Theoretical Investigations Of Electro-Optical Synchonisation Of Self-Pulsating Laser Diodes, A. Egan, P. Rees, J. O'Gorman, M. Harley-Stead, Gerald Farrell, Joe Hegarty, P. Phelan

The synchronisation mechanism of selfpulsating laser diodes is determined and it is shown how this results in a frequency-dependent phase difference between the electrical input and optical output. The time-to-lock of the electrical input to the optical output is examined, particularly with regard to the importance of the initial phase difference between the signals. The effect of synchronisation on timing jitter in self pulsating lasers is also investigated.

In a recent issue of the Florida Tar Review, Professor Deborah Geier added yet another chapter to the running commentary on the Albertson's litigation, using that case to demonstrate her theories of statutory purpose and to criticize, in particular, statutory textualism as she conceives of it. Professor Geier correctly identifies the underlying issues in Albertson's-the role of statutory purpose, the differing institutional capacities of the Congress and the courts, fidelity to statutory text-but resolves those issues in ways that prompt me to rebuttal.

The New Ethiopian Constitution: Its Impact Upon Unity, Human Rights And Development, Minasse Haile

The 1994 Ethiopian Constitution, while intended to address historical injustices, has exacerbated tribalism, human rights violations, and poverty by establishing a flawed federal system based on ethnic affiliation. The Constitution grants excessive autonomy to ethnic-based states, undermining national unity and central authority. Its lack of enforceable limitations on government power, absence of judicial review, and emphasis on secession have created a system prone to instability and human rights abuses. The article argues that the Constitution's structure, inspired by defunct Soviet models, is ill-suited to Ethiopia's needs, threatening its democracy, development, and cohesion.

Death And Transfiguration: The Myth That The U.C.C. Killed "Property", Jeanne L. Schroeder

The article examines the evolution of property concepts in legal frameworks, particularly focusing on the Uniform Commercial Code (U.C.C.) and its treatment of title in sales transactions. It argues that while the U.C.C. attempted to shift from traditional notions of property as a unitary right to a more process-oriented approach, it did not fully abandon the underlying imagery of property as a tangible, identifiable object. The analysis critiques the common law's emphasis on title and explores the idea that property should be viewed as a legal relation among subjects rather than a fixed, physical entity. Over the last several years, the Supreme Court's role has subtly changed, makingJustice Sandra Day O'Connor more important to the Court than ever. Whereas the Court previously had mandated jurisdiction over certain cases, it now hears only those cases which the members of the Court deem worthy of consideration. As the press has noted, the number of Supreme Court cases has declined rather dramatically. The reasons for this decline are complex and, to some degree, impenetrable or at least unprovable.
