In this paper, we propose a microdisk resonator with negative thermal optical coefficient (TOC) polymer for refractive index (RI) sensing with thermal stability. The transmission characteristics and sensing performances by using quasi-TE01 and quasi-TM01 modes are simulated by a three-dimensional finite element method. The influences of the TOC, RI, and thickness of the polymer on the sensing performances are also investigated. The simulation results show that the RI sensitivity Sn and temperature sensitivity ST with different polymers are in the ranges of 25.1-26 nm/RIU and 67.3-75.2 pm/K for the quasi-TE01 mode, and 94.5-110.6 nm/RIU and 1.2-51.3 pm/K for the quasi-TM01 …

The debate over third-party funding of legal claims just got more interesting. The debate already had plot twists, such as free-market scholars lining up in opposition to the U.S. Chamber of Commerce and alongside proplaintiff scholars who they oppose in tort reform debates. Now add to the mix a recent paper by Professors Horton and Chandrasekher that introduced an entirely new angle to the debate: funding of probate disputes. A very large percentage of bridge failures are attributed to scouring around bridge piers and this directly influences public safety. Experiments are carried out in a 12-m long rectangular open channel flume made of transparent tempered glass. A 300 mm thick bed made up of sand particles is leveled horizontally to create the test bed and a 50 mm hollow plastic cylinder is used as a model bridge pier. This paper describes the use of a board game, Civil War, as a learning experience in the context of a course on critical theory. Civil War was created by the Educational Games Company of Lebanon and is set during the 1975-1990 Lebanese civil war. The game functions both as a pedagogical instrument, in that players learn about the situation in Lebanon while playing the game, but also as a form of critique, in that its makers are clearly using it as a means of articulating their lived experiences and challenging the dominant narratives around the conflict. In 1926, local law enforcement and federal immigration authorities in Chicago pursued a deportation drive ostensibly directed at gang members. However, the operation largely took the form of indiscriminate raids on immigrant neighborhoods of the city. Crimmigration in Gangland describes the largely forgotten 1926 deportation drive in Chicago as a means to augment the origin story for "crimmigration." Scholars up until now have mostly contended that the convergence of criminal and immigration law occurred in the 1980s as part of the War on Drugs, with crime serving as a proxy for race for policy makers unable to openly argue for …

This article explores the emergence of formal and informal bridging organizations to facilitate solutions to water conflict at the scale of the water resource. This new approach to governance is of particular importance on rivers within or shared by countries in which water management is fragmented among national and sub-national levels of government as well as among governmental sectors. This article focuses on the Columbia River Basin, in the United States and Canada. This essay uses Texas Gulf Sulphur as a case study on an issue that companies continue to face today: whether, and how, to respond to market rumors. This essay analyzes the countervailing incentives that influence whether companies respond to market rumors, applies those pressures to the facts of Texas Gulf Sulphur, and concludes that counsel today would likely advise similarly situated companies to remain silent rather than respond to market rumors. In recent years, compound glass microsphere resonator devices have attracted increasing interest and have been widely used in sensing, microsphere lasers, and nonlinear optics. Compared with traditional silica resonators, compound glass microsphere resonators have many significant and attractive properties, such as high-Q factor, an ability to achieve high rare earth ion, wide infrared transmittance, and low phonon energy. This review provides a summary and a critical assessment of the fabrication and the optical characterization of compound glasses and the related fabrication and applications of compound glass microsphere resonators.

In this paper, we design a tapered tellurite photonic crystal fiber (TTPCF) with nonlinear coefficient increasing along the propagation direction, and demonstrate the mid-infrared self-similar pulse compression of the fundamental soliton in such a TTPCF. When the variation of group-velocity dispersion, higher-order dispersion, higher-order nonlinearity, and linear loss are considered, a 1 ps pulse at wavelength 2.5 μm can be compressed to 62.16 fs after a 1.63-m long propagation, along with the negligible pedestal, compression factor Fc of 16.09, and quality factor Qc of 83.16%. This article is the result of a study to survey the landscape of digital preservation practices and infrastructure at midwestern four-year public colleges and universities. It summarizes the staffing, tools, policy, and procedural characteristics of the survey population, compares these results to previous studies, and questions if a model for a successful program has emerged. The article concludes by arguing that instead of measuring digital preservation program development to existing ideal models, resource-strapped archives will better assess progress using a matrix linking reasonably achievable infrastructure and workflows with corresponding, categorized levels of financial, technical, and human resources

Courts in the United Kingdom and South Africa have recently issued important rulings that have constrained the executive’s authority to withdraw from treaties in those countries. This essay considers whether these rulings might offer insights for treaty exit issues in the United States. We first provide an overview of U.S. law and practice regarding the termination of international agreements. We next summarize the U.K. and South African decisions, which required parliamentary approval for pulling out of treaties establishing the European Union and the International Criminal Court (ICC), respectively. Nearly Zero Energy Buildings (nZEB) are a significant part of the energy efficiency strategy of the European Union. As buildings represent approximately 40% of the final energy use in Europe, the reduction of their energy demand is key for a sustainable future. This paper takes a qualitative approach and presents data about professional and market barriers, as well as the educational market in relation to the implementation of nZEB policies for new and retrofit buildings in 11 European countries. The study of financial market efficiency has important implications in terms of global macroeconomic stability. The case of six selected East Asian stock markets (China, Japan, Hong Kong, Malaysia, Singapore and South Korea) during the Asian Financial Crisis (AFC) and Global Financial Crisis (GFC) is analysed here using a battery of well-known econometric techniques that starts with traditional unit root testing for random walk behaviour. The six countries were selected on the basis of market capitalization to offer insights into the behaviour of the most relevant markets in the region. A multiband printed dipole antenna for wireless local area network (WLAN) and long-term evolution-advanced (LTEA) applications is investigated here. Its multiband characteristic is enabled by the Y-slot present in the upper arm of the dipole, while the antenna's dimensions are 0.08λo × 0.384λo at the lowest operating frequency. It features bandwidth of 14.6% centred at 2.4 GHz, and ∼30.5% centred at 5.5 GHz for WLAN operation. An additional bandwidth of 6.9% centred at 3.5 GHz supporting LTE-A applications is also featured. This paper proposes a simple, low-cost multi-mode patch antenna combining good MIMO performance with precise Angle of Arrival (AoA) estimation. The AoA is based on the monopulse antenna concept, however, unlike in radar applications, the necessity for complex circuitry is replaced by the intrinsic properties of even and odd resonant patch modes. This capability is advantageous for future “Internet of Things” antennas, embedded into low-cost and size-constrained devices. The envelope correlation coefficient, measured in an anechoic chamber, is below 1.5 %, ensuring good MIMO performance. An exemplary addition to localization algorithm exploiting antenna properties is demonstrated.

The dynamic voltage restorer (DVR) is mainly used in a utility grid to protect sensitive loads from power quality problems, such as voltage sags and swells. However, the effectiveness of the DVR can wane under unbalanced grid voltage conditions. Recently, DVR control algorithms have been developed that enable the elimination of voltage harmonics in weak and distorted utility networks. This paper presents a modified control method for the DVR, which can (1) compensate the voltage swell and (2) eliminate the voltage harmonics in a combined utility condition consisting of voltage unbalance and harmonic distortion.
