Scholarship On Soviet Family Law In Perspective, Whitmore Gray
Articles
The radical changes in the norms of Soviet family law over the past fifty years have reflected the convulsions of Soviet society as well as the revisions of Marxism-Leninism-Stalinism. This paper is a commentary on the writing in this field by Americans in particular, and by other non-Soviets in general. In view of the volume of writing in this field, it has been necessary to limit discussion in the text to a few representative articles illustrating a few of the subject matters treated and various typical approaches employed. The topic is a particularly timely one, for new, comprehensive Principles of …

Short Pulse Response Of Radar Targets, C. Leonard Bennett, Joseph Delorenzo
Short Pulse Response Of Radar Targets, C. Leonard Bennett, Joseph Delorenzo
Articles
The current interest in high resolution radar for the identification of targets has stimulated interest in the investigation of scattered waveforms that result when a short pulse (i.e., an approximate electromagnetic impulse) illuminates the target. From the resulting pulse response, the response due to other incident waveform shapes can be calculated by a convolution operation. In this paper a technique for measuring the imate electromagnetic impulse) illuminates the target. From the form shapes can be calculated by a convolution operation. In this paper a technique for measuring the electromagnetic pulse response is presented and the results are compared with exact …

Photographic Demonstration Of Surface And Interior Conditions Of An Unevenly Heated Liquid, Andrew Davidhazy
Photographic Demonstration Of Surface And Interior Conditions Of An Unevenly Heated Liquid, Andrew Davidhazy
Articles
Movements of the surface of a liquid and convection currents within the liquid during heating and cooling are shown simultaneously using a dual reflection-refraction photographic schlieren system. Means are furnished for identifying and measuring hills and valleys and correlating these with rising and descending streams within the liquid. Two models are selected, melted paraffin wax and isopropyl alcohol, the latter evaporating quietly into its pure vapor, with air excluded.

A Touchstone For Labor Board Remedies, Theodore J. St. Antoine
A Touchstone For Labor Board Remedies, Theodore J. St. Antoine
Articles
Fashion dictates what lawyers argue about, and law professors write about, more than we may care to admit. In labor law, especially, the styles change with a rapidity that would impress a Paris couturier. During the past decade the spotlight has moved from union democracy to labor contract enforcement to the union organizing campaign. Today the "in" topic is National Labor Relations Board (NLRB) remedies. Yet if any subject deserves immunity from the vagaries of fashion, this is the one; for all rights acquire substance only insofar as they are backed by effective remedies. Coke said it long ago: "[W]ant …

Recreational Rights And Titles To Beds On Western Lakes And Streams, Ralph W. Johnson, Russell A. Austin Jr.
Articles
What rights do riparians, their licensees, and the public have to use the small lakes and streams of the West when the beds are privately owned? This is the question which this Article attempts to answer. However, to do this, an analysis had to be made of which lake and stream beds were privately owned. Thus, the Article covers both the questions of title to beds and rights of surface use. This Article represents the first time that an effort has been made to systematically and comprehensively survey the lake and stream surface use cases of the Western part of …
Women In The Law, James J. White
Women In The Law, James J. White
Articles
IN 1869 Belle A. Mansfield, reputedly the first female lawyer admitted to practice in the United States, was admitted to the state bar of Iowa. Others soon followed her and this dribble of women entering the legal profession has grown to a persistent and continuous trickle in the twentieth century, but it shows no signs of becoming a flood. At last count approximately 7,000 out of America's 300,000 listed lawyers were women. Since the practice of law-even in the most masculine and aggressive Perry Mason style-does not require a strong back, large muscles, or any of the other peculiarly male …
The Canada-United States Controversy Over The Columbia River, Ralph W. Johnson
The Canada-United States Controversy Over The Columbia River, Ralph W. Johnson
Articles
In a comprehensive study of the recent dispute between Canada and the United States over the Columbia River, Professor Johnson traces its history through the birth of the Harmon doctrine in 1898, the signing of the Boundary Waters Treaty in 1909, and the first Canadian claim to downstream benefits in the early 1950's. Against this background, he analyzes the negotiations and events—particularly the Canadian proposals to divert the Columbia into the Fraser, and to develop the Peace River instead of the Columbia—that culminated in the Columbia River Treaty in 1961. Before Canadian ratification of the Treaty, however, additional problems presented …

The Dignity Of The Civil Jury, Harry Kalven Jr.
The Dignity Of The Civil Jury, Harry Kalven Jr.
Articles
Having taken one of the longest and most deliberate looks at the jury in the history of that institution-as director of the University of Chicago Jury Project-Professor Kalven concludes first that contemporary criticism centers too largely on some-what extraneous considerations and too little on the central issue-the quality of jury-made as opposed to judge-made decisions. After pointing out that the extraneous issues-particularly the delay allegedly involved-are less critical than is widely supposed, he draws on the jury study data to show that juries are not baffled by the intricate case and do not have the simple biases with which they …
Regulation Of Commercial Salmon Fisherman: A Case Of Confused Objectives, Ralph W. Johnson
Regulation Of Commercial Salmon Fisherman: A Case Of Confused Objectives, Ralph W. Johnson
Articles
To be blunt, the salmon boat fisherman is as obsolete as the buffalo hunter. The "secret'"—traps and weirs; they make salmon catching absurdly easy and can be operated at 1/20 to 1/30 the boat-catching costs. Hunting for salmon on the high seas is like chasing bees in a meadow. Why not wait until the bees return to their hive, or until the salmon return to their spawning stream? Hunting for salmon with boats makes economic sense as a temporary palliative to an unemployment problem; it makes economic nonsense as a permanent industry in a competitive society in a …
Freedom Of Navigation For International Rivers: What Does It Mean?, Ralph W. Johnson
Freedom Of Navigation For International Rivers: What Does It Mean?, Ralph W. Johnson
Articles
Is the principle of free navigation, as applied to international rivers, relevant to present-day political and economic reality? Ordinarily, the first thing to be done in an article such as this is to define the principal term, i.e., "free navigation," or "navigational freedom." In this case it is impossible to give a single definition. The term, idea, concept, or rationale is a chameleon, changing its meaning from place to place and from time to time. A number of the following pages will be devoted to tracing these various meanings and showing the confusion that arises from their existence. Briefly, there …
Real-Time Measurement And Correction Of Phase Distortion In High-Fidelity Radars, Joseph Delorenzo, D. Deangelis, P. Rademachev
Real-Time Measurement And Correction Of Phase Distortion In High-Fidelity Radars, Joseph Delorenzo, D. Deangelis, P. Rademachev
Articles
Phase distortion gives rise to variations in the radar ambiguity function, which in many cases, degrades the resolution capability of the system. This paper briefly describes the characteristics of the common forms of distortion in practical systems and deals with the analytical and experimental results of phase measurements using a correlation type phase error detector. The relationship of this device to active correlators and ambiguity function plotters will be described. A discussion of real-time correction of phase distortion with experimental results is also included.

The Columbia River System, Ralph W. Johnson
Articles
In March, 1959; the International Columbia River Engineering Board submitted its report on the co-operative development of the river to the International Joint Commission. In December, 1959, that Commission submitted to the governments of Canada and the United States its recommendations for apportionment of benefits if co-operative development is undertaken. And thirdly, in the last two years there has been much attention directed at the Peace River development, which is considered by some as competitive with the Columbia. Let us examine the effects of these events on the Columbia River problem. A presentation for Panel II, Current Legal Problems Connected …
Effect Of Existing Uses On The Equitable Apportionment Of International Rivers I: An American View, Ralph W. Johnson
Effect Of Existing Uses On The Equitable Apportionment Of International Rivers I: An American View, Ralph W. Johnson
Articles
The dispute between the United States and Canada regarding the apportionment of the Columbia River is not settled. In March 1959, pursuant to the 1944 reference, the International Joint Conimission submitted to the governments of Canada and the United States a comprehensive engineering report on "Water Resources of the Columbia River Basin" prepared by the International Columbia River Engineering Board. This report contains three plans for utilizing the resources of the Columbia. Two of these plans include diversion of part or all of the Kootenay River into the Columbia at Columbia Lakes. All three plans would develop about the same …
