The information system (IS) literature has consistently emphasized the need for a proper alignment of IS goals and strategies with organizational goals and strategies. A number of theoretical frameworks have been proposed to develop the linkages between IS and organizational strategies. However, while there has been much theorizing in the area, validated instruments for empirical testing of these theories have been scarce. As uncertainty in markets and technology intensifies, organizations are adopting modularity-based manufacturing practices to achieve mass customization and cope with demands for increasingly customized products. Modularity-standardization and substitution principle to product and process design to create modular components and processes that can be configured into a wide range of end products to meet specific customer needs. This study defines customer closeness and modularity-based manufacturing develops instruments to measure these factors, builds a framework that relates customer closeness, modularity-based manufacturing practices, and mass customization, and tests structural relationships in this framework using LISREL.

Lawmakers in the European Union and its member states, like their counterparts in the United States, increasingly are using economic tools to protect the environment while reducing their focus on command and control regulation. The reliance on economic approaches to environmental protection may disproportionately impact low income and minority communities. Although evidence of environmental injustice in Europe is not as strong as in the United States, several recent studies demonstrate that traditional environmental protection measures in Europe have disproportionately funneled pollution to low income communities. Economic-based environmental measures can only exacerbate that trend.

Private Plaintiffs, Public Rights: Article Ii And Environmental Citizen Suits, Stephen M. Johnson

This Article will focus on the Take Care Clause of Article II, the most serious of the Article II challenges to the environmental citizen suit provisions. Justice Scalia and legal commentators have argued that Article II prohibits a citizen from suing to enforce federal laws unless the citizen has suffered a concrete and personal ("individuated") injury as a result of the action that he is challenging. Professor Cass Sunstein and others have dissented, and have suggested that Congress can authorize citizens to sue to enforce federal laws even when the citizens have not suffered individuated injuries.

Professionalism, Oversight, And Institution-Balancing: The Supreme Court's "Second Best" Plan For Political Debate On Television, Lili Levi

Televised political debates have become a staple of modern elections. Proponents of open access to such debates argue that third party participation is a democratic necessity. They see as catastrophic the Supreme Court's decision in Arkansas Educational Television Commission v. Forbes, in which a state broadcaster was given the discretion to exclude a minor party candidate from a televised debate so long as the decision was viewpoint-neutral. This Article reads the Court's decision as a functional, "second best" solution that seeks to mediate the expressive and democratic values implicated in both open and closed access models. The standard method of human gait analysis in use in gait laboratories today invariably involves marker-based motion tracking systems. Although somewhat effective, these methods require accurate placement of awkward external markers. We report on an enhanced approach being researched and developed at the National Rehabilitation Hospital, Dublin based on marker-free motion tracking incorporating advanced digital image processing techniques.

For over two decades, federal agencies have been required to analyze the benefits and costs of significant regulatory actions and to show that the benefits justify the costs. But the regulatory state continues to suffer from significant problems, including poor priority-setting, unintended adverse side-effects, and, on occasion, high costs for low benefits. In many cases, agencies do not offer an adequate account of either costs or benefits, and hence the commitment to cost-benefit balancing is not implemented in practice.
