Does Capital Bear The U.S. Corporate Tax After All? New Evidence From Corporate Tax Returns, Edward Fox
Does Capital Bear The U.S. Corporate Tax After All? New Evidence From Corporate Tax Returns, Edward Fox
Articles
This article uses U.S. corporate tax return data to assess how government revenue would have changed if, over the period 1957–2013, corporations had been subject to a hypothetical corporate cash flow tax—that is, a tax allowing for the immediate deduction of investments in long-lived assets like equipment and structures—rather than the corporate tax regime actually in effect. Holding taxpayer behavior fixed, the data indicate actual corporate tax revenue over the most recent period (1995–2013) differed little from that under the hypothetical cash flow tax. This result has three important implications. First, capital owners appear to bear a large fraction of …

Lifespan Of Long-Lived Growth Hormone Receptor Knockout Mice Was Not Normalized By Housing At 30°C Since Weaning, Yimin Fang, Samuel Mcfadden, Justin Darcy, Erin R. Hascup, Kevin Hascup, Andrzej Bartke

Growth hormone receptor knockout (GHRKO) mice are remarkably long-lived and have improved glucose homeostasis along with altered energy metabolism which manifests through decreased respiratory quotient (RQ) and increased oxygen consumption (VO2 ). Short-term exposure of these animals to increased environmental temperature (eT) at 30°C can normalize their VO2 and RQ. We hypothesized that increased heat loss in the diminutive GHRKO mice housed at 23°C and the consequent metabolic adjustments to meet the increased energy demand for thermogenesis may promote extension of longevity, and preventing these adjustments by chronic exposure to increased eT will reduce or eliminate their longevity …

A mixed-methodology study was conducted to better understand consumer attitudes and behaviors toward novel food pairings and the impact of culinary education. Focus groups were conducted to investigate the underlying motivational factors to the reactions and behaviors toward unfamiliar foods. The second phase of the study consisted of sensory evaluation by two separate cohorts, panelists with and without culinary education, of food products created through the novel pairings of foods. Panelists with culinary education expressed a greater overall liking for the animal-based pairing. Sensory-Affective and Ideational factors appeared to be underlying motivational factors of these hedonic reactions.

Active natural antibacterial blend of poly(lactide) - poly(butylene adipate-co-terephthalate) (PLA-PBAT) incorporated with ferulic acid was formed by solvent casting method. The influences of FA on the structural, colour, optical, thermostability and antibacterial efficiency of PLA-PBAT blend films were studied. On the incorporation of the FA, the thickness of the film was increased by 1.5–10 %. The tensile strength (TS) of the FA incorporated blend film increased to a value of 10.78 MPa at 10 wt% as compared to the control film which has 5.42 MPa. The temperature of degradation of the film increases as the FA content increases in the …

Suicide is the second leading cause of death globally among young people representing a significant global health burden. Although the molecular correlates of suicide remains poorly understood, it has been hypothesised that epigenomic processes may play a role. The objective of this study was to identify suicide-associated DNA methylation changes in the human brain by utilising previously published and unpublished methylomic datasets. We analysed prefrontal cortex (PFC, n = 211) and cerebellum (CER, n = 114) DNA methylation profiles from suicide completers and non-psychiatric, sudden-death controls, meta-analysing data from independent cohorts for each brain region separately. We report evidence for …

Surveillance of drug-resistant bacteria is essential for healthcare providers to deliver effective empirical antibiotic therapy. However, traditional molecular epidemiology does not typically occur on a timescale that could affect patient treatment and outcomes. Here, we present a method called ‘genomic neighbour typing’ for inferring the phenotype of a bacterial sample by identifying its closest relatives in a database of genomes with metadata. We show that this technique can infer antibiotic susceptibility and resistance for both Streptococcus pneumoniae and Neisseria gonorrhoeae. We implemented this with rapid k-mer matching, which, when used on Oxford Nanopore MinION data, can run in real time. …

At this writing, the final results of the Iowa caucuses remain unreported. No one yet knows which candidates did well and which did poorly. We do know that health policy is a defining cleavage between left and liberal Democrats this primary season. Much of the press coverage will naturally focus on the implications of this vote for Democrats’ commitment to an incremental public option or a full-throated single-payer plan.

Let G be a simple graph with vertex set V and edge set E, and let S ⊆ V . The sets Pi (S), i ≥ 0, of vertices monitored by S at the i th step are given by P0(S) = N[S] and Pi+1(S) = Pi (S) {w : {w} = N[v]\Pi (S) for some v ∈ Pi (S)}. If there exists j such that Pj (S) = V , then S is called a power dominating set, PDS, of G. Otherwise, S is a failed power dominating set, FPDS. The power domination number of a simple graph G, …

Artificial Intelligence & Machine Learning: A Model For A New Judicial System?, Paula C. Arias
Articles
Artificial Intelligence and Machine Learning are a result not only of technological advances but also of the exploitation of information or data, which has led to its expansion into almost all aspects of modern life, including law and its practice. Due to the benefits of these technologies, such as efficiency, objectivity, and transparency, the trend is towards the integration of Artificial Intelligence and Machine Learning in the judicial system. Integration that is advocated at all levels and, today, has been achieved mostly under the implementation of tools to assist the exercise of the judiciary. The «success» of this integration has …

The present Administration has made clear it has no interest in enforcing statutes designed to protect workers, consumers, voters, and others. And, as we have chronicled in prior work, the ability of private litigants to enforce these laws has been undercut by developments in the case law concerning class actions—particularly class-banning arbitration clauses. As these critical enforcement methods recede, will alternative methods of prosecuting claims arise? How might they work? Are they politically and fiscally sustainable? We focus here on a promising approach just now coming into view: qui tam legislation authorizing private citizens to bring representative claims on behalf …

The potential of microwave and ultrasound was evaluated for the pretreatment of brewer's spent grain (BSG). Under optimal conditions of microwave and ultrasound pretreatments, reducing sugar yields per 1 g of pretreated BSG were 64.4 ± 7 mg and 39.9 ± 6 mg, respectively. Subsequently, the pretreated BSG was evaluated as a substrate for production of Xylanopectinolytic enzymes using fungi isolated from spoiled fruits. Out of twenty-nine (29) isolates recovered, Mucor sp. (AB1) isolated from Bramley apple (Malus domestica) produced xylanopectinolytic enzymes with higher specific activity, and was selected for further studies. The highest enzyme activity (137 U/g, …

Law school moot court competitions are everywhere. That is a bit of an exaggeration, to be sure, but not by much. At last count, students with an interest in litigation had more than 60 interschool appellate advocacy competitions to choose from, ranging in topics from admiralty to space law to veterans law. Toss in trial advocacy competitions, and the number of opportunities to hone litigation skills increases significantly. And seemingly every law school has its own intraschool litigation competitions, ranging from part of a 1L legal writing program to school-wide appellate advocacy competitions whose final rounds attract prominent judges or …

Designing And Enforcing Preliminary Agreements, Albert H. Choi, George Triantis

Preliminary agreements—variously labeled as memoranda of understanding, letters of intent, term sheets, commitment letters, or agreements in principle—are common in complex business transactions. They document an incomplete set of terms that the parties have agreed upon, while anticipating further negotiation of the remaining provisions. They often create legal obligations, particularly a duty to negotiate in good faith. This duty has been the subject of a substantial number of judicial opinions over the past few decades and yet continues to be regarded as a confusing and unpredictable issue in contract law. Legal scholarship is hamstrung in its analysis of the case …

The role that tobacco consumption plays in the etiology of oral cancer carcinogenesis, and of alcohol consumption acting as a co-factor, have been well established. However, in recent years, the contribution of alcohol consumption alone to oral cancer has been proposed. In fact, a high percentage of patients who develop oral cancer have both habits (tobacco and alcohol consumption), and other small patient groups only consume alcohol or do not have any other identifiable bad habits. In the present study, we demonstrate for the first time, using a combination of dynamic molecular modelling and Raman spectroscopy, that ethanol has a …

On December 18, 2019, just 3 days after the close of open enrollment on the exchanges and on the same day the House of Representatives impeached President Donald Trump, a conservative appeals court handed the President a major victory in his crusade against the Affordable Care Act (ACA). Over a stern dissent, the U.S. Court of Appeals for the Fifth Circuit declared that the law’s individual mandate is unconstitutional and that the entire rest of the law might therefore be invalid.

We present theoretical and experimental investigations of higher order correlations of mechanical motion in the recently demonstrated optical tweezer phonon laser, consisting of a silica nanosphere trapped in vacuum by a tightly focused optical beam [R. M. Pettit et al., Nature Photonics 13, 402 (2019)]. The nanoparticle phonon number probability distribution is modeled with the master equation formalism in order to study its evolution across the lasing threshold. Up to fourth-order equal-time correlation functions are then derived from the probability distribution. Subsequently, the master equation is transformed into a nonlinear quantum Langevin equation for the trapped particle’s position. This equation …

Now at the forefront of automated reasoning, argumentation has become a key research topic within Artificial Intelligence. It involves the investigation of those activities for the production and exchange of arguments, where arguments are attempts to persuade someone of something by giving reasons for accepting a particular conclusion or claim as evident. The study of argumentation has been the focus of attention of philosophers and scholars, from Aristotle and classical rhetoric to the present day. The computational study of arguments has emerged as a field of research in AI in the last two decades, mainly fuelled by the interest from …

Beyond Reasonable Doubt: A Proposal For Undecidedness Blocking In Abstract Argumentation, Pierpaolo Dondio, Luca Longo

In Dung’s abstract semantics, the label undecided is always propagated from the attacker to the attacked argument, unless the latter is also attacked by an accepted argument. In this work we propose undecidedness blocking abstract argumentation semantics where the undecided label is confined to the strong connected component where it was generated and it is not propagated to the other parts of the argumentation graph. We show how undecidedness blocking is a fundamental reasoning pattern absent in abstract argumentation but present in similar fashion in the ambiguity blocking semantics of Defeasible logic, in the beyond reasonable doubt legal principle or …

This work presents an investigation into the ability of recurrent neural networks (RNNs) to provide long term predictions of time series data generated by coal fired power plants. While there are numerous studies which have used artificial neural networks (ANNs) to predict coal plant parameters, to the authors’ knowledge these have almost entirely been restricted to predicting values at the next time step, and not farther into the future. Using a novel neuro-evolution strategy called Evolutionary eXploration of Augmenting Memory Models (EXAMM), we evolved RNNs with advanced memory cells to predict per-minute plant parameters and per-hour boiler parameters up to …

In 2016, people identifying as Hispanic or Latino became the largest ethnic minority in the United States. This milestone coincided with others for Hispanic students. That same year, data from the National Center for Education Statistic’s 2018 Compendium Report noted that 89% of Latinos aged 18-24 earned a high school diploma or an alternative credential, and Pew Research Data shows Hispanic college enrollment rates at 47%—up 8 % over the last 15 years—and that 22% of Latinos aged 25 to 29 had earned a college degree.

Smart Routing: Towards Proactive Fault Handling Of Software-Defined Networks, Ali Malik, Benjamin Aziz, Mo Adda, Chih-Heng Ke
Articles
In recent years, the emerging paradigm of software-defined networking has become a hot and thriving topic in both the industrial and academic sectors. Software-defined networking offers numerous benefits against legacy networking systems by simplifying the process of network management through reducing the cost of network configurations. Currently, data plane fault management is limited to two mechanisms: proactive and reactive. These fault management and recovery techniques are activated only after a failure occurrence and hence packet loss is highly likely to occur. This is due to convergence time where new network paths will need to be allocated in order to …

Despite the growing interest in crowdsourcing, this new labor model has recently received severe criticism. The most important point of this criticism is that crowdworkers are often underpaid and overworked. This severely affects job satisfaction and productivity. Although there is a growing body of evidence exploring the work experiences of crowdworkers in various countries, there have been a very limited number of studies to the best of our knowledge exploring the work experiences of Chinese crowdworkers. In this paper we aim to address this gap. Based on a framework of well-established approaches, namely the Job Demands-Resources model, the Work Design …

Femagogical Strategies In The Art School: Navigating The Institution, Barbara Knezevic, Amy Walsh
Articles
This writing aims to define and examine ‘femagogy’ and the transformative potential for an inclusive intersectional feminist teaching practice in Fine Art education in the context of the contemporary Irish art school. This writing will trace the influence of linguistic power structures and the influence of broader institutional patriarchy in an educational setting and outline the inspirations and genealogies of femagogy. This writing provides situated embodied examples of femagogy in practice. It proposes the femagogical model of teaching as one that situates itself outside prevailing patriarchal models and proposes strategies to reimagine knowledge production and navigate the prevailing structural patriarchy …
Women Mps From Northern Ireland: Challenges And Contributions, 1953–2020., Yvonne Galligan
Women Mps From Northern Ireland: Challenges And Contributions, 1953–2020., Yvonne Galligan
Articles
This article investigates women’s representation as Northern Ireland (NI) MPs in the House of Commons since 1953. The central argument of the study is that the political and cultural positions dominant at the formation of NI in the early 20th century reverberate through the generations and continue to inform women’s political under-representation today. The article provides an historical context for women’s political and public participation from the 1950s, highlighting the gendered political culture in which this engagement took place. It examines the additional freezing effect of the ethno-national conflict on women’s civic and political involvement from the 1970s–1990s. In terms …

The February 2020 general election will be remembered as the “change” election, when the two dominant parties of Irish politics, Fianna Fáil and Fine Gael, trailed behind Sinn Féin in voters' preferences for the first time. However, for the gender balance of Irish politics, much remained unchanged. While the number of women elected to Dáil Éireann increased by one, this marginal growth since the 2016 general election was deemed a disappointment by analysts and advocates alike. A review of candidacy reveals that Fianna Fáil and Fine Gael lag behind other parties in terms of the proportion of women selected and …

This paper employs the concept of epistemic justice to examine the potential for gender equality plans (GEPs) to bring about sustainable transformative change towardsgender equality in higher education. Mindful of both the limitationsand opportunitiesof gender policy interventions, the paper highlights the importance of approaching gender inequality as a problem of justice and power rather than asan issueof “loss of talent.”The paper drawson Fricker's account of epistemic justice as well ason Bourdieu's analysis of power in the academic field, to evaluate seven GEPs in European universities for their potential to transform gender–power relations in academia.

Analysing Gender And Institutional Change In Academia: Evaluating The Utility Of Feminist Institutionalist Approaches, Sara Clavero, Yvonne Galligan
Articles
This article explores research on gender and institutions for the purposes of informing analytical frameworks for research on institutional change with regard to gender equality in higher education. Drawing on feminist institutionalist studies that explore the relationship between gender, institutions and institutional continuity and change, the aim is to evaluate how this body of scholarship can be adapted to an analysis of the dynamics of gender equality plan implementation in universities.
