Mobile wireless computing devices such as cellphones, pagers, personal digital assistants, pocket PCs, and tablet computers are all potential platforms for participating in small group, wireless, many-to-many distributed applications. The networking technology needed to support such applications is readily available. However, almost all existing middleware infrastructure for distributed applications was designed for central servers and wired connections. The Anhinga Infrastructure described here runs entirely on the wireless mobile devices and so does not require any central server support. The Anhinga Infrastructure provides a message broadcast ad hoc networking protocol and a distributed computing platform based on lightweight versions of Java, …

The increasing tendency of large employers to convert their traditional defined benefit pension plans to the cash balance format has engendered substantial controversy, both within the qualified plan community and among the general public. The rise of "new comparability" plans has yet to generate the same level of popular or political concern, perhaps because such plans have largely been embraced by smaller employers. However, among pension mavens, new comparability has occasioned strong supporters and equally firm detractors.

Legal economists are concerned with setting optimal deterrence levels. Armed with information concerning the public and private costs and benefits of a particular harmful activity, the legal economist seeks to set a “price” for the activity which, to some socially optimal extent, minimizes external costs while retaining external benefits. If the economist's information is perfect, he can predict precisely how an economically rational actor will respond to a particular price and achieve optimal deterrence of activities whose costs outweigh their benefits.

Two hundred seventy-two magnitude difference measures of 135 double star systems are presented. The results are derived from speckle observations using the Bessel V and R passbands and a fast readout CCD camera. Observations were taken at two 60 cm telescopes, namely the Helen Sawyer Hogg Telescope, formerly at Las Campanas, Chile, and the Lowell-Tololo Telescope at the Cerro Tololo Inter- American Observatory, Chile. The data analysis method is presented and, in comparing the results to those of Hipparcos as well as to recent results using adaptive optics, we find very good agreement. The Supreme Court has issued a series of opinions that turn on the Constitution's inherent principles of federalism, decisions that have alarmed many a legal scholar. The Court has been attacked for overstepping its bounds and, by some, on the grounds that the federalism-state balance should be maintained through the political process rather than judicial review. This criticism of the judicial enforcement of federalism fails as a matter of constitutional history and on empirical grounds. The Supreme Court in this era deserves praise, not criticism, for its recent federalism jurisprudence.

In May 2000, the Supreme Court handed down its decision in Vermont Agency of Natural Resources v. U.S. ex rel. Stevens, a seemingly predictable 11th Amendment case. In upholding the plaintiff's Article III standing to bring that case, however, the Court suggested a theory of "representational standing" that holds the potential to radically transform the entire body of law governing the ability of private citizens to seek, through the federal courts, the vindication of broadly-held public interests.

Over the past 30 years, the Court's increasingly restrictive standing jurisprudence has effectively precluded private citizens from playing a meaningful role in public …

Experiments in the last decade or so have demonstrated persistent failures on the part of ordinary individuals rationally to pursue self-interest. The experiments pose serious challenges to economics, rational choice theory, and the law and economics school. Some experiments, for example, suggest an "endowment effect", that contradicts the Coase Theorem; the notion that, in the absence of transaction costs, goods will find their most efficient distribution regardless of their initial assignment. Cass Sunstein has collected a set of essays by economists and legal scholars exploring these challenges, in a volume entitled Behavioral Law and Economics.

The problem of stabilizing a single color tone reproduction curve of a xerographic printing engine is considered. This problem is critical to ensure high-fidelity color printing. The control system uses a small number of actuators and a small number of measurements to stabilize the potentially high-dimensional tone reproduction curve. The goal is to minimize the overall least squares deviation of the tone reproduction curve from the ideal nominal one in the face of disturbances like material changes, temperature, humidity, and uncertainty in the system description. Results of an experimental and numerical study of a dual-mode scramjet combustor are reported. The experiment consisted of a direct-connect test of a Mach 2 hydrogen-air combustor with a single unswept-ramp fuel injector. The flow stagnation enthalpy simulated a flight Mach number of S. Measurements were obtained using conventional wall instrumentation and a particle-imaging laser diagnostic technique. The particle imaging was enabled through the development of a new apparatus for seeding fine silicon dioxide particles into the combustor fuel stream. Numerical simulations of the combustor were performed using the GASP code. The modeling, and much of the experimental work, focused …

Resonant tunneling diodes (RTDs) are promising band gap engineered heterostructures that exhibit a distinctive negative differential resistance (NDR) that can be exploited for various electronic functions. Large scale integration of RTDs with heterojunction field effect transistors (HFETs) has been demonstrated in III-V compound semiconductors. Since the current microelectronics industry has evolved around silicon CMOS technology, it is of great interest if RTDs can be integrated with Si CMOS circuitry. Silicon-based tunnel diodes have great potential for this integration. Interest in supply chain management has been escalating during the last decade. Using a large sample of durable good firms located in all major regions of the work, we extend two theoretical perspectives, namely the resource-based view and the transaction cost economics view of the firm, to better understand the issues behind global sourcing. Both theory extensions were supported in separate by statistically significant regression results.
