Sharing Health-Care Records Over The Internet, Jane Grimson, Gaye Stephens, Benjamin Jung, William Grimson, Damon Berry, Sebastien Pardon

Presents a novel approach to sharing electronic health-care records that leverages the Internet and the World Wide Web, developed as part of two European Commission-funded projects, Synapses and SynEx. The approach provides an integrated view of patient data from heterogeneous, distributed information systems and presents it to users electronically. Synapses and SynEx illustrate a generic approach in applying Internet technologies for viewing shared records, integrated with existing health computing environments. Prototypes have been validated in a variety of clinical domains and health-care settings

Indigenous retailers must contend not only with each other, but also with an on-going invasion of international retailers who have been attracted by Ireland’s booming economy. In this paper, we argue that institutional discourses and practices do not pass undisturbed across organizational boundaries. We look at how corporate scientists in the automobile industry, acting as institutional entrepreneurs, influence way in which corporations perceive and respond to climate science.

In this paper, we use the concept of cognitive dissonance to understand how firms balance cognition and behavior within the framework of their environmental strategies. By understanding the paths for dissonance reduction, the motives for choosing one path over another, and the factors influencing the chouce of a particular path by a business firm, we develop propositions regarding how firms make strategic choices with regard to environmental behavior.

This Article discusses whether a State has sovereign immunity from claims for just compensation. The Article concludes that the States are indeed immune from just compensation suits brought against them in federal court; States are not necessarily immune, however, from just-compensation suits brought against them in their own courts of general jurisdiction. Thus, the States' immunity in federal court is not symmetrical to the States' immunity in their own courts. This asymmetry, the Article explains, is the result of the Due Process Clause of the Fourteenth Amendment. The Due Process Clause obligates a State to provide a means of paying …

Current estimates of regulatory benefits are too low and possibly far too low. This is because the standard economic approach to measuring costs and benefits, which attempts to estimate people's willingness to pay for various regulatory benefits, ignores a central point about valuation, thus producing numbers that systematically understate those benefits. Conventional estimates tell us the amount of income an individual, acting in isolation, would be willing to sacrifice in return for, say, an increase in safety on the job. What does cost-benefit analysis mean, or do, in actual practice? When agencies engage in cost-benefit balancing, what are the interactions among law, science, and economics? This Article attempts to answer that question by exploring, in some detail, the controversy over the EPA's proposed regulation of arsenic in drinking water The largest finding is that often science can produce only "benefit ranges, " and wide ones at that. With reasonable assumptions based on the scientific data before the EPA at the time it made its initial decision, the proposed arsenic regulation can be projected to save as few as 0 lives …

International human rights litigation in US courts largely began in 1980, with the Second Circuit's decision in Filartiga v Pena-Irala.1 In Filartiga, two Paraguayans were allowed to sue a former Paraguayan police official for the torture and killing of their family member in Paraguay. The jurisdictional basis for their lawsuit was the Alien Tort Statute, which was first enacted in 1789 as part of the first Judiciary Act.2 This statute provides that federal district courts "shall have original jurisdiction of any civil action by an alien for a tort only, committed in violation of the law of nations …

The conventional wisdom among international law scholars is that customary international law-that is, the law that results from the customary practices and beliefs of nations-places limitations on the authority of nations to apply their laws extraterritorially.1 Unless a nation's extraterritorial law falls within one of five categories 2 -territoriality, nationality, protective principle, passive personality, or universality-it is said, the nation violates international law rules governing "prescriptive jurisdiction."3 All but one of these categories require a nexus between the regulating nation and the conduct, offender, or victim.
