted in a taking of their property, more particularly their …
Formalism And Employer Liability Under Title Vii, Samuel R. Bagenstos
Formalism And Employer Liability Under Title Vii, Samuel R. Bagenstos
Articles
Most lawyers, law professors, and judges are familiar with two standard critiques of formalism in legal reasoning. One is the unacknowledged-policymaking critique. This critique argues that formalist reasoning purports to be above judicial policymaking but instead simply hides the policy decisions offstage. The other is the false-determinacy critique. This critique observes that formalist reasoning purports to reduce decision costs in the run of cases by sorting cases into defined categories, but argues that instead of going away the difficult questions of application migrate to the choice of the category in which to place a particular case.
Effects Of Clergy Reporting Laws On Child Maltreatment Report Rates, Frank E. Vandervort, Vincent J. Palusci
Effects Of Clergy Reporting Laws On Child Maltreatment Report Rates, Frank E. Vandervort, Vincent J. Palusci
Articles
Child maltreatment (CM) reporting laws and policies have an important role in the identification, treatment, and prevention of CM in the United States (U.S. Department of Health and Human Services [US DHHS], 2012). Abuse by a member of the clergy “is not only a personal and emotional betrayal, but [also] a spiritual betrayal, with secrecy amplified by the unprecedented and systemic cover-up committed by the Church hierarchy” (Coyne, 2011, p. 15). Recent controversies have resulted in the consideration of changes in mandated U.S. reporting laws that include increasing requirements for clergy and extension to additional professions (Freeh, Sporkin, & Sullivan, …
Understanding Insurance Anti-Discrimination Laws, Ronen Avraham, Kyle D. Logue, Daniel Schwarcz
Understanding Insurance Anti-Discrimination Laws, Ronen Avraham, Kyle D. Logue, Daniel Schwarcz
Articles
Insurance companies are in the business of discrimination. Insurers attempt to segregate insureds into separate risk pools based on the differences in their risk profiles, first, so that different premiums can be charged to the different groups based on their differing risks and, second, to incentivize risk reduction by insureds. This is why we let insurers discriminate. There are limits, however, to the types of discrimination that are permissible for insurers. But what exactly are those limits and how are they justified? To answer these questions, this Article (a) articulates the leading fairness and efficiency arguments for and against limiting …
Towards A Universal Framework For Insurance Anti-Discrimination Laws, Ronen Avraham, Kyle D. Logue, Daniel Schwarcz
Towards A Universal Framework For Insurance Anti-Discrimination Laws, Ronen Avraham, Kyle D. Logue, Daniel Schwarcz
Articles
Discrimination in insurance is principally regulated at the state level. Surprisingly, there is a great deal of variation across coverage lines and policyholder characteristics in how and the extent to which risk classification by insurers is limited. Some statutes expressly permit insurers to consider certain characteristics, while other characteristics are forbidden or limited in various ways. What explains this variation across coverage lines and policyholder characteristics? Drawing on a unique, hand-collected data-set consisting of the laws regulating insurer risk classification in fifty-one U.S. jurisdictions, this Article argues that much of the variation in state-level regulation of risk classification can in …
A Proposed Replacement Of The Tax Expenditure Concept And A Different Perspective On Accelerated Depreciation, Douglas A. Kahn
A Proposed Replacement Of The Tax Expenditure Concept And A Different Perspective On Accelerated Depreciation, Douglas A. Kahn
Articles
Over 32 years ago, I published an article on accelerated depreciation in which I concluded that some amount of acceleration was consistent with normal tax principles and should not be classified as a tax expenditure. Over the intervening years, from time to time, I have exchanged comments with authors who have questioned that conclusion. It is time to revisit that topic and renew the consideration of how tax depreciation may properly operate. This Essay’s analysis of depreciation provides one example of how the tax expenditure budgets are flawed. The treatment of some accelerated depreciation as a tax expenditure is based …

Access To Optometric Education: Challenges In Sub-Saharan Africa, James Loughman, V.R. Moodley, Brien Holden, K. Naidoo
Articles
Access to education was identified as a key international priority by UNESCO as far back as 1998 when it called for “equality of access”. The profession of optometry has been challenged to educate practitioners in increasing numbers in order to meet the eye care needs. The World Health Organization reported that globally, an estimated 285 million people are visually impaired and in Sub Saharan Africa (SSA) uncorrected refractive error is the main cause of visual impairment. The number of optometrists trained on the continent is currently insufficient to meet these eye care needs with limited access to education remaining a …

The Development Of A Public Optometry System In Mozambique: A Cost Benefit Analysis, James Loughman, Stephen Thompson, Geoff Harris, Luigi Bilotto, Jorge Ferrao, Kovin Naidoo
Articles
Background: The economic burden of uncorrected refractive error (URE) is thought to be high in Mozambique, largely as a consequence of the lack of resources and systems to tackle this largely avoidable problem. The Mozambique Eyecare Project (MEP) has established the first optometry training and human resource deployment initiative to address the burden of URE in Lusophone Africa. The nature of the MEP programme provides the opportunity to determine, using Cost Benefit Analysis (CBA), whether investing in the establishment and delivery of a comprehensive system for optometry human resource development and public sector deployment is economically justifiable for Lusophone Africa. …
Suitability And Repeatability Of A Photostress Recovery Test Device, The Macular Degeneration Detector (Mdd-2), For Diabetes And Diabetic Retinopathy Assessment., James Loughman, Matthew Ratzlaff, Brittany Foerg, Paul Connell
Suitability And Repeatability Of A Photostress Recovery Test Device, The Macular Degeneration Detector (Mdd-2), For Diabetes And Diabetic Retinopathy Assessment., James Loughman, Matthew Ratzlaff, Brittany Foerg, Paul Connell
Articles
Background: Diabetic retinopathy can result in impaired photostress recovery time despite normal visual acuity and fundoscopic appearance. The Macular Degeneration Detector (MDD-2) is a novel flash photostress recovery time device. In this study, we examine the repeatability of the MDD-2 in normal and diabetic subjects. Methods: One hundred and ninety one (90 women, 101 men) subjects were recruited and divided into 1 of the 3 study groups (normal controls, n = 40; diabetes no retinopathy, n = 98; nonproliferative diabetic retinopathy, n = 53). Photostress recovery time was measured three times in the study eye using the MDD-2, each measurement …
Ultrasound Assisted Hydration Of Navy Beans (Phaseolus Vulgaris), N. Misra
Ultrasound Assisted Hydration Of Navy Beans (Phaseolus Vulgaris), N. Misra
Articles
The use of ultrasound to enhance the transport phenomena in food processes has been well recognised in recent times. The objective of this study was to evaluate the effect of sonication on hydration rate and pasting profile of navy beans. The hydration kinetics for control and ultrasound assisted soaking was mathematically described using mechanistic (Fickian diffusion) and empirical (Peleg’s equation, Weibull model and First Order equation) models. Ultrasound enhanced the rate of hydration which was evident from the plot of kinetic data and model parameters. The effective diffusivities for water transport without and with ultrasound application were estimated to be …

Using Preventive Legal Advocacy To Keep Children From Entering Foster Care, Vivek Sankaran
Using Preventive Legal Advocacy To Keep Children From Entering Foster Care, Vivek Sankaran
Articles
Children may unnecessarily enter foster care because their parents are unable to resolve legal issues that affect their safety and well-being in their home.[...] Yet these kinds of legal needs for poor families are rarely met. On average, poor families experience at least one civil legal need per year, but only a small portion of those needs are satisfied. For about every six thousand people in poverty, there exists only one legal aid lawyer. So legal aid programs are forced to reject close to a million cases each year. This lack of legal services threatens the well-being of children[...] who …
Towards A Computational Analysis Of Probabilistic Argumentation Frameworks, Pierpaolo Dondio
Towards A Computational Analysis Of Probabilistic Argumentation Frameworks, Pierpaolo Dondio
Articles
In this paper we analyze probabilistic argumentation frameworks (PAFs), defined as an extension of Dung abstract argumentation frameworks in which each argument n is asserted with a probability p(n). The debate around PAFs has so far centered on their theoretical definition and basic properties. This work contributes to their computational analysis by proposing a first recursive algorithm to compute the probability of acceptance of each argument under grounded and preferred semantics, and by studying the behavior of PAFs with respect to reinstatement, cycles and changes in argument structure. The computational tools proposed may provide strategic information for agents selecting the …
Hamiltonian Approach To The Modeling Of Internal Geophysical Waves With Vorticity, Alan Compelli
Hamiltonian Approach To The Modeling Of Internal Geophysical Waves With Vorticity, Alan Compelli
Articles
We examine a simplified model of internal geophysical waves in a rotational 2-dimensional water-wave system, under the influence of Coriolis forces and with gravitationally induced waves. The system consists of a lower medium, bound underneath by an impermeable flat bed, and an upper lid. The 2 media have a free common interface. Both media have constant density and constant (non-zero) vorticity. By examining the governing equations of the system we calculate the Hamiltonian of the system in terms of its conjugate variables and perform a variable transformation to show that it has canonical Hamiltonian structure. We then linearize the system, …
Symmetry And Reductions Of Integrable Dynamical Systems: Peakon And The Toda Chain Systems, Vladimir Gerdjikov, Rossen Ivanov, Gaetano Vilasi
Symmetry And Reductions Of Integrable Dynamical Systems: Peakon And The Toda Chain Systems, Vladimir Gerdjikov, Rossen Ivanov, Gaetano Vilasi
Articles
We are analyzing several types of dynamical systems which are both integrable and important for physical applications. The first type are the so-called peakon systems that appear in the singular solutions of the Camassa-Holm equation describing special types of water waves. The second type are Toda chain systems, that describe molecule interactions. Their complexifications model soliton interactions in the adiabatic approximation. We analyze the algebraic aspects of the Toda chains and describe their real Hamiltonian forms.
Complex Absorbing Potential Method For Dirac Operators. Clusters Of Resonances, Jimmy Kungsman, Michael Melgaard
Complex Absorbing Potential Method For Dirac Operators. Clusters Of Resonances, Jimmy Kungsman, Michael Melgaard
Articles
For both nonrelativistic and relativistic Hamiltonians, the Complex Absorbing Potential (CAP) method has been applied extensively to calculate resonances in Physics and Chemistry. We study clusters of resonances for the perturbed Dirac operator near the real axis and, in the semiclassical limit, we establish the CAP method rigorously by showing that resonances are perturbed eigenvalues of the nonselfadjoint CAP Hamiltonian, and vice versa.
