Despite being considered an important anatomical parameter directly related to neuronal density, cortical thickness is not routinely assessed in studies of the human brain in vivo. This paucity has been largely due to the size and convoluted shape of the human cortex, which has made it difficult to develop automated algorithms that can measure cortical thickness efficiently and reliably. Since the development of such an algorithm by Fischl and Dale in 2000, the number of studies investigating the relationship between cortical thickness and other physiological parameters in the brain has been on the rise. There have been no studies however …

Day By Day: Finding The Voices Of Deaf Leadership On Stage, Luane Davis Haggerty
Articles
This is an informal case study of Deaf leadership as it evidences itself in a theatrical production setting. I call this approach to leadership Collective Individualism (2007). There is not a single leader; instead, there is often a group—a collective of sorts. The typical rehearsal structure for a theatrical production is a comfortable setting for this type of leadership to emerge, if the director is willing to be open to allowing it to happen. The 2016 production of Godspell produced at the National Technical Institute of The Deaf in their lab theatre, toured to the local LORT Theater here in …
Wavelet Packet Transform Based Speech Enhancement Via Two-Dimensional Spp Estimator With Generalized Gamma Priors, Pengfei Sun, Jun Qin
Wavelet Packet Transform Based Speech Enhancement Via Two-Dimensional Spp Estimator With Generalized Gamma Priors, Pengfei Sun, Jun Qin
Articles
Despite various speech enhancement techniques have been developed for different applications, existing methods are limited in noisy environments with high ambient noise levels. Speech presence probability (SPP) estimation is a speech enhancement technique to reduce speech distortions, especially in low signal-to- noise ratios (SNRs) scenario. In this paper, we propose a new two-dimensional (2D) Teager-energy operators (TEOs) improved SPP estimator for speech enhancement in time-frequency (T-F) domain. Wavelet packet transform (WPT) as a multiband decomposition technique is used to concentrate the energy distribution of speech components. A minimum mean-square error (MMSE) estimator is obtained based on the generalized gamma distribution …

Short Term Forecasting Of Nitrogen Dioxide (No2) Levels Using A Hybrid Statistical And Air Mass History Modelling Approach, Aoife Donnelly, Owen Naughton, Brian Broderick, Bruce Misstear
Short Term Forecasting Of Nitrogen Dioxide (No2) Levels Using A Hybrid Statistical And Air Mass History Modelling Approach, Aoife Donnelly, Owen Naughton, Brian Broderick, Bruce Misstear
Articles
A novel hybrid model has been developed to support the provision of real-time air quality forecasts. Statistical techniques have been applied in parallel with airmass history modelling to provide an efficient and accurate forecasting system with the ability to identify high NO2 events, which tend to be the episodes ofmost significance in Ireland. Airmass history modelling and k-means clustering are used to identify air mass types that lead to high NO2 levels in Ireland. Trajectory matching techniques allow data associated with these air masses to be partitioned during model development. Non-parametric regression (NPR) has been applied to describe nonlinear variations …
Thoughts On Treasury's White Paper On Eu State Aid, Jeffrey M. Kadet
Thoughts On Treasury's White Paper On Eu State Aid, Jeffrey M. Kadet
Articles
The U.S. Department of the Treasury on August 24 issued a White Paper that expresses its concerns about the European Commission’s efforts to apply the European Union’s State aid restrictions to multinational enterprises’ profit-shifting structures. This article comments on two aspects of the white paper that are technically correct, but require a little more explanation for readers to understand their significance. These two aspects are:
First, the article clarifies that the general comments that the White Paper makes about “call[ing] into question the ability of Member States to honor their bilateral tax treaties” might be true, but the specifics of …
The Economic Boom, Bust And Transport Inequity In Suburban Dublin, Ireland, Sarah Rock, Aoife Ahern, Brian Caulfield
The Economic Boom, Bust And Transport Inequity In Suburban Dublin, Ireland, Sarah Rock, Aoife Ahern, Brian Caulfield
Articles
This paper examines the existence and extent of transport inequity and disadvantage in new suburbs in Dublin, built during the Celtic Tiger period and as experienced during the recession. Findings are presented from a household postal survey from three case study areas built between 2001 and 2008. The case study areas are typical 'middle class' suburbs, and were constructed at a time when Ireland was experiencing unprecedented economic growth. The subsequent recession left many of these areas in significant negative equity, and householders with very limited housing mobility. Results from the survey point to considerable problems that are impacting on …

Technological Assessment Of Different Solar-Biomass Systems For Hybrid Power Generation In Europe, C. M. Iftekhar Hussain, Brian Norton, Aidan Duffy
Articles
Solar Tower thermal (ST), Parabolic Trough thermal (PT), Linear Fresnel thermal (LF) and Solar PV are discussed in the context of suitability for hybridization with biomass in Europe. Technical, economical and climate data have been compared to identify the key drivers of technology selection in setting up large scale solar-biomass hybrid power plants. The sole solar-biomass hybrid power plant is currently in operation in Spain uses PT technology due to its performance characteristics, comparatively easy installation process compared to ST and relatively higher heat and optical gain than LF. The climate condition in the EU shows that the region within …

Advancing Android Activity Recognition Service With Markov Smoother: Practical Solutions, Mingyang Zhong, Jiahui Wen, Peizhao Hu, Jadwiga Indulska
Articles
Common use of smartphones is a compelling reason for performing activity recognition with on-board sensors as it is more practical than other approaches, such as wearable sensors and augmented environments. Many solutions have been proposed by academia, but practical use is limited to experimental settings. Ad hoc solutions exist with different degrees in recognition accuracy and efficiency. To ease the development of activity recognition for the mobile application eco-system, Google released an activity recognition service on their Android platform. In this paper, we present a systematic evaluation of this activity recognition service and share the lesson learnt. Through our experiments, …

The Importance Of Local Area As A Motivation For Cooperation Among Rural Tourism Entrepreneurs, Ziene Mottiar
The Importance Of Local Area As A Motivation For Cooperation Among Rural Tourism Entrepreneurs, Ziene Mottiar
Articles
This paper explores the issue of entrepreneurial motivations among rural tourism entrepreneurs in choosing to engage in cooperation. It analyzes literature which deals with the role of entrepreneurs and the development of rural destinations and highlights the fact that the role of entrepreneurs has been understated. Using mixed research methods and studying two rural areas in Ireland it addresses research questions such as why do rural tourism entrepreneurs engage in cooperation? How did this cooperation emerge? And how do they choose who to co-operate with?
The key finding is that while these entrepreneurs are motivated to co-operate as they think …

On 13 May 2014, the European Court of Justice ruled that search engines such as Google had a duty to respect EU citizens' right to be forgotten. That is, the search engines-deemed "controllers" of information under the Directive-were obligated in some circumstances to remove or de-list links from search results that pertain to information that infringes on an individual's rights under the Directive. In the fall of 2015, the Spanish Supreme Court found itself obligated to determine the application of the digital right to be forgotten in a different context: This time in a digital newspaper archive. However, since …
International Construction Measurement Standards (Icms) Explained, Charles Mitchell
International Construction Measurement Standards (Icms) Explained, Charles Mitchell
Articles
In 2015 the United Nations wrote to various construction cost bodies around the world seeking some form of uniformity in the reporting of construction costs worldwide. The UN concern was the variance of reported statistics globally for similar projects even when local economic factors were taken into account.
As a result a meeting was held for interested parties in the offices of the International Monetary Fund (IMF) in Washington D.C. in May 2015. This meeting became the inaugural meeting of what, today, is known as the International Construction Measurement Standards (ICMS) Coalition. The membership of the coalition is open to …

Articles
The BICP is a direct response to the 2014 Construction 2020 report calling on Enterprise Ireland to work with industry organisations to promote the use of BIM and develop the appropriate technical skills amongst Irish construction firms so that they can successfully compete in markets where BIM is widely adopted or a requirement. There are four distinct work packages to achieve the strategic objectives of the BICP which include amongst other things a systematic review of BIM adoption in international regions, with particular focus on the enablers to support national implementation programmes. This study focused on exploring the value proposition …

From Integrationism To Equal Protection: Tenbroek And The Next 25 Years Of Disability Rights, Samuel R. Bagenstos
Articles
If there is one person who we can say is most responsible for the legal theory of the disability rights movement, that person is Jacobus tenBroek. Professor tenBroek was an influential scholar of disability law, whose writings in the 1960s laid the groundwork for the disability rights laws we have today. He was also an influential disability rights activist. He was one of the founders and the president for more than two decades of the National Federation of the Blind, one of the first-and for many years undisputedly the most effective-of the organizations made up of people with disabilities that …

On Bipartization Of Cubic Graphs By Removal Of An Independent Set, Hanna Furmanczyk, Marek Kubale, Stanislaw Radziszowski
On Bipartization Of Cubic Graphs By Removal Of An Independent Set, Hanna Furmanczyk, Marek Kubale, Stanislaw Radziszowski
Articles
We study a new problem for cubic graphs: bipartization of a cubic graph Q by deleting sufficiently large independent set I. It can be expressed as follows: Given a connected n-vertex tripartite cubic graph Q = (V, E) with independence number α(Q), does Q contain an independent set I of size k such that Q − I is bipartite? We are interested for which value of k the answer to this question is affirmative. We prove constructively that if α(Q) ≥ 4n/10, then the answer is positive for each k fulfilling ⌊(n − α(Q))/2⌋ ≤ k ≤ α(Q). It remains …

Case Description: A 79-year old male patient with myelodysplastic syndrome associated with severe neutropenia, thrombocytopenia, anemia, hypertension, and hyperlipidemia was admitted for pneumonia secondary to influenza A. Two weeks later he presented with new symptoms of acute dysarthria, and left facial weakness involving his upper and lower face; the following day he developed left arm weakness. Admission computed tomography (CT) and MRI scans revealed an acute ischemic stroke (AIS) in the right posterior frontal cortex. The initial MRI was reported negative for pontine lesions. Anatomically, the cortical infarct could not explain his left lower motor neuron cranial nerve VII (LMN …

Gold Nanostars For Efficient In Vitro And In Vivo Real-Time Sers Detection And Drug Delivery Via Plasmonic-Tunable Raman/Ftir Imaging, Furong Tian, Joao Conde, Chenchen Bao, Yunsheng Chen, James Curtin, Daxiang Cui
Articles
The application of plasmonic-enhanced Raman imaging of cancer cells and drug delivery is gaining momentum. Here, we propose a new theranostic strategy based on an efficient plasmonic-tunable Raman/Fourier transform infrared (FTIR) spectroscopy imaging, to simultaneously evaluate the anticancer drug scattering cellular imaging and the Raman scattering molecular vibration signals in living cells. This technique allows to monitoring the drug release throughout the cell cycle and in vivo biodistribution and biocompatibility with low dose drug therapy (200 µg/mL) and low toxicity effect. This system can directly track in real-time the delivery and release of an anticancer drug (mitoxantrone, MTX) from gold …
Jurisdiction And Resentencing: How Prosecutorial Waiver Can Offer Remedies Congress Has Denied, Leah Litman, Luke C. Beasley
Jurisdiction And Resentencing: How Prosecutorial Waiver Can Offer Remedies Congress Has Denied, Leah Litman, Luke C. Beasley
Articles
This Essay is about what prosecutors can do to ensure that prisoners with meritorious legal claims have a remedy. The Antiterrorism and Effective Death Penalty Act (AEDPA) imposes draconian conditions on when prisoners may file successive petitions for post-conviction review (that is, more than one petition for post-conviction review). AEDPA’s restrictions on post-conviction review are so severe that they routinely prevent prisoners with meritorious claims from vindicating those claims.

Developing Cultural Tourism Through Cross-Sector Co-Operation: Evidence From The West Of Ireland, Ziene Mottiar, Bernadette Quinn, Theresa Ryan
Articles
Studies of co-operative activity in the tourism literature focus largely on linkages between tourism firms and little has been done to examine co-operation between tourism firms and those in other sectors. Yet the inter-dependency that exits between tourism and other sectors in product development is clearly apparent. One such example is in the production of cultural tourism where co-operation between the cultural and tourism sectors is a necessity. This paper reports on the findings of a project undertaken in regions in the west of Ireland. The research, identifies that while not without its challenges, there is a strong willingness for …

Incorporating Naturopathic Medicine Into A Hospital Setting: One Institution's Experience, Thomas Lanni, Maureen Anderson, Hallie Armstrong, Gail Elliott Patricolo
Articles
The number of patients seeking complementary health approaches combined with conventional treatments has grown considerably over the past decade. The current authors have previously described how an integrative medicine department was initiated and implemented at Beaumont Hospital, Royal Oak, Michigan. This article discusses how the integrative medicine department was expanded to include naturopathic medicine. This expansion was implemented because patients were taking herbs and supplements without their doctors' knowledge. This situation can be dangerous, especially for patients with cancer who are receiving chemotherapy, as various herbs and supplements can interact with treatment for these patients. Because the State of Michigan …

Emotional Intelligence And Graduates - Employers' Perspectives, Ailish Jameson, Aiden Carthy, Colm Mcguinness, Fiona Mcsweeney
Articles
Research has demonstrated that employers favour graduates who possess higher levels of emotional intelligence. Many
initiatives to increase students’ levels of EI have involved ‘whole school’ approaches, whereby generic EI skills programmes are
delivered to all students in a third level institute. This paper details an initial survey of employers’ (n = 500) opinions on the
importance and current level of graduates’ social and emotional competencies. The survey was completed across five sectors:
engineering, IT/computing, professional services (including accounting, business, finance, HR, law, retail), science (including
pharmaceutical and life), and social science which are identified growth industries in Ireland. It …

Quizmastery: Students As Bloggers And Testers In Pursuit Of Grammatical Competence, Sue Norton, Odette Gabaudan
Articles
This article considers the challenges confronted by instructors of composition and writing skills in higher education. Identifying key aspects of grammar, syntax, and punctuation, it argues that a grammatically informed terminology is helpful to learner-writers endeavouring to improve the clarity of their written assignments. To aid assimilation of this terminology, and the concepts it signifies, e-learning tools can be integrated into the curriculum so that students can consolidate knowledge through their own construction of it. As they create blogs and peer to peer quizzes, they become more theoretically and practically informed about the basis of effective writing practices.
