In this paper, we investigate how to embed small cells into a macro cell to enhance the performance of two-tier heterogeneous networks. Conventionally, overlay and underlay schemes are adopted by small cells, where the former enables a small cell to use the macro cell idle bands with transmitter detection, while the latter enables a small cell to use the macro cell busy bands with a certain access probability. Nearly all aspects of human development are influenced by genetic and environmental factors, which conjointly shape development through several gene-environment interplay mechanisms. More recently, researchers have begun to examine the influence of genetic factors on peer and family relationships across the pre-adolescent and adolescent time periods. This article introduces the special issue by providing a critical overview of behavior genetic methodology and existing research demonstrating gene-environment processes operating on the link between peer and family relationships and adolescent adjustment. Terahertz-time-domain spectroscopy (THz-TDS) in the range of 0.5–2.0 THz was evaluated for distinguishing among gasoline engine oils of three different grades (SAE 5W-20, 10W-40, and 20W-50) from the same manufacturer. Absorption coefficient showed limited potential and only distinguished (p < 0.05) the 20W-50 grade from the other two grades in the 1.7-2.0 THz range. Refractive index data demonstrated relatively flat and consistently spaced curves for the three oil grades. ANOVA results confirmed a highly significant difference (p < 0.0001) in refractive index among each of the three oils across the 0.5 - 2.0 THz range. Linear regression was applied to refractive index data at 0.25 THz intervals from 0.5 – 2.0 THz to predict kinematic viscosity. All seven linear regression models, intercepts, and refractive index coefficients were highly significant (p < 0.0001). All models had a similar fit with R2 ranging from 0.9773 to 0.9827 and RMSE ranging from 6.33 to 7.75.The refractive indices at 1.25 THz produced the best fit. The refractive indices of these oil samples were promising for identification and distinction of oil grades.

Decisions of the National Labor Relations Board (NLRB), like those of other administrative agencies, are subject to review by the federal judiciary. Standards of review have evolved over time. The Administrative Procedure Act of 1946 provides that administrative decisions must be in accord with law and required procedure, not arbitrary or capricious, not contrary to constitutional rights, within an agency's statutory jurisdiction, and supported by substantial evidence. In practice, more attention is paid to two Supreme Court decisions, Skidmore (1944) and Chevron (1984). For many years Chevron seemed the definitive test. Observational studies suggest that hematomas continue to enlarge during hospitalization in patients with traumatic brain injury (TBI). There is limited data regarding factors associated with hematoma enlargement and on whether hematoma enlargement contributes directly to death and disability in patients with TBI.
We analyzed data collected as part of the Resuscitation Outcomes Consortium Hypertonic Saline and TBI Study. Hematoma enlargement was ascertained and collected as a predefined safety endpoint. There are two widely accepted explanations of why politically motivated governments make trade agreements. There is an informal explanation, which I shall call the ′practitioners′ story′, even though it is most economists′ informal view as well. And there is a formal explanation in the economics literature, which I shall call the ′standard model′, referring to the basic structure shared by the Bagwell-Staiger and Grossman-Helpman models. The first dual-band printed monopole antenna for Wireless M-Bus and M2M applications with operation in the VHF and lower UHF band is presented. The antenna operates at 169 MHz and 433 MHz. The miniaturisation of the proposed compact antenna is based on a double-sided meandering structure offering an easily controlled large frequency-ratio. The antenna provides high total efficiency and gain in both bands. Measured and simulated results are reported.

This article proposes an alternative to a managerial "best practice" approach to creativity based on the notion of creativity as a singular concept. Our alternative draws on three fundamental ideas that are emerging in different pockets of the creativity literature in a way that can be readily conceptualized and applied in practice. The first idea is that creativity is really about "creativities", or a cluster of different and discrete qualities that can be combined to suit the context in which they operate. This article provides an analysis of Occupy Judaism, an explicitly religious expression of Jewish protest, which occurred simultaneously with Occupy Wall Street, the direct-democracy movement of 2011. Occupy Judaism, like Occupy Wall Street, took place both in physical spaces of protest in New York City and digitally, through mobilizing and circulating debate. The article focuses on the words and actions of Daniel Sieradski, the public face and one of the key founders of Occupy Judaism, supplemented by the experiences of others in Occupy Judaism, Occupy Wall Street, and Occupy Faith (a Protestant clergy-led initiative). Cuttle has proposed mean room surface exitance as a metric for use within interior lighting design. Two reported barriers to its use are: a lack of available software to calculate the metric and the tedious and cumbersome nature of recording its values in the field using current equipment and methodologies. This paper presents a method for facilitating the calculation of mean room surface exitance using readily available freeware, namely Radiance, and also presents a methodology that utilises high dynamic range imaging as a pragmatic alternative for field measurement.

Gold nanobeacons can be used as a powerful tool for cancer theranostics. Here, we proposed a nanomaterial platform based on gold nanobeacons to detect, target and inhibit the expression of a mutant Kras gene in an in vivo murine gastric cancer model. The conjugation of fluorescently-labeled antisense DNA hairpin oligonucleotides to the surface of gold nanoparticles enables using their localized surface plasmon resonance properties to directly track the delivery to the primary gastric tumor and to lung metastatic sites. The paper discusses recent developments and challenges in the design of small omnidirectional
circularly-polarized (CP) antennas. Although omnidirectional CP coverage is easily achievable using antenna arrays, it is just recently that small and low-cost antennas delivered this functionality.
The paper addresses practical design problems for these antennas, not reported in previous publications.
This includes selection of the omnidirectional plane relative to the ground plane and measurement challenges. Future perspectives on how these antennas can provide electronically steerable beams are investigated using simulated results.

European Communities—Measures Prohibiting the Importation and Marketing of Seal Products is the first case in which the dispute system of the World Trade Organization (WTO) has wrestled with a regulation that pursued multiple conflicting, legitimate purposes. (I will explain later why Brazil—Retreaded Tyres is not such a case.) This study includes a detailed experimental investigation of the spatial and temporal spectroscopic emission of an argon plasma jet discharge. The study is carried out in ambient air and quenching by inflowing air species is considered. The optical emission spectroscopy of neutral atomic spectral lines and molecular bands, over a range of plasma process parameters, is investigated. Wavelength-resolved argon optical emission profiles are used to monitor the electron energy distribution function and the density of argon metastable atoms. The work reported in this paper highlights the effect of sol–gel structures on the optical properties of a typical organic dye (Trypan Blue, TB). Three transition-metal-based hybrid sol–gel materials with different structures and morphologies were developed and characterised by TEM. The optical properties of TB were investigated by incorporating it in the different sol–gel materials and the UV–Visible spectra recorded in both liquid and solid state, in thin-coatings cured at temperatures in the range 100– 150 [1]C. Syllable Circles is an interactive visualization representing prominence as a feature in short phrases or multi-syllable words. They were designed for Computer Aided Pronunciation Teaching as a part of English Language Teaching. This study explores the question of if and how interactive visualizations can affect English Language Learners’ awareness of prominence, or stress, in English pronunciation. The study followed seven learners and three teachers. Think-aloud protocols, notes from direct observation and interviews of two groups allowed for six streams of data. FOXM1, a member of the forkhead box transcription factor family, plays a key role in cell cycling progression by regulating the expression of critical G1/S and G2/M phase transition genes. In vivo studies reveal that Foxm1 null mice have a 91% lethality rate at e18.5 due to significant cardiovascular and hepatic hypoplasia. Thus, FOXM1 has emerged as a key protein regulating mitotic division and cell proliferation necessary for embryogenesis. In the current study, we assess the requirement for Foxm1 in the developing pituitary gland. We find that Foxm1 is expressed in the pituitary at embryonic days 10.5-e18.5 and localizes with …
