Geologists have understood the presence of shale gas and shale oil since the early 20th century, but always considered it unattainable due to shale’s low permeability. The shale gas revolution in the United States, brought about by the combination of horizontal drilling and hydraulic fracturing has proven the feasibility of economically accessing this resource and significantly increasing the world’s proven reserve. The UK's ongoing political turbulence has prompted a reprise of debates from the 1970s when many concluded the country was ungovernable. Then, the most influential diagnosis conceptualised the UK's governance problem as one of ‘overloading’ caused by the electorate's excessive expectations. This article argues that these accounts overlooked another phenomenon besieging UK governance during this period. This phenomenon was freeloading: the withering of government capacity deriving from the ability of actors to enjoy the benefits of citizenship without altogether contributing to the cost. In New York City, an indigent parent can receive the assistance of a multidisciplinary legal team—an attorney, a social worker, and a parent advocate—to defend against the City’s request to temporarily remove a child from her care. But in Mississippi, that same parent can have her rights to her child permanently terminated without ever receiving the assistance of a single lawyer. In Washington State, the Legislature has ensured that parents ensnared in child abuse and neglect proceedings will receive the help of a well-trained and well-compensated attorney with a reasonable caseload. This work investigates the difference in viability of primary human foetal osteoblast cells on a glass-ceramic surface with nanoscale topography relative to viability on a smooth glass-ceramic surface containing a bioactive phase. Apatite-mullite glass-ceramics containing bioactive fluorapatite (Ca10(PO4)6F2) and bioinert mullite (Si2Al6O13) were synthesised and subsequent heat-treatment was optimised to form nano-sized fluorapatite crystals. Etching was used to selectively remove the bioactive phase, producing a surface with disordered nanoscale topography. Over the last decades, the Brazilian state has engaged in concerted legal efforts to identify and prosecute cases of what officials refer to as “slave labor” (trabalho escravo). At a conceptual level, the campaign has paired the constitutional protection of human dignity and the “social value of labor” with an expansive interpretation of the offense described in Article 149 of the Criminal Code as “the reduction of a person to a condition analogous to that of a slave.” At the operational level, mobile teams of inspectors and prosecutors have intervened in thousands of work sites, and labor prosecutors …

This article presents summary findings of a mixed methods research project exploring the provision of education for sustainable development (SD) in seven Irish engineering degree programmes. Drawing on Sterling’s (2004) iceberg metaphor and Critical Realism it seeks to identify the underlying socio-cultural barriers preventing a holistic integration of SD in engineering education. It argues that the current focus is predominantly on the environmental dimension of SD and that there are a set of reinforcing mechanisms facilitating the provision of disciplinary education aimed at producing technically proficient, employable graduates in which the social dimension of SD is marginalised. The design and construction of foundations, retaining structures and slopes are usually based on deterministic formulations that do not allow the distinction between the natural variability and the inherent dispersion in the geotechnical parameters. Due to the inherent variability of the soil properties, there is a growing trend to implement reliability-based designs in geotechnical engineering to reduce design uncertainties by probabilistic methods. Preterm birth is a problem of major public health significance that continues to plague our country despite the existence of a therapy, 17α-hydroxyprogesterone caproate, with known efficacy in reducing the risk of spontaneous preterm birth among high-risk women. Over the past several years, the Louisiana Department of Health has undertaken a robust, multifaceted initiative to improve access to 17α-hydroxyprogesterone caproate, which resulted in a 3.5-fold increase in the percentage of eligible high-risk pregnant women in the Medicaid program who received the therapy between 2013 and 2016. December 2017 marked 50 years since archaeologist Michael J. O’Kelly first observed the solar illumination of the burial chamber in the Neolithic passage tomb at Newgrange during the period of the winter solstice. O’Kelly subsequently recorded direct sunlight entering Newgrange through the ‘especially contrived slit which lies under the roof-box at the outer end of the passage roof’ on 21 December 1969. The 2016 election has had significant consequences for American social welfare policy. Some of these consequences are direct. By giving unified control of the federal government to the Republican Party for the first time in a decade, the election has potentially empowered conservatives to ram through a bill to repeal the Affordable Care Act—the landmark “Obamacare” law that marked the most significant expansion of the social welfare state since the 1960s. Other consequences are more indirect. Today’s health system runs on data. However, for a system that generates and requires so much data, the health care system is surprisingly bad at maintaining, connecting, and using those data. In the easy cases of coordinated care and stationary patients, the system works—sometimes. But when care is fragmented, fragmented data often result. Fragmented data create risks both to individual patients and to the system. For patients, fragmentation creates risks in care based on incomplete or incorrect information, and may also lead to privacy risks from a patched together system. A new light lab facility has been commissioned at Rochester Institute of Technology with the research goal of studying human visual adaptation under temporally dynamic lighting. The lab uses five-channel LED luminaires with 16 bits of addressable depth per channel, addressed via DMX. Based on spectral measurements, a very accurate multiprimary additive color model has been built that can be used to provide “colorimetric plus” multi-primary channel intensity solutions optimized for spectral accuracy, color fidelity, color gamut, or other attributes. Several spectral tuning and multi-primary solutions are compared, for which accuracy results and IES TM-30-15 color rendition measures are shown.

We present a mode-sum regularization prescription for computing the vacuum polarization of a scalar field in static spherically symmetric black hole spacetimes in even dimensions. This is the first general and systematic approach to regularized vacuum polarization in higher even dimensions, building upon a previous scheme we developed for odd dimensions. Things are more complicated here since the even-dimensional propagator possesses logarithmic singularities which must be regularized. However, in spite of this complication, the regularization parameters can be computed in closed form in arbitrary even dimensions and for arbitrary metric function f(r). Nucleoside reverse transcriptase inhibitors (NRTIs) were the first drugs used to treat human immunodeficiency virus (HIV) the cause of acquired immunodeficiency syndrome. Development of severe mitochondrial toxicity has been well documented in patients infected with HIV and administered NRTIs. In vitro biochemical experiments have demonstrated that the replicative mitochondrial DNA (mtDNA) polymerase gamma, Polg, is a sensitive target for inhibition by metabolically active forms of NRTIs, nucleotide reverse transcriptase inhibitors (NtRTIs). Once incorporated into newly synthesized daughter strands NtRTIs block further DNA polymerization reactions. The international provisions of TRA 17S are in some ways an improvement over TRA 17H, but they are nevertheless deeply flawed. U.S.-based MNEs have accumulated $ 2.6 trillion of low taxed income offshore. This "guilty" income derives not just from IP developed in the United States, but in many cases (for example, Google, Facebook, and Big Pharma) also from exploiting the U.S. consumer market. This is a classic "round tripping" situation in which both the supply side (production) and the demand side (consumption) are in the United States, and yet both TRA 17H and TRA 17S let the guilty parties …

Driven by the juxtaposition of big data and powerful machine learning techniques—terms I will explain momentarily—innovators have begun to develop tools to improve the process of clinical care, to advance medical research, and to improve efficiency. These tools rely on algorithms, programs created from healthcare data that can make predictions or recommendations. However, the algorithms themselves are often too complex for their reasoning to be understood or even stated explicitly. Soybean (Glycine max (L.) Merr.) suffers yield loss due to root infection from soil infestation by Heterodera glycine I. (soybean cyst nematode SCN) and Fusarium virguliforme (Aoki; sudden death syndrome (SDS)). The major locus for SCN and SDS resistance has previously been identified as Rhg1/Rfs2 (chr18; LG G) (site reference). The objective of this experiment was to compare the Sanger DNA sequence of a resistant cultivar (‘Forrest’) and two susceptible cultivars (‘Williams 82’ and ‘Asgrow A3244’). Yet, the seed yield of soybean is significantly reduced due to Heterodera glycines (Ichinohe), the soybean cyst nematode (SCN).
